The Pension Fund announced how much social pensions will be increased in 2020: see the table with the new amounts

A social pension (for old age, for disability, for the loss of a breadwinner, for children whose both parents are unknown) is assigned under certain conditions to disabled citizens permanently residing in the Russian Federation. As a rule, these persons are not entitled to receive the corresponding insurance pensions, for example due to the lack of the required insurance period or pension points. So, for example, in 2018, a social old-age pension is provided to unemployed citizens of the Russian Federation who have reached the ages of 65 and 60 years (men and women, respectively). In this case, there may be no length of service for a social pension at all.

Thus, social pension is a special type of pension. In 2018, more than 3 million Russian citizens receive it.

INDEXATION OF SOCIAL PENSIONS IN 2020

From April 1, 2020, social pensions will be increased. The indexation coefficient is established annually by Decree of the Government of the Russian Federation (Article 25 of Federal Law No. 166-FZ of December 15, 2001). However, such a resolution has not yet been approved. The exact value of the coefficient will most likely be known in the first quarter of 2020.

Note that insurance pensions (which most citizens of the Russian Federation receive) will be indexed from January 1, 2019 .

However, we drew attention to the draft law on the Pension Fund budget for 2019, which provides money for increasing social pensions. This document provides for an indexation coefficient of 2.4 percentage points.

Note that the same coefficient is officially announced on the Pension Fund website in a press release.

Thus, even before the adoption of the Resolution of the Government of the Russian Federation, with a 90 percent probability we can say that in 2020 social pensions will be raised by 2.4 percent.

If we apply this coefficient to the current amounts of social pensions, we get the following table:

Social pension Who is paid Pension size until April 1, 2020 after April 1, 2019 For old age Small peoples of the North aged 55 for men and 50 for women 5,180.245 304.57 Disabled men over 65 and women over 60 (age indicated before the start of the pension reform 2019) For disability Disabled people from childhood, group 1, disabled children 12,432.4412 730.82 Disabled people from group 1, from childhood, group 2 10,360.5210 609.17 Disabled people from group 2 (except for people with disabilities from childhood)5 180.245 304.57 Disabled people of the 3rd group 4 403.244 508.92 Loss of a breadwinner Loss of one parent 5 180.245 304.57 Loss of both parents 10 360.5210 609.17 Parents whose parents are unknown Children of a deceased single mother

Note that in regions of the Far North or localities equivalent to localities, the pension increases by the regional coefficient.

The average annual social pension in 2020 will be 9,215 rubles. The Pension Fund reports on its website.

Promotion Information

Officials have not planned any increase in social pensions in 2020. But all categories of recipients are subject to recalculation, which is traditionally carried out in Russia annually on April 1. In 2019, no legislative innovations are envisaged regarding indexation periods. This means that pensioners will receive benefits in the new amount starting in April, while in the first quarter they will remain unchanged. The expected increase will be 2.4%, or in monetary terms an additional 200-500 rubles. depending on the category of the recipient. The size of the increase is determined based on the rate of increase in the pensioner’s subsistence level (PLS) over the past year. By the way, in recent years this type of benefits has not been subject to significant revisions: in 2020 they increased by 4%, in 2020 - by 1.5%, in 2020 - by 2.9%.

The size of the old-age benefit is taken as the basis for calculating social benefits, which after an increase of 2.4% in 2019 will amount to RUB 5,304.57. Thus, we can roughly calculate what social pension the remaining benefit categories of the population will have in 2020:

CategoryBenefit amount, rub.
By old age5 304, 57
For the loss of one breadwinner/parent
After the loss of both parents10 609, 17
Disabled children12 730, 82
Disabled people from childhood, 1st group
Disabled people from childhood, 2nd group10609, 17
Disabled people of the 1st group
Disabled people of the 2nd group5 304, 57
Disabled people of the 3rd group4 508, 91

If, after the planned increase, the total amount of benefits does not reach the established PMP, the recipient will receive a special additional payment in the missing amount. The value of the PMP is established for the country as a whole, but individual constituent entities of the Russian Federation can set their own indicators. When choosing the amount of additional payment (before reaching the federal or regional PMP), a larger value is always selected. The federal size for 2020 is already fixed at 8,846 rubles. (for comparison: in 2020 it was 8,726 rubles). In other words, receiving, for example, a social old-age pension in the amount of 5,304 rubles, a pensioner will receive an additional payment of 3,542 rubles in order to reach the total amount of the same PMP for a pensioner. A prerequisite for receiving it is the absence of work or other activity, the conduct of which requires compulsory pension insurance for the person.

The projected increase in social pensions in 2020, according to financial experts, will go almost unnoticed by recipients of this benefit and will not contribute to improving their financial situation. After all, it does not even cover the real inflation rate, which is set at 3-4%.

What is included in the old age insurance pension?

When calculating insurance payments, one of the components of old-age pensions is a fixed payment. Its value in a fixed amount is accepted at the federal level. The indicator is indexed every year and for 2020 it is approved in the amount of 5334.19 rubles.

A person cannot influence EF in any way. Whatever value is accepted on the date of registration of the pension, this will be taken into account in the formula for calculating the amount of the benefit. As a rule, when assigning a payment, one PV value is taken. For certain categories of individuals, an increased fixed payment may be taken. For example, an increase in the PV is provided for (stat. 17 No. 400-FZ):

  • Pensioners over 80 years old - up to 10,668.38 rubles.
  • Persons with group I disabilities (without dependents) – up to 10,668.38 rubles.
  • If pensioners have (ordinary) dependents, each of them is entitled to an additional payment to the pension fund in the amount of 1,778.06 rubles. A maximum of 3 dependents can be paid extra. The total value of the FI is (in rubles): If there is 1 dependent – 7112.25.
  • If there are 2 dependents – 8890.31.
  • If there are 3 dependents – 10668.37.
  • If pensioners (over 80 years of age or with a Group I disability) have dependents, each of them is entitled to an additional payment to the double FV in the amount of 1,778.06 rubles. They can also pay a maximum for 3 dependents. The total value of the PV is (in rubles):
      If 1 dependent – 12446.44.
  • If there are 2 dependents – 14224.50.
  • If there are 3 dependents – 16002.56.
  • Other categories of citizens.

    Social and insurance pension: differences

The amount of social benefits for old age is usually lower than the insurance pension. Its size does not depend either on a person’s length of service or on the size of his salary. The social pension is established in a fixed amount in order to financially support a disabled person who, due to age, is not able to take care of himself financially. The social pension in Russia (and the procedure for its payment) is regulated by Law No. 166-FZ of December 15, 2001 on state pensions, as it is one of their varieties.

Unlike the social pension payment, the size of the insurance pension is linked to the amount of insurance contributions paid for the pensioner by employers during the period of his working activity. The insurance pension is assigned upon reaching retirement age and having the required length of service. The minimum length of experience increases regularly. For example, last year it was 9 years, and in 2019 it is already 10 years. The minimum insurance period will continue to increase in the future until it reaches 15 years in 2024. Along with it, the retirement age will also increase annually (for men and women - up to 65/60 years, respectively). The procedure for assigning insurance pensions is regulated by a separate Federal Law No. 400-FZ of December 28, 2013, which is entirely devoted to these payments.

At the beginning of 2020, millions of elderly Russians received an increase in their pensions, which averaged 1,000 rubles. However, the social pension in January, including for old age, did not change at all. Its recipients did not wait for the payment increase, because it concerned only insurance pensions. Social pensions will also increase, but later and to a lesser extent.

The minimum social pension in 2020 will be indexed from April 1. According to preliminary data, indexation is expected to be 2.4%. In this case, the payment will increase to 5304.57 rubles.
