The amount of EDV that the Pension Fund pays to federal beneficiaries will increase from February 1, 2020. According to Government Decree No. 61, signed on January 29, 2020, the indexation coefficient for payments and benefits will be 1.03, that is, the indexation of the EDV will be 3.0%. to all recipients of the EDV (except for Chernobyl victims - they need to write an application), will be increased by the same amount
The amount of the increase will differ (see the EDV table in 2020) depending on the category to which the beneficiary belongs. The size of the payment will be increased for all recipients by the same percentage - by 3% .
To independently determine the new amount of EDV from February 1, 2020, you need to multiply the amount received in 2019 by 1.03.
Adopted Resolution
Government Decree No. 32 of January 24, 2019 establishes a new indexation coefficient for payments, benefits and compensation for certain categories of citizens. According to the innovation, starting from 02/01/19 the indexation coefficient will be 1.043 (recall that in 2018 this figure was lower - 1.025).

Fringe benefits
EDV is far from the only privilege for veterans. The list is quite wide and includes benefits:
- in medical care (service in departmental medical institutions, free provision of prosthetic and orthopedic products and medicines, provision of sanatorium and resort vouchers);
- in pension provision (preferential length of service, increased pension);
- in work and education (vocational training at the expense of the employer, vacation at a convenient time, training at the expense of the budget in universities, including preparatory departments);
- housing (provision of budget apartments in case of need and being on the housing register, compensation for utilities);
- tax (partial compensation of personal income tax, benefits for paying property tax);
- transport (extraordinary purchase of tickets for any type of transport, free travel on suburban electric trains, as well as on intercity transport when traveling for treatment).
A monthly social payment is a small amount, but a regular measure of support for citizens who have “served the Fatherland.” Its annual increase by the percentage of inflation is also valuable. Together with other privileges, EDV is a good addition to the budget of a combat veteran.

NSO indexation
The cost of the NSO (set of social services) provided to certain categories of Russians will also be indexed from 02/01/19 by 4.3%.
After basic benefits are indexed in Russia (that is, from February 1, 2020), the cost of NSO for veterans and disabled people will be 1,075.19 rubles per month.
As before, citizens of the Russian Federation who have the right to a package of social services provided by the state will be able to choose whether to receive NSO in kind or in the format of monetary compensation. Citizens made their choice for 2020 by 01/01/18, and their choice for 2020 will need to be made by 10/01/19.
For those who prefer compensation, the following matches will be established:

Pension indexation
If the size of indexation of EDV and NSU (4.3%) for most categories will be barely noticeable, then the increase in pensions by 7.05%, which took place in 2020 from January 1, was felt by many.
The average pension in Russia increased by an average of 1,000 rubles from 14,414 rubles (in 2018) to 15,430 rubles (in 2019).
According to the adopted law, only payments to non-working pensioners will be indexed. Pension payments for Russians who continue to work after retirement will be indexed later, when the person decides to end his career (that is, immediately after dismissal).

Conditions of appointment
Since 2020, EDV is assigned only by the Pension Fund, including for security forces and FSB employees. The period for consideration of the application cannot exceed 10 days, excluding weekends. The monthly payment will be established from the date of application and not earlier than the start of validity of the benefit document.
You can submit an application not only in person. From home you can apply for EDV through the Unified Public Services Portal (UPSP) and the pensioner’s personal account on the Pension Fund website.
Please note : using a pensioner’s personal account, you can also completely refuse the entire set of social services or part of the NSO. There you can resume using the services again.
When applying, you must present a passport and a document confirming the benefit. If you are eligible for several categories of federal benefits, only the largest one is established.
To receive EDV, you will need to indicate the payment method. Or it will be paid along with your pension if you are already a pensioner.
You can refuse part or the entire set of social services by submitting an application to the Pension Fund before October 1. Payment under the application for refusal will begin only on January 1 of the following year. There is no need to apply annually. It is enough to write it once.
For example, if a Chernobyl NPP participant submits an application on August 6, 2018 to refuse sanatorium treatment, the changes will come into force only on January 1, 2020.
A federal benefit recipient has the right to file a complaint regarding the service provided in writing on paper or electronically through the “Your Control” website. Within 15 working days, the complaint must be considered by the Pension Fund.
EDV for disabled people (for 1, 2, 3 disability groups and disabled children)
EDV is assigned to disabled people in accordance with Art. 28.1 of Law No. 181-FZ of November 24, 1995 “On the social protection of disabled people in the Russian Federation.” In February 2020, the amount of such payment will increase by 4.3%. You can determine what amount of EDV will be assigned from 02/01/2019, depending on the disability group, using the table below:

If a disabled person is provided with social assistance from the NSO, the cost of the services provided is deducted from the monthly cash payment . Accordingly, the EDV for disability will be less than the values indicated in the table. Example A pensioner receiving a disability pension of group 2 is provided with free medicines within the framework of the National Social Insurance Fund. From February 1, 2020, the full amount of EDV for II gr. disability is 2701.62 rubles, 863.75 rubles will be deducted for medicines. Consequently, the amount of payment to a disabled person of group 2 will be equal to 1837.87 rubles.
Regulatory framework
The procedure for assigning benefits and paying cash assistance has been regulated thanks to the adoption of a number of legislative acts:
- Law No. 5-FZ “On Veterans”, adopted in 1995 and has undergone more than one amendment.
- Law No. 4468-1 of February 12, 1993, which addresses issues regarding pension provision for persons who served in military service. The latest changes were made there on July 1, 2020, when Law No. 154-FZ was signed.
- Tax Code, which provides information on tax preferences for UBI.
- Resolution No. 11-P issued by the Constitutional Court of the Russian Federation dated April 13, 2016, which provides explanations on the procedure for providing tax benefits.
- Regional resolutions adopted in the constituent entities of the Federation and providing additional privileges to veterans.
EDV for veterans in 2020
Combat veterans (VVD), participants of the Second World War, disabled war veterans and other categories of citizens listed in Part 1 of Art. 23.1 of Law No. 5-FZ of January 12, 1995 “On Veterans”, EDV is also paid. The amount of this payment is similarly subject to indexation by 4.3% in February 2020. The new amounts are shown in the table below:

The amounts indicated in the table will be less if the veteran is provided with social assistance within the NSO in the form of services actually provided. Example If a combat veteran is provided with free medicines, then out of the payment due to him, 2972.82 rubles. 863.75 rubles will be withheld. That is, from February 1, he will be assigned an EDV in the amount of 2109.07 rubles.
Population attitude
Most citizens who receive the EDV complain about the discrepancy between the data provided by Rosstat and the actual prices for products, goods and services. According to people, the authorities deliberately underestimate the figures, since the monthly payment is made directly from the federal treasury. And it is in the interests of the Government to save budget funds in such a simple way.
Scandals related to statements by officials add fuel to the fire. So, in Saratov, the minister offered to live on 3,500 rubles. per month and eat pasta. Another official pointed out that “the state does not owe anything.” In November, the Yaroslavl deputy proposed first abolishing pensions, and then also abandoning free medical care. In light of such statements that discredit the authorities, the population begins to be suspicious of any actions of the Government.
Indexation of EDV for Chernobyl victims
As a result of the indexation, planned for February 1, 2020, the amounts of EDV for Chernobyl victims and other citizens exposed to radiation will increase. The indexation coefficient will be the same as for other recipients - 1.043 .
