As a result, the average annual social pension will increase to 9,045 rubles. In August 2020, the Pension Fund will adjust the insurance pensions of pensioners who worked in 2020.

The legislative framework

The assignment and payment of social pensions are regulated by Federal Law No. 166. Such content is received from the state in accordance with Art. 11 FZ-166:

  • citizens who have reached a certain advanced age and do not have the right, in accordance with the law, to an insurance pension;
  • disabled people of all groups, including those citizens who have been disabled since childhood;
  • disabled children;
  • orphans, as well as children whose parents are unknown, up to 18 years of age, as well as up to 23 years of age, if they are studying full-time;
  • representatives of small peoples of the North, men and women, upon reaching the age of 55 and 50 years, respectively, if they permanently reside on the day of assignment in the areas of traditional settlement of their peoples.

There are several types of social pension:

  • on disability;
  • by age (or old age);
  • for loss of a breadwinner;
  • children whose parents are unknown.

Social security by age is assigned to those citizens who do not have enough length of service to receive an insurance pension. This year, in connection with the reform to raise the retirement age, changes have been made to the conditions for assigning social pensions. They affected only those who receive an old-age pension. The retirement age for receiving a social pension has increased by 5 years, it will be 70 years for men and 65 for women, but the age will increase gradually.

According to paragraph 5 of Art. 11 FZ-166, payment of maintenance from the state is terminated for the period of any activity when the citizens receiving it are subject to compulsory pension insurance.

Article 25 of Federal Law No. 166 contains a provision that every year from April 1, social pensions are indexed taking into account the rate of increase in the cost of living over the past year. The increase coefficient is determined by a separate act of the Government of the Russian Federation. Moreover, the presence of work experience does not affect whether such a pension will be issued or not. State support also has several varieties. For example, a long-service pension is provided to federal officials, military personnel and other categories of citizens. State old-age pension is provided to people who have become participants in man-made disasters and received illnesses or injuries as a result. In terms of disability, state support is provided not to ordinary disabled people, but to former military personnel, astronauts, as well as participants in the siege, World War II, or victims of disasters. In this case, the survivor's pension is awarded to the families of the listed persons.
  3. Social pension . This payment format is available to citizens who do not have work experience. If a person worked officially, it is more profitable for him to receive a labor pension. The social pension is provided to pensioners aged 60 and 65 years for female and male persons, respectively, disabled people, disabled children, and minor citizens who have lost their breadwinner.

Who will get a pension increase?

The increase from next month will affect social payments . Indexed pensions are available to the following categories of citizens:

  • disabled people;
  • disabled children;
  • small northern peoples;
  • children without a breadwinner;
  • pensioners (men over 65 and women over 60).

They will also increase state support , which is available to special categories of citizens:

  • military;
  • employees of the Ministry of Internal Affairs;
  • WWII veterans;
  • Chernobyl victims;
  • pilots;
  • astronauts;
  • civil servants.

The Ministry of Labor has already talked about the indexation of pensions in April 2018. According to the department, it was initially planned to increase the EDV by 1.2%, but later this figure increased to 2,9%.

Old age pensions
