What is pension provision for employees of the Ministry of Internal Affairs
Police service is associated with risk on a daily basis, even life-threatening, irregular schedules and other important factors. Due to these circumstances, the appointment and accrual of pension benefits to persons who have worked in this field are different from the conditions for pension payments to other Russians. In addition, each pensioner of the Ministry of Internal Affairs has his own special benefits.
The purpose of pension provision is, as a rule, determined by length of service, which is provided for at the legislative level. To qualify for pension payments based on length of service, a person working in the police must have twenty or more years of work in the Ministry of Internal Affairs. When the age limit for service in the authorities is reached and a person does not have the specified length of service, in order to assign a pension based on length of service, compliance with the following provisions is necessary:
- reaching 45 years of age or having health restrictions that do not allow full further service;
- the final work experience is 25 years, while service in internal organs is at least 12.5 years.
Since the assignment of military pension benefits occurs regardless of age, people become such pensioners much earlier than civilian recipients of social security insurance. In addition, a military pensioner who is able and willing to work can get a job, begin accumulating pension points and then receive an additional old-age pension upon reaching the required age.
The amount of accruals is based on the amount of monetary allowance, while the minimum amount is determined by the social pension. Monetary allowance is a serviceman’s earnings, consisting of salary and various supplements taken into account during annual indexation. According to Law No. 306-FZ, bonuses are provided from the salary as a percentage for:
- length of service – 10-40% monthly;
- class – 5-30% monthly;
- work with classified data – up to 65%;
- special dangerous conditions and special achievements – up to 100% monthly;
- conscientious service - up to 300% annually.
Conditions for receiving a pension from the Ministry of Internal Affairs
Employees of the Ministry of Internal Affairs, like the military, are also civil servants. However, given the complexity of the work they perform, which often involves risks to health and even life, the government has developed a number of incentive measures that can compensate for the difficult conditions of service. In particular, all law enforcement officers have the right to receive a long-service pension. To do this, the following conditions must be met:
- From this year, the retirement age has been raised by a year and should be 46 years old ,
- work experience in authorities - 20 years .
If, upon reaching this age, a person has not accumulated the required work experience in the Ministry of Internal Affairs, then he can still apply for benefits if his total work experience is 25 years , and he has worked in the police for at least 12.5 years .
It is planned to increase seniority as gradually as age. This takes into account:
- years of military service,
- studying at a university,
- time spent working in government agencies.
Employees of the traffic police and transport police, all police departments (federal and regional throughout Russia), special forces military personnel, the National Guard, operational investigative and search units, investigative bodies, departments of the Federal Migration Service and the Federal Service for Turnover can count on a long-service pension from the Ministry of Internal Affairs for drug control and other units related to the Ministry of Internal Affairs. Participants in combat operations and anti-terrorist operations, including for service in the North Caucasus, and for their courage in detaining especially dangerous criminals, receive special pension supplements. The size of the pension depends on the length of service, as well as on the rank and reduction factor. The government planned to gradually increase it to 100%, but its size has been frozen for several years, although this year it was decided to increase it again and gradually bring it to the previously mentioned amount.
Don't miss: The new law on animal protection was approved by the State Duma
In addition, employees of the Ministry of Internal Affairs can apply for a second pension - an insurance pension, which is paid by the Pension Fund to all working citizens of our country. This can be done after reaching retirement age, subject to the following conditions:
- minimum work experience - 9 years ,
- accrual of the required amount of insurance points on an individual personal account in the Pension Fund - this year they should be 13.8 points .
Regulatory framework
The right to receive pension payments from the state by employees of the Ministry of Internal Affairs is provided for both by the main legislative pension act, which applies to all citizens, and by legal norms relating to specific groups of people - military personnel, to which ordinary and commanding persons who served in the Russian internal affairs bodies are equated. Guided by the following standards:

Increase in pensions of the Ministry of Internal Affairs in 2018
By order of the Head of State, pensioners who previously worked in the structures of the Ministry of Internal Affairs will receive an increase in their pension in the amount of indexation in 2018.
The Ministry of Internal Affairs is one of the key ministries of the Russian Federation, which is in charge of internal law enforcement, issues of drug trafficking and migration regulation.
The Ministry’s system also provides for a civil civil service.
Work in the internal affairs bodies, as we know, is both dangerous and difficult, but at first glance, it seems not noticeable. However, there are many difficulties and those who are familiar with the activities of law enforcement officers understand why they are entitled to a pension on preferential terms.
Ministry of Internal Affairs pensions, increase in 2020: benefits are calculated according to several legal categories.
The basis for calculating pensions for police officers is the Law of the Russian Federation of February 12, 1993 No. 4468-I “On pension provision for persons who served in military service, service in internal affairs bodies, the State Fire Service, agencies for control of the circulation of narcotic drugs and psychotropic substances, institutions and bodies of the penal system, troops of the National Guard of the Russian Federation, and their families” in the current version.
In accordance with the latest version of this Law, employees of the Ministry of Internal Affairs (or their families) have the right to a pension:
for length of service; on disability; for the loss of a breadwinner.
The right to this pension arises after service in any of these departments (or in several of them): Ministry of Defense, Ministry of Internal Affairs, National Guard of the Russian Federation, Federal Penitentiary Service, State Fire Service, Federal Drug Control Service.
That is, even if an employee served in various law enforcement agencies listed above, he has earned the right to receive a pension through the Ministry of Internal Affairs.
Ministry of Internal Affairs pensions, increase in 2020: the formulas used to calculate benefits have not changed.
Disability pension for employees of the Ministry of Internal Affairs
If a police officer becomes disabled while on duty, he is entitled to a disability pension from the Ministry of Internal Affairs, and this payment is assigned regardless of length of service.
If a citizen can apply for different types of pensions at once (for length of service and disability), he is entitled to only 1 pension of his own choice. However, if there is a right to an old-age insurance pension, then a citizen can receive 2 pensions at the same time.
The disability pension is calculated using the formula:
Pension amount = (official salary salary according to the rank of the supplement) x 69.45% x pension amount as a percentage, established in accordance with the disability group.
Pension under the Ministry of Internal Affairs for the loss of a breadwinner
The family of a police officer, as a result of his death or death during his service, receives the right to a survivor's pension, and this payment is calculated regardless of the length of service of the Ministry of Internal Affairs officer.
The pension is calculated using the formula:
Pension amount = (official salary, bonus and increment) x 69.45% x pension amount as a percentage.
You can receive a survivor's pension within 3 months from the date of official dismissal of the deceased.
Ministry of Internal Affairs pensions, increase in 2020: the indexation amount is 4% compared to the previous pension amount received in 2020.
In order to earn a long service pension, a police officer must achieve any of these grounds:
20 years or more of experience in law enforcement agencies on the day of dismissal; Age on the day of dismissal is at least 45 years, total experience is 25 years or more, of which at least half are in the law enforcement agencies (listed above). Persons who have 20 years of service in law enforcement agencies:
for 20 years, a pension is assigned in the amount of 50% of the amount of salary; for each year in excess of 20 years of service in the amount of 3% of the salary (but not more than 85% of the total amount) For those persons who have a total length of service of 25 years or more, and not less than 12.5 years of service in law enforcement agencies :
for a total work experience of 25 years, a pension is assigned in the amount of 50% of the salary; for each year of total experience over 25 years in the amount of 1% of the salary. In addition, at the request of the citizen, years of study (maximum 5 years) can be included in the length of service in the ratio: 1 year of study for 0.5 years of service.
The formula for calculating the pension looks like this (scheme for calculating military pensions from 2020):
(OVD OVZ NVL) x 50% 3% (for each year of service) x 56% (2% annually in case of non-indexation of DD).
Indexation of pensions for employees of the Ministry of Internal Affairs has been carried out since January 1, 2018. The amount of indexation of pension benefits for employees of the Ministry of Internal Affairs who are entitled to this is 4% compared to the previous amount of pension received in 2020.
Types of pensions in the Ministry of Internal Affairs
The purpose of a pension depends on its type and basis. Currently there are pensions for long service, disability and loss of a breadwinner. In addition, those who continue to work have the opportunity to earn an insurance type of pension. Injuries and illnesses acquired during service are grounds for receiving disability pension guarantees, regardless of length of service.
The amount of pension payments is calculated based on the disability group determined by a medical and social special examination. Persons who received disability while working in the Ministry of Internal Affairs, or within three months after dismissal, can count on this. For such a pension, disability that occurs later must be due to circumstances that occurred during the period of service in the internal bodies of the Russian Federation. Taken into account:
- wound, trauma;
- contusion;
- injury, damage;
- disease.
Pension payments based on the loss of a survivor are provided to the families of employees who died/died during the period of service (within three months after dismissal). If the breadwinner died after three months, the payment is given due to the cause of death - injury, illness received while in service. Most former police officers, having received a departmental pension, now work in civilian jobs or as civilian employees in their own department.
In this case, the employer pays pension insurance contributions for them and, in accordance with Law No. 400-FZ, these persons acquire the right to an insurance pension with continued pension payments from the Ministry of Internal Affairs, subject to the following conditions in 2020:
- reaching 60 years old (men), 55 years old (women);
- the value of the individual pension coefficient (IPC) equal to 13.8 points or more;
- duration of insurance period is 9 years or more.
Conditions of appointment
The regulatory legal act stipulating the conditions for the right to pension payments based on length of service (experience) is Law No. 4468-1. This type of payment is assigned under the following conditions:
- Sufficient length of service. To receive a pension according to length of service (required length of service), you must work in law enforcement agencies for at least 20 years.
- The maximum age is 45 years for a person/inability to work due to health. If an employee was dismissed/reduced before twenty years of service, his pension right is retained when his duration of employment is 25 years or more, and the period of employment in the Ministry of Internal Affairs is no less than 12.5 years. It is important to take into account that the period of study at a university is included in the calculation of the indicated 12.5 years if a special/military rank was awarded at that time.
How are pensions of the Ministry of Internal Affairs formed?
In most cases, employees of the Ministry of Internal Affairs are paid pensions based on length of service. But there are some differences in the accrual and formation process compared to regular pension payments.
When an employee of the Ministry of Internal Affairs retires, he is provided with certain benefits, since their activities are associated with an irregular work schedule, risk to human life and other factors. The retirement process depends directly on the type of pension payments. At the moment the main types are:
- For the loss of a breadwinner. 2. Based on length of service. 3. By disability group.
In order to apply for a pension, a citizen must have a service record of at least 25 years and direct labor activity of at least 12.5 years. To register, you need to come to a branch of the Pension Fund of the Russian Federation with the following documents:
- monetary certificate; ⦁ calculation based on the length of service of the period worked; ⦁ statement; ⦁ consent to the processing of personal information; ⦁ a document confirming the application of preferential conditions.
If a citizen applies for a disability pension, he must also present a certificate from a medical expert commission, which determines one of three groups.
If the pension is issued by a relative of the deceased, it is required to present to the Pension Fund employees a document confirming the death of the Ministry of Internal Affairs employee; decision of the judicial authorities to declare a missing close relative missing; a document confirming relationship with a former employee of the Ministry of Internal Affairs; an extract from the order to exclude the deceased from the Ministry of Internal Affairs; an investigation document related to identifying the cause of death and the conclusion of a military medical commission.
In the process of processing pension payments, a ministry employee is required to submit a report to the head of the Ministry of Internal Affairs. For this purpose, there is a specially prepared form on which the fact of receiving an imminent pension payment is indicated. Personal data (full name, assigned title, telephone number, as well as legal and actual address of residence) must also be specified there.
The main part of the form indicates the basis for dismissal, data on cash payments, type of pension and, if any, it is necessary to indicate information about the previously assigned pension, as well as general information about children and family. After writing the application, the date and signature of the applicant are placed.
Benefits will be assigned based on the calculated pension data. They depend on the age of the employee of the Ministry of Internal Affairs, marital status and status. For example, if an employee of the Ministry of Internal Affairs has received pension payments based on length of service, then he has the right to receive the following allowances:
- 1st disability group upon reaching 80 years of age, a 100% bonus is awarded; ⦁ for participants in combat operations, the pension increases by 32%, if they have reached 80 years old - then 64%; ⦁ for one disabled person - 32%, for 2 - 64%, if more than 3 - 100%.
It is important to know! If a disabled person independently receives pension payments, then all allowances are cancelled.
Former employees of the Ministry of Internal Affairs have the right to apply for old-age pension payments, in addition to a long-service pension. To do this, it is necessary to take into account the insurance period of at least 5 years, the age of 60 years and the presence of a previously assigned pension. In order to apply for a second pension, it is necessary to provide the Pension Fund employees with the following documents:
- Passport. 2. Certificate of pension payments. 3. SNILS. 4. Certificate of income. 5. Work record book.
Don't miss: What is the amount of payment at the birth of a child in Russia?
A survivor's pension is accrued when a family is left without the support of a breadwinner who served in the structures of the Ministry of Internal Affairs. This type of pension can only be applied for by disabled citizens, namely: retired parents, disabled people, relatives who are raising grandchildren, children or brothers of the deceased, as well as children under the age of majority.
It is important to know! The pension can be received within three months after the official dismissal of the deceased. Those who were seriously injured during service or if a citizen’s health deteriorated 3 months after the end of service in the Ministry of Internal Affairs have the right to apply for a disability pension. Disability may occur for the following reasons:
- contusions; ⦁ illness during the performance of official duties; ⦁ injuries during service; ⦁ injuries.
The amount of the pension will depend on the group, which is appointed by a medical commission of experts. Additional allowances can be received by pensioners who have reached 80 years of age and citizens who have disabled family members and participants of the Second World War.
Pension for MFD employees in 2020 according to length of service
Employees of the Ministry of Internal Affairs are treated as military personnel on a par with those serving in the army and the FSB. The Ministry of Internal Affairs pension in 2020 is formed on the same basic principles for the formation of payments as for the previous year 2017. The following parameters are used to calculate the amount:
- employee experience, including mixed work experience;
- job title;
- rank;
- allowances during service;
- salary;
- qualification.
Pensions for military pensioners in 2020 from January 1: latest news yesterday from the Duma
The latest news does not contain information about whether there will be an increase in military salaries in 2020. Considering that no applications were received by the end of October, an increase should not be expected. It also remains unknown whether there will be an increase in 2020; there are no bills or proposals under consideration.
As already noted, the calculation of pensions for retired military personnel is calculated based on the salary for the position. Moreover, if salaries are increased for active military personnel, pension payments will also be recalculated.
Length of service in the Russian Ministry of Internal Affairs
Section II of Law No. 4468-1, which determines the pension provision of military personnel, provides such a right for the following persons:
- having twenty or more years of experience at the time of dismissal;
- dismissed upon reaching the age limit for service, due to health conditions or during organizational staffing measures (downsizing), being 45 years of age or older and having a total work experience of ≥ 25 years, of which 12 years and six months (not less) was official activity in the Ministry of Internal Affairs.
The long service pension is established according to the following criteria (Article 14 of the said Law) in the amounts:
- 50% of the required salary - for 20 years of service (the pension reform of the Ministry of Internal Affairs to increase the duration of service to 25 years for the appointment of a bonus is being discussed);
- 3% of the required salary - for each annual service period of more than 20 years (within the maximum value of 85% of these amounts);
- with a service duration of 12.5 years with a total work experience of 25 years - 50% of the salary and 1% for each year of work over 25 years.
When going on statutory rest, the length of service of a law enforcement officer includes time spent working in other law enforcement agencies. Service for certain periods is counted according to a grace period, for example, such as:
- performing duties in a zone of military operations (conflicts);
- participation in counter-terrorism activities in the North Caucasus;
- criminal investigation service, etc.
Assignment of pensions to former employees of the Ministry of Internal Affairs
Based on the Law of the Russian Federation No. 4468-1 of February 12, 1993 and Article 8 “On Insurance Pensions,” when employees of the Ministry of Internal Affairs retire, they can claim the following pension payments:
- Long service pension
- Old age insurance pension
- Disability pension
Who are the employees of the Ministry of Internal Affairs?
The Ministry of Internal Affairs currently employs more than 1 million people (although since 2020 the President has reduced about 164 thousand people and the maximum number of personnel has decreased to just over 900 thousand), and the structure is constantly being reorganized, reducing the Central Apparatus and merging previously unowned to the ministry of service (as happened with the Federal Migration Service and the Federal Penitentiary Service, which since 2016 have been structural divisions of the Ministry of Internal Affairs of the Russian Federation).
The same Russian Guard, which was previously part of the Ministry of Internal Affairs in the form of the Internal Troops, has now been taken out of the control of the police and it has its own powers and its own organizational and legal base. Including for the calculation of salary, benefits and pension payments.
Currently, the structure of the Ministry of Internal Affairs should include police officers serving in:
- Departments of the Ministry of Internal Affairs, Department of Internal Affairs (in transport)
- Departments of the Ministry of Internal Affairs
- Ministries of Internal Affairs in the constituent entities of the Russian Federation
- Operational bureaus
- Special Forces Centers of the Ministry of Internal Affairs
- Investigative Department of the Ministry of Internal Affairs
- traffic police
- Operational search management
- Transport departments
- Directorates based on the Federal Drug Control Service and the Federal Migration Service
Long service pension for employees of the Ministry of Internal Affairs
To assign this type of pension, employees of the Ministry of Internal Affairs must meet two conditions:
- Have the required length of service
- Reach the required retirement age
When employees of the Ministry of Internal Affairs retire, they:
- Time spent studying at universities is counted
- The period of work in other law enforcement agencies of the Russian Federation is counted.
These law enforcement agencies include:
- Russian Guard;
- Federal Penitentiary Service;
- State Fire Service;
- Armed Forces of the Russian Federation;
- Federal Service for Drug Control.
There is a preferential calculation of pensions if a former employee of the Ministry of Internal Affairs:
- Participated in counter-terrorism operations in the North Caucasus.
- Served in criminal investigation units.
- Served in the zone of military conflict.
Allowances
The size of the pension for law enforcement officers is affected not only by salary, there are also allowances. The sizes of allowances to the base part are as follows:
- 100% – for elderly 80-year-old persons with disability of the 1st group;
- 32% - for 1 dependent, 64% - for 2, 100% - for 3 or more - for pensioners supporting disabled people in the family;
- 32% - to participants of the Second World War and combat operations; from 80 years of age this amount is 64%;
- from 40 to 85% – for disability (the rate is determined by the group and reasons, i.e. the origin of the loss of health);
- 85% – in case of injury resulting in disability (within 130% of the basic pension).
Increasing pensions for employees of the Ministry of Internal Affairs in 2019
The legislation of the Russian Federation provides for annual indexation of social benefits, including pensions for retired internal affairs employees.
In 2020, the increase in police pensions depends on the type of social payment:
- long-service allowance - from October by 4.3% due to an increase in pay + 2% indexation of pension payments;
- for disability - from April by 2.4%;
- the insurance part for non-working pensioners is 7%.

There is no increase in the police pension for working people in 2020.
Supplement 2500 rubles
An increase of two and a half thousand rubles to police pensions in 2020 was approved by the Decree of the President of the Russian Federation. Starting from February, all pensioners of the Ministry of Internal Affairs will receive this payment.
Insurance pension
Often pensioners, former police officers, continue to work in civilian structures. Having reached the generally established age limit for an old-age pension, under certain conditions they can exercise their right and receive an insurance pension on the basis of “old age” simultaneously with the previously assigned departmental support through law enforcement agencies. Payment from the law enforcement department is determined by Law No. 4468-1 and is carried out in full, regardless of the continuation of the pensioner’s work activity.
If a former employee of the Ministry of Internal Affairs already has two pensions and is working, then the provision of both military personnel and insurance pension payments occurs in full, and according to Law No. 385-FZ, the indexation of payments from the Pension Fund is suspended for the duration of the pensioner’s work. The opportunity to receive an insurance pension for a pensioner of the Ministry of Internal Affairs is given upon reaching the general civil retirement age (in 2020, 60 years for men, 55 years for women). The IPC in 2018 must be ≥ 13.8 points, and for insurance coverage you must work for at least 9 years.
In accordance with the transitional legal provisions on insurance pensions, the IPC, necessary for military pensioners to form the insurance part of the old-age pension, annually adds 2.4 units, and by 2025 it will reach thirty points. The insurance period required for this case increases by one year each financial period to a value of 15 years by 2024.
Retirement
An employee’s right to retire for a well-deserved rest may arise in 3 cases.
- Reaching the age limit for service in the internal affairs bodies. Today he has a special rank. If colonel generals can serve for a maximum of 65 years, then colonels - only 55. Well, employees with a lower rank can be listed in the ranks of the Ministry of Internal Affairs for a maximum of 50 years. The minimum retirement age is 45 years.
- Length of service. An employee of the Ministry of Internal Affairs must serve 20 years to receive a pension, or more than 12.5 years, subject to a full length of service of more than 25 years.
- Due to disability acquired during service.
Fortunately for many active security forces, the increase in the retirement age, which began in 2020, does not apply. But this does not mean that the state will not try to raise the retirement age for them. There are a variety of rumors, often contradicting logic:
- the minimum length of service will increase by 5 years, that is, to 25 years;
- the age limit for service in the Ministry of Internal Affairs will increase by 5 years;
- The pension for pensioners of the Ministry of Internal Affairs will be abolished, and instead they will begin to pay a one-time benefit in the amount of 1-2 annual salaries.
But so far this remains just rumors; no such bills have been brought up for discussion. As for the complete abolition of pensions, such measures are unlikely to be expected.
By disability
A pension on this basis is assigned for the period of disability (which is determined by a special medical commission) and for life if the disabled person has reached the general retirement age (60/55 years). In accordance with Section III of Law No. 4468-I, a pension on the basis of “disability” is provided:
- for military trauma: Group I, II – 85%, Group III – 50% of the allowance under Art. 43 of the noted Law;
- for a disease acquired during military service: Group I, II – 75%, Group III – 40% of monetary allowance.
For the loss of a breadwinner
Pension provision for the loss of a breadwinner is provided if the breadwinner, an employee of the Ministry of Internal Affairs, died/died while serving, either within three months after dismissal, or at any time after dismissal due to illness or injury received in the service. In this situation, the right to pension assistance is given to his disabled relatives who were in the care of the deceased. These are children in full-time education up to 23 years of age; disabled people; pensioners - parents, spouse; a relative who is raising the children/brothers/grandchildren of the deceased. These include:
- mother/wife over 55 years old;
- father/husband over 60 years old;
- mother/father/spouse – disabled people of any age;
- minor children;
- minor brothers/grandchildren without able-bodied parents;
- disabled since childhood (children/brothers/grandchildren);
- full-time students/siblings/grandchildren aged 18-23;
- unemployed close relatives of any age and ability to work, engaged in raising minor (under 14 years old) children/brothers/grandchildren of the breadwinner.
The amount of social payments is as follows:
- 50 percent - for each disabled relative (family member) of a serving person who died due to a military injury;
- 50 percent - for a child left without parents/single mother - pensioners with a disability due to a military injury who died for any reason;
- 40 percent - for each disabled relative (family member) of a serving person who died due to reasons unrelated to service.
Calculation of the Ministry of Internal Affairs pension in 2020
A potential pensioner himself can try to calculate pension payments in 2020, using the applicable formula: RPO = 1/2 × (OD + OSZ + NVL) × 72.23% × RK. Explanation of abbreviations used in the formula:
- RPO – calculated value (size) of pension;
- OD – official salary;
- OSZ – rank salary;
- NVL – bonus for length of service (length of service);
- RK – regional coefficient (if necessary);
- OD + OSZ + NVL = DD, monetary allowance.
Persons who served, for example, in the Far North or other areas with an unfavorable climate can count on the regional coefficient, while those who served in Moscow are not entitled to an increasing coefficient. If the service was carried out under a contract outside the territory of Russia, then the salary received in foreign currency is not taken into account in the accruals.
RPO can increase for each year of service over 20 years - by 3% of the DD, but within 85%, for mixed work activity - 1% of the DD. The amount of disability payments is calculated as follows: (OD + OSZ + NVL) × 69.45% × the amount of the pension for the disability group (as a percentage). Contributions for the breadwinner are determined by the formula: ML + OSZ + bonuses, increases × 69.45% × pension (in%). For a pensioner who also receives old-age insurance pension accruals, the following calculation applies: SP = IPK × SPK. Values of the formula components:
- SP – old age pension;
- IPC – individual pension coefficient;
- SPK – the cost of the IPC at the time of formation of insurance payments.
Reduction factor
The use of a reduction coefficient for holders of military pensions began in 2012 in a situation of instability in the country’s economy; at that time it amounted to 54 percent of monetary allowance. Initially, it was planned to increase the coefficient by 2% every year, but the increase in the indicator occurred at an accelerated rate: by 2020, the increase was more than 20 percent.
The reduction factor that is still used today depends on the year in which pension payments were calculated and its approval, depending on the capabilities of the state budget. Previously, it was planned for 2018 to set its size to 71%, but according to Law No. 365-FZ, the Ministry of Internal Affairs pension in 2020 will not decrease due to the use, as in the previous year, of the coefficient - 72.23% (this is the number indicated by the formula above). By 2035, it is planned to increase the indicator to a value equal to 100 percent.
Pension calculator
Today there are many online resources where you can calculate the Ministry of Internal Affairs pension yourself. To do this, you will need to fill out information in separate fields. Taken into account:
- salary of the last position;
- special rank salary;
- long service bonus;
- qualification (class) category (if any);
- preferential service for special conditions, etc.;

The online calculator calculates the amount of accruals, but does not take into account all the personal features of the employee’s case. Such Internet services are mostly needed to assess possible prospects. It is recommended to use a calculator if the algorithm contains all updated calculations and formulas taking into account the latest legislative innovations.
How to calculate your pension (calculator)?
Pensions for employees of the Ministry of Internal Affairs are calculated using the following formula:
Salary by position + Salary by rank + Bonuses and allowances * 69.45% * pension as a percentage = Amount of pension payments.
In addition, on the Internet you can find many sites where there is a calculator for calculating pensions. For example, this https://www.45-90.ru/calc
Here you need to enter information about yourself, your salary, points and other data. The pension is calculated on their basis. However, the best option and more accurate is to directly contact the fund from which you receive your pension.
As for civil pensions, they are calculated using the following formula:
SP = IPC x SIPC x K + FV x K
— SP — the amount of the old-age insurance pension;
— IPC — the sum of pension points accumulated at the time of calculation;
— SIPC — the cost of the individual pension coefficient;
— K — bonus coefficients (for fixed payments and pension points they have different values);
— FV — fixed payment.
Here we see several meanings that need to be understood:
- individual pension coefficient (IPK or pension point) - a value that depends on the amount of insurance contributions, and therefore on salary;
— bonus coefficients are an indicator for motivating citizens to retire later than retirement age. The longer you wait to retire, the more you will have;
- fixed payment - an amount guaranteed by the state.
The individual pension coefficient itself is calculated as follows:
IPC = SV / SVmax x 10
SV - insurance premiums paid by the employer;
CBmax is the maximum possible amount of contributions, which is taken from the contribution base at a rate of 16%.
This maximum base is indexed annually. In 2020 it was 876 thousand rubles, and in 2020 it will increase to 1,021,000 rubles.
And finally, information for employees of the Ministry of Internal Affairs.
— Pensioners of the Ministry of Internal Affairs can expect an indexed pension as early as December of this year.
— Employees of the Russian Guard will also receive an increased pension on behalf of the President of the Russian Federation.
— 11 billion rubles have been allocated from the Federal budget for pensions for employees of the Ministry of Internal Affairs and the Security Forces.

Indexation of pensions of the Ministry of Internal Affairs in 2020
Significant changes are not expected, but positive aspects did appear with the advent of the year. The total amount of pension accruals is increasing, pensions of the Ministry of Internal Affairs will increase from January 1, 2020 due to a 4% increase in the amount of monetary allowance (Resolution of the Government of the Russian Federation of December 21, 2017 No. 1598). Money allowances have not been indexed for 5 years due to inflationary processes. The decision to increase it by 4% results in an increase in pension assistance by 1.04 times.
In addition, the base pay for police officers has been changed, official payments will increase, equal to half the annual indexation, which will amount to 7-8% growth. The second (civilian) pension has been increasing by 3.7% since January (Law No. 400-FZ), which is higher than the planned inflation threshold. The table shows the final changes compared to previous indicators:
Indicators | 2017 | 2018 |
Indexing | 5,8% | 4% |
Reduction factor | 72,23% | 72,23% |
One-time payments | 5000 | No |
One-time payments
The one-time payment made in the last financial period did not initially include such a category as pensioners of the Ministry of Internal Affairs, but by order of the President, these pensioners also received a one-time social payment of 5,000 rubles. This was supposed to compensate for the slight inflation indexation given the deteriorating economic situation. The decline in consumer price growth was a factor that made it possible not to make similar one-time payments, as was the case last year. No one-time assistance to pensioners is planned in 2020.
Ministry of Internal Affairs pensions 2020
The government will have to confront the results of the huge federal deficit that has been going on for a number of years. It is unlikely that major reforms will take effect in the near future. It is also unlikely that they will be used to provide better Social Security benefits to retirees.
As inflation begins to creep up, prices for goods also begin to creep up; there is a good chance that in 2020 it will be 4% or slightly higher. The main concern about the national debt and rising inflation will lead to measures aimed at increasing the federal budget, today huge amounts of money are being spent from it to restore the economy.
Proposals for significant changes are usually made for those who have retired and often existing employees are not affected when such changes are made.
Russia is one of those countries in which pension legislation is constantly changing. The conditions and number of payments are regularly regulated, and the retirement age is increasing.
Pensions for employees of government agencies are calculated according to a different schedule and formulas. For now, one thing is certain: the pension system will be reorganized in such a way that the state can replenish the budget.
The government has not yet made a final decision on the level of the indexation coefficient. In 2020, there was no talk of any indexation due to the crisis, which was an unpleasant gift for pensioners. No similar measures are expected next year, 2020, but there will be no increase either. To implement such a project, funds are required, but they are not in the budget.
It is already completely clear that the number of retired federal employees will increase. The budget is already spent to a greater extent on employees of the Ministry of Internal Affairs; a recent report indicated that federal payments to employees are 52 percent or higher, and less for private sector workers. This report became the basis for the meeting, which had two goals:
On average, in 2013, pensioners of the Ministry of Internal Affairs received 20 thousand rubles, in 2014 this figure increased by 2%, in 2020 it increased only by 1.5%, but compared to 2012, the amount of allowance for employees of the Ministry of Internal Affairs decreased by 27%.
The crisis of the global economy has become a very difficult test for the country’s modern economic system, and its consequences will bother humanity for a very long time. In such conditions, you definitely shouldn’t count on an increase in pension benefits for pensioners, but positive dynamics in the economy have already been outlined, so we can hope that the situation will soon change for the better.
The increase in pensions for military personnel and equivalent categories should occur from January 1 next year. This was stated by the head of state Vladimir Putin, who ordered an increase in payments. According to the information announced, the draft federal budget contains funds for this: an increase in salaries for military personnel for length of service on the first day of the new year, and indexation of pensions from the first of February.
However, the increase in pensions for military pensioners in 2020, the latest news about which is very common, is planned for 4%, which, according to the authorities, will exceed the inflation rate. In fact, the modern economy today practically opposes “pensions”, because the Ministry of Finance never tires of repeating that its budget does not have the funds to improve the material well-being of members of the pension system.

The medium-term forecast for developments in the country, according to experts, will worsen over time. Pension reform is still quite painful today, so the authorities are constantly trying to smooth it out by delaying, for example, raising the retirement age. However, in the future, officials will have to take radical measures, because the crisis has caused serious damage to the economy, which means that measures to eliminate its consequences must also be as serious as possible.
Additionally, it must be said that military pensions in Russia are formed on the basis of length of service, which must necessarily have a limit established by law, because otherwise a person simply cannot count on receiving it.
Economists often say that the reserve funds allocated to combat the crisis and its consequences are already running out because their quantity in the funds has been limited. The previous year significantly reduced the amount of funds in the funds, because about 1 trillion rubles had to be taken from them, and if the authorities do not stop using them, then by the middle of 1918 they will be empty.

IMPORTANT! The new salary levels came into force on October 1, 2020, although the above order was registered only in January of this year.

It is also planned to generally increase pensions for employees of the Ministry of Internal Affairs from October 2020 through planned indexation. Its estimated value is set at 5.8%.
Calculators for calculating the approximate size of a future pension were created so that pensioners could independently determine the amount of their allowance by checking the correctness of the accrual amount.
To make the calculation yourself, you need to enter the available data in the form that opens:
- length of service;
- salary according to position;
- allowance;
- length of work experience.

Formula for calculating the pension of an employee of the Ministry of Internal Affairs
To calculate the preferential pension, the following formula is used:
RPO = 1/2 × ( OD + OSZ + NVL ) × 72.23%
- RPO - the amount of preferential pension;
- OD – official salary;
- OSZ – salary for a special rank;
- NVL - Long Service Award.
The above is the simplest formula for calculating pension payments, which may be complicated by additional components based on individual circumstances.
Examples of calculations
The illustration below shows an example of calculating a pension:
Retirement of a police officer - what benefits are provided?
Law No. 247-FZ provides special benefits to pensioners who served in internal bodies. This:
- One-time allowance for twenty years or more of service - 7 monetary allowances; for service less than 20 years – 2 such salaries.
- If a law enforcement officer was awarded by the state for his service or was given an honorary title, then such benefits will be increased by one more salary.
- Persons who have worked for 20 years or more, who were dismissed without a pension benefit, receive a monthly allowance for the first year, the amount is determined by the salary by rank.
How pensions of the Ministry of Internal Affairs have changed over the past 5 years
The increase in pension payments to employees of the Ministry of Internal Affairs began in 2012. This applies not only to those citizens who have retired since then, but also to those who retired earlier. The government decided that pension payments for former military personnel should be 1/3 higher than civilian pensions.
From 2013, the pension of employees of the Ministry of Internal Affairs will increase annually by 2% until it reaches 100%. As for one-time payments, they will also increase gradually. A police officer who becomes disabled due to injury while on duty will receive 2 million rubles, and in case of death - 3 million rubles.
For work with secret documentation, employees of the Ministry of Internal Affairs will be paid 65%. Pensioners in this category will be provided with free prosthetics. For long-service pensioners, not only pension payments will be provided, but also a salary according to rank, as well as a one-time payment in the amount of 7 salaries. The former employee of the Ministry of Internal Affairs will receive all this within the first year.
In 2020, the government considered proposals on the retirement period for employees of the Ministry of Internal Affairs. Indexation was carried out, which is the main source of increasing payments to pensioners. In 2017, pensions for former military personnel will not be indexed.
