Belarusians often have questions regarding the pensions of military and security officials. They retire much earlier (this year at 46.5 years old), often earn more than ordinary pensioners, and generally continue to work and, in addition to the pension, also have a salary. “Military service leaves an imprint on health, and this is compensation for its hardships and deprivations,” retorts military analyst Leonid Spatkay

The tut.by portal continues the “(Not) Weak Pension” project, which is dedicated to the pension system in our country. The new material talks about how pensions are calculated for security forces, how much they receive and how justified pension benefits are for them.

Who in Belarus is paid a pension according to “military” rules? Pensions for security forces are paid according to a separate law. It determines the conditions, norms and procedure for pension provision for military personnel of the Armed Forces, transport troops, internal troops of the Ministry of Internal Affairs, state security agencies, border service agencies, other military formations, commanding and rank-and-file personnel of internal affairs bodies, the Investigative Committee, bodies and units for emergency situations and bodies financial investigations of KGC, as well as their family members.

The Ministry of Defense reported that the number of pensioners in the department is 73.8 thousand people. Of these, 10,854 people are those who receive a survivor's pension. It turns out that there are 62.9 thousand military pensioners in the ministry.

9,090 people receive pensions through the Ministry of Emergency Situations. This number also includes those who receive a survivor's pension. The Ministry of Internal Affairs and the Investigative Committee were unable to promptly respond to the request. The KGB reported that data on pensioners is classified information (by the way, the same department also assigns pensions to border guards).

The law enforcement agencies also did not announce the specific size of pensions, but compared them with regular labor payments during a well-deserved retirement.

— An analysis of the size of pensions shows that the average size of long-service pensions for soldiers, sergeants and foremen is 21.3% less than the average size of labor old-age pensions. The average size of military pensions for warrant officers is 3.6% lower than labor pensions, and the average size of pensions for long service of officers is lower than the average size of pensions for long service of civil servants by 14%, comments Assistant Minister of Defense for Military Economics and Finance Igor Mozhilovsky

Knowing this information, we decided to calculate the average pension of military personnel ourselves. In September, the average old-age pension was 447 rubles. This means that the average pension for soldiers, sergeants and foremen was approximately 352 rubles, and for warrant officers - 431 rubles. The Ministry of Labor could not report the size of the average pension for civil servants, but, according to the tut.by source, it is now equal to 745 rubles. It follows from this that the average pension for officers is about 641 rubles.

The last time pensions for military pensioners were revised was from July 1 this year, they were increased by 6%. Pensions of ordinary Belarusians were last increased on August 1.

The Ministry of Emergency Situations said that the average pension for rescuers exceeds the average age pension by about 5-10%. According to our calculations, this is from 469 to 492 rubles.

What determines the size of pensions for military personnel and for which specialists are benefits not provided?

Like ordinary people, the pension of contract military personnel also depends on salary and length of service - in their case they are called salary and length of service. The Ministry of Defense says that to calculate military pensions, they take into account salaries for the regular or last position held, salaries for military rank, and bonuses for length of service, including payments related to the indexation of salary. To receive a pension, you must have at least 20 years of service.

- The law establishes that military personnel with 20 years of service are assigned pensions in the amount of 50%, and those dismissed due to age or illness - 60% of the corresponding amounts of monetary allowance. At the same time, for each year of service over 20 years - 3% of the corresponding amounts of salary, but in total no more than 75% of these amounts, says Igor Mozhilovsky.

Pension benefits do not apply to those who work in a military unit but are not military personnel. These are drivers, accountants, economists, lawyers. They are assigned labor pensions.

Nevertheless, in the rear there are also people with military status (for example, employees of financial services, personnel departments, and so on). They are entitled to the same pension benefits as other military personnel.

Will the retirement age increase for military personnel and security forces?

For military personnel, retirement age is called the maximum age for military service. Before the start of raising the retirement age from January 1, 2020, it was 45 years for junior and senior officers (up to and including lieutenant colonel), military personnel from among the soldiers, sergeants and foremen, and warrant officers. After this, the retirement age began to increase by six months every year until it reached 48 years. This year it is 46.5 years. By the way, if a serviceman has accumulated 20 years of service before the service age limit, he can resign, but he will still be paid a pension only upon reaching “retirement age.”

For higher ranks the retirement age does not increase, but it was initially higher. Colonels retire at 50, lieutenant generals and major generals at 55, and colonel generals at 60.

Do military personnel make contributions to the Social Security Fund and can they receive both pay and a pension?

Ordinary pensioners receive a pension from the Social Security Fund, which is replenished by contributions from working people. Employers transfer 34% of their salary fund to the fund, another 1% is deducted directly from employees' salaries. The military works differently.

In Belarus, military personnel are exempt from paying insurance premiums on their pay, explains Igor Mozhilovsky.

- Military personnel, due to their special legal status based on the constitution, do not participate in relations under state social insurance: they are not classified as one of the categories of payers of compulsory insurance contributions - neither to persons subject to compulsory state social insurance, nor to those who has the right to participate in such legal relations. The costs associated with paying pensions to military personnel are financed from the republican budget, says Igor Mozhilovsky.

All this means that for the military and security forces there is no such thing as insurance experience (it refers to periods of work with the payment of insurance premiums). For them, what matters most is length of service.

“The minimum insurance length of service for citizens is one of the conditions for acquiring the right to an old-age pension, just as the minimum length of service in military service gives the right to military personnel who served under a contract to receive a long-service pension,” comments Igor Mozhilovsky.

By the way, it is precisely because of this that military and security officials who have not earned a pension for long service run the risk of ending up in the so-called pension trap. If a serviceman served, for example, 15 years and retired from the army, then he will not be able to receive a pension for his years of service, and these 15 years will not be included in his insurance period. Therefore, two years ago, the minimum insurance period for those who served in military or paramilitary organizations for at least 10 years was reduced to 10 years (for everyone else this year it is 17 years).

Are there any restrictions on pensions for working military retirees?

Military personnel who have reached the age limit for military service, with their consent, can remain in service for up to five years, and then again for the same period, but only up to 65 years.

— The decision to remain in military service beyond the age limit for military personnel with the military rank up to and including lieutenant colonel is made by the Minister of Defense by decision of the board of the Ministry of Defense. The decision to retain military personnel in the military ranks of colonel and above beyond the age limit, including repeatedly, is made by the president,” said Igor Mozhilovsky.

The Ministry of Defense emphasizes that pensions for military personnel are assigned and paid only after dismissal from military service. That is, if a military man continues to serve after retirement age, he will receive only monetary allowance, but not a pension.

But if a serviceman continues to work in civilian life after retirement, he will receive both a military pension and a salary. For ordinary working pensioners, let us remind you that there is a limitation. If their pension coefficient exceeds 1.3, then during the period of work they will still receive a pension at a coefficient of 1.3. It will be possible to receive a full pension only after finishing work.

Former military man: “If you start resting right away, many people can’t stand it, they even end up drinking”

47-year-old Vasily (name changed - Ed.) left the army this spring and has already gotten a job as a security guard. He comments poetically on his desire to work, despite his pensioner status: “Water does not flow under a lying stone, movement is life.”

“I wanted to do something, and an extra penny never hurts,” explains Vasily. “But a big salary was not the main criterion for me, the main thing was a shift schedule so that I could devote time to my little child.” In the summer I rested, gained strength, slowly looked for something - and found it.

Vasily jokes about the size of his pension that it is a trade secret, but says that for him alone this amount, in principle, would be enough to live on.

— Of course, it depends on the needs, everyone has their own needs. But I also have a family, a child. If I had been alone, I would probably have been less focused on finding a job. But since we have a family, we had to think about something,” says Vasily.

He had the opportunity after retirement to remain in his previous place - in the financial service of a military unit. But the decision to leave the army, according to Vasily, was conscious.

“To be honest, I’m tired of the service,” the interlocutor admits. - Now it’s easier for me, easier. I just wanted to change my lifestyle, spend more time taking care of myself, my inner world, hobbies, and pay more attention to my family. That's why I didn't chase money. And so, of course, in military service I received much more.

According to Vasily, most military retirees strive to get a new job not only because of the money.

— It’s good when a person immediately goes to work so as not to change the pace of life. And if you start to rest right away, then many people can’t stand it, sometimes they even end up drinking. The body cannot adapt to such a change after the rather stressful lifestyle of a serviceman, says Vasily. “But the military deserved early retirement.” Many people here like to judge the matter without knowing the matter. You have to be in the shoes of a military man before you say things like: “We spend our taxes on their early pensions.” I believe that in most cases it is not for nothing that the state allows military personnel to retire early.

Vasily says that, despite his cabinet position, he still had to participate in all sorts of exercises and training camps.

— All military personnel are involved in them. Everyone should be able to shoot, run, jump, and so on,” explains Vasily.

Military analyst: “In some countries, the retirement age for the military is 60”

Border troops officer and military analyst Leonid Spatkai considers the existing system of pay for military personnel, including pensions, to be imperfect.

— There is such a thing as a tariff scale. According to this grid, official salaries are established. And at one level in this grid there may be, for example, senior lieutenants - a platoon commander and the head of the food service. As a result, they have the same official salary, the same salary according to military rank. But the platoon commander works directly with the personnel, goes on guard duty with his soldiers, is responsible for them, and the head of the food service has, roughly speaking, only his own desk,” explains Leonid Spatkai.

The expert notes that to eliminate “this injustice, additional allowances are provided for the platoon commander, but they do not affect the size of the pension.”

“Therefore, whether it is a traffic police or emergency services employee with a special rank, a combat officer with a thousand people under his command, or a logistics officer, they will receive the same pension with an equal official salary, salary according to rank and length of service. There is no social justice in relation to those who actually spent their entire service with the personnel at the training grounds, jumping up in alarm, compared to those who, as they say, wiped their pants in their offices. Our pension legislation does not take this difference into account. In addition, civilians have pension coefficients that affect the size of the pension, but the military does not have this, says Leonid Spatkai.

The expert draws attention to the fact that, by law, a serviceman’s pension cannot exceed 75% of his salary (in the USSR, and now in Russia, this level is higher - 85%). Because of this, in his opinion, the military has no incentive to continue serving after reaching retirement age.

— Let’s say a cadet entered a military school, graduated at the age of 23, served for 25 years, and by the age of 48 he had scored his 75%. There is no point in serving further, he has already reached the ceiling. This is one of the reasons why military personnel retire so early. As a result, there is a shortage of personnel in the Armed Forces, primarily mid-level officers, says Leonid Spatkai.

The expert considers the early retirement age for the military justified.

— I don’t want to offend other workers, but in civilian life a person worked his time from 9.00 to 18.00 with an hour break for lunch, and then went about his household chores. He knows that no one will wake him up in the middle of the night, and he won’t have to run with his emergency suitcase somewhere to a unit or training ground. Naturally, all this leaves an imprint on health: night flights, daily assignments (when at night you need to check how the outfits and guards are on duty, but only four hours are allocated for rest, and equipment cannot be removed), dragging various heavy objects (for example, during an alarm manually ammunition is being loaded). Therefore, it is not surprising that, for example, the length of service for flight personnel is about two months, and for border guards on the “green border” it is about a month and a half. This is compensation for the hardships and deprivations of service.

Among the difficulties of military service, Leonid Spatkai also names social isolation, since garrisons can be located tens of kilometers even from regional centers.

— Civilians can go to the cinema or park with their family on weekends. This is not the case in garrisons. At best, you can go somewhere, but you need to have the commander’s permission to do so. This applies even to those who serve in privileged conditions - for example, in Minsk. To travel outside of Minsk, you must also obtain permission from the commander, because combat readiness has not been canceled. And if you didn’t arrive on alarm, there will be a showdown. Therefore, it is not surprising that military personnel have certain benefits, although for them the retirement age is increasing, says Leonid Spatkai. — Yes, in some countries the retirement age for military personnel reaches 60 years, but there is a completely different attitude towards military personnel and a completely different amount of salary.

Military personnel continue to work in retirement for the same reasons as other retirees, primarily financial, the analyst says. At the same time, many “desktop” specialists, such as personnel officers or financiers, remain in their previous positions, but no longer serve, but work.

“There are hundreds of examples when officers, after retirement, remained in their positions and performed the same functions, but as civilians. If your health allows you to work in this position, then why quit? The reasons are mercantile: the pension and salary in total are, of course, more than what a person received while in military service, says Leonid Spatkai. “But many military retirees are looking for work after discharge; I myself have been in the reserve for 15 years and have not been without work for a single year. I believe that the military are more reliable people in terms of performing their official duties. If a reserve officer works, for example, as the head of the records management or personnel service, then in principle there is no need for any inspection, because everything is clear with him. It is ingrained into flesh and blood that there must be order in everything. Former military personnel are hired with pleasure, especially according to their profile.

Despite the fact that military retirees can easily find work in civilian life, Leonid Spatkai believes that they could still be in demand in military affairs, only now as teachers.

— Graduates, having graduated from the Military Academy, after four or five years enter the command and staff faculty, after which some try by hook or by crook to remain teachers at the academy. As a result, it turns out that they teach the cadets from the same notes that they were taught from. But why not involve reserve officers in this teaching work who have served from start to finish and gone through all the ranks? Let them not sit as guards, but pass on their wealth of experience to the cadets,” says Leonid Spatkay.

Economist: “Early retirement is not justified for all security officials”

I am sure that some professional tasks can only be performed at a relatively young age, and therefore for such specialists early retirement is quite justified.

— First of all, we are talking about professions that require physical strength, endurance, and reaction speed. For example, at 50 years old it is already difficult for a firefighter to go into a fire. The same applies to the military, especially non-office personnel, as well as employees of the Ministry of Internal Affairs who perform direct work “in the field,” for example, district police officers. This applies to some other law enforcement agencies to a lesser extent. Let's say the KGB is mainly engaged in desk work. The work of investigators is also primarily intellectual,” says Lev Lvovsky. — For them, early retirement is not entirely justified, but how did it happen that they have such a benefit? The state often relies on the security forces and therefore gives them more preferences and bonuses: a relatively good salary, early retirement, some kind of additional social package.

According to Lev Lvovsky, there is nothing wrong with the fact that many military and security officials continue to work after retirement and at the same time receive a pension.

— You need to seriously invest in a military career. However, at some point it becomes too difficult for a person to perform his functions, and therefore it is not advisable to continue this career. You can’t just throw a person out onto the street, so the only way out of the situation is a pension. This doesn't mean his life is over. This man is not old yet, and we have many jobs that do not require youth. But since he has invested a lot of time and effort into another career, it will of course be more difficult for him to find a new job and get a good job. Therefore, I would perceive the payment of pensions to such people as compensation for the fact that they have to start an alternative career at a fairly late age,” says Lev Lvovsky.

The expert says that the size of military pensions “should not cause surprise or social protest.”

— It cannot be said that the state showers military pensioners with gold. Even 640 rubles is significantly less than the average salary. The problem is not that some military pensions are higher than the national average, but that our average pension is, in principle, too small,” says Lev Lvovsky.

Several types of Belarusian pensions

In the Republic of Belarus you can retire by:

  • Old age. According to the law of the country, women have the right to end their working career and receive monthly financial compensation at the age of 55, men at 60. In some areas the age threshold is lower (agriculture, textile industry, transport sector, etc.).
  • Loss of a breadwinner. Only those who are disabled or minor can count on this payment.
  • Disability. For those who have not been disabled since childhood, it is important to have at least a short work history.
  • Length of service. Representatives of some professions become pensioners not upon reaching a certain age, but according to the number of years worked in the field. The list of professions has been approved by the government of the country.
  • Merit to the country. This preference is given to holders of titles, medals and orders.

On the size of military pensions

The minimum old-age pension in Belarus is focused on the level of the consumer basket and is 25% of its average. The old age pension is calculated at 55% of the average monthly earnings in the country.

Its size is influenced by the amount of earnings, length of service in excess of the required norm, and the employee’s field of professional activity.

The sphere of pension provision for military personnel is regulated by state laws. Salaries for military personnel are calculated according to the same parameters as those provided for civilians: length of service, old age, loss of a breadwinner, disability.

In December 2014, the president issued a decree to increase the pension benefits of military personnel. It came into force on 01/01/15. The indexation of military allowances was carried out in November and December 2020 by 12.9% of the average subsistence level of the civilian population - 1,567,810 BR (4,703 Russian rubles). The indexation amount ultimately amounted to 202,247 BR (606.7 rubles).

From 01.01.16 in Belarus, a new base salary has been established at 1,320,000 BR (3,960 rubles).

Taking into account this figure, the salaries of military personnel by rank and position are determined. Based on this, the pensions that military pensioners have are subject to recalculation.

For the first half of 2020, the base part increased in March, but indexation was not carried out.

  • If a serviceman was the only source of income in the family, then minor children or disabled dependents who were in his care are paid a survivor's pension.
  • A citizen who received a disability group during service or within 3 months after dismissal has the right to receive a pension. If the problems appeared later than 3 months, but it is proven that they are related to the service, then the pension is also paid. To receive a pension, a conclusion from a medical commission is required.

The prospect of increasing the pension benefits of military personnel in Belarus will depend in the future on the state of the economy during 2020, on the level of the cost of living established for each category of the population.

In the Republic of Belarus, military pensions are increased annually. The indexation stated above also applies to this category.

If, as a result of fulfilling a military assignment or 3 months after leaving the reserve, a serviceman becomes disabled, he has the right to receive a disability pension. In this case, the following conditions must be met:

  • military experience of at least 1 year;
  • age at least 23 years;
  • residence in the country (permanent).

The decision to retire a military man for services to the state is made at the government level. The standard calculation is as follows:

  • Officers, contract servicemen, midshipmen and warrant officers with 20 years of service - 50% of the salary corresponding to the category. For each additional year, another 3% is accrued, but not more than 75% in total. In case of resignation due to age or health conditions - 60%.
  • With 25 years of experience, if at least 12 years and 5 months of them are in military service or service in internal affairs bodies - 50% and for each additional year 1%.

The signed decree No. 314 “On pension provision for certain categories of citizens” indicated that pensions are subject to recalculation using adjustment factors: from September 1, 2020 - 0.83; from December 1, 2020 - 0.85; from July 1, 2020 - 0.9; from January 1 to June 30, 2020 - 0.95.

In practice, for military pensioners in the reserve and retired, pensions are calculated not from the current salary for positions of senior officers, but for positions with salaries in the amount of 1,200,000-2,000,000 rubles.

The military registration and enlistment offices do not tell us where these numbers come from. This fact raises doubts about the legality of determining the size of military pensions, since in Belarus even the minimum wage today is almost 1.4 million rubles.

Is an officer’s salary really below the “minimum wage”?

At a meeting of officers of the Central region, we interviewed colonels: regiment commander, brigade commander and his deputies, deputy division commanders, senior teachers, heads and deputy heads of departments, faculties of higher military educational institutions, heads of departments and directorates of the headquarters of the KBVO and the Ministry of Defense of the Republic of Belarus.

In the USSR, they received 180-230 rubles for their position. For officers with an academic rank and degree, another 50-60 rubles were added to their salary.

Second pensions for military pensioners and calculation procedure

This is an old-age insurance pension and it is regulated and it will definitely become an additional source of income. The only limitation and significant difference from ordinary civil pensioners is receiving an insurance pension without.

Civilian pensioners are luckier. The indexation of insurance pensions in 2020 amounted to 6.6%, and even from January 1. That is, civilian pensions are slowly catching up with military ones. Higher rates of indexation of civil (insurance) pensions are clearly visible in the figure. Our government already stepped on this rake 10 years ago, when many military pensioners, who continued to work in civilian life after service, began en masse to switch to receiving civilian pensions. I didn't want this situation to happen again. This will not increase faith in justice and the state’s care for the military class.

Next year, it is planned to index civil pensions by 6.3%, as V. Putin announced on September 23, 2020 at a meeting with members of the Federation Council. Unfortunately, the draft budget for 2021 plans to index military personnel's pay and, accordingly, military pensions by only 4%. Nothing is clear yet about the increase in the reduction coefficient in 2021; there is no such clause in the draft budget. The State Duma Committee on Defense annually “fights” for the inclusion of a reduction factor in the budget or an increase in its size beyond 2%, but is always unsuccessful. Practice shows that without the personal instructions of the President, the State Duma Defense Committee will again lose this “battle.”

Today, September 30, 2020, the Government of the Russian Federation delivered a draft state budget for the next year and for the upcoming three-year planning period to the State Duma. Discussion of the presented budget will begin tomorrow.

When will the humiliating reduction factor be removed? When will the blocked 604 decree go into effect? When will the Ministry of Defense become a military man and not a jacket? If you don’t want to feed your army, you’ll soon be feeding someone else’s. It’s true that all the people’s wealth goes to the West. A shame.

Who will benefit from the increase?

The increase will affect all military pensioners of the Republic of Belarus. Those who will feel it more than others:

  • veterans awarded the medal “Veteran of the Armed Forces of the USSR”;
  • veterans who moved to the Russian Federation;
  • disabled people of groups 1 and 2;
  • military personnel with more than 30 years of experience, of which more than 20 years have been service in the Armed Forces.

In 2020, military pensions are calculated in accordance with the above coefficient. This is being done in order to slightly restrain its growth and bring it more in line with what ordinary citizens of the country receive.

How will the pensions of the Belarusian military be increased?

Will the reduction factor for military pensioners be abolished in 2018: Latest news? On January 1, 2012, the regulatory act of November 8, 2011 No. 309-FZ came into force. He established a modified mechanism for calculating the amount of pensions for military pensioners. The formula includes an indicator equal to 54% of the GDV.

In subsequent billing periods, this coefficient should be indexed by 2% until the total value is 100%.

The government decided to take this forced step, since the country was experiencing instability in economic development and there was a severe shortage of budget funds. A simple calculation shows that this should happen in 2035.

The document also stipulated that the coefficient could be increased due to inflation.

Ordinary pensioners receive a pension from the Social Security Fund, which is replenished by contributions from working people. Employers transfer 34% of their salary fund to the fund, another 1% is deducted directly from employees' salaries. The military works differently.

In Belarus, military personnel are exempt from paying insurance premiums on their pay, explains Igor Mozhilovsky.

- Military personnel, due to their special legal status based on the constitution, do not participate in relations under state social insurance: they are not classified as one of the categories of payers of compulsory insurance contributions - neither to persons subject to compulsory state social insurance, nor to those who has the right to participate in such legal relations. The costs associated with paying pensions to military personnel are financed from the republican budget, says Igor Mozhilovsky.

All this means that for the military and security forces there is no such thing as insurance experience (it refers to periods of work with the payment of insurance premiums). For them, what matters most is length of service.

“The minimum insurance length of service for citizens is one of the conditions for acquiring the right to an old-age pension, just as the minimum length of service in military service gives the right to military personnel who served under a contract to receive a long-service pension,” comments Igor Mozhilovsky.

By the way, it is precisely because of this that military and security officials who have not earned a pension for long service run the risk of ending up in the so-called pension trap. If a serviceman served, for example, 15 years and retired from the army, then he will not be able to receive a pension for his years of service, and these 15 years will not be included in his insurance period. Therefore, two years ago, the minimum insurance period for those who served in military or paramilitary organizations for at least 10 years was reduced to 10 years (for everyone else this year it is 17 years).
