Payment of pensions when moving to another region

Pension recipients often change their place of residence in Russia. In this case, the citizen needs to notify the Pension Fund to redirect the payment case to a new address. This rule does not apply to Russians who have moved abroad (both to the CIS countries and to other states). A different procedure for pension payments has been established for them.

Pension and registration

The general procedure for assigning and paying pensions is defined in the following regulations:

  • Order of the Ministry of Labor of the Russian Federation dated November 17, 2014 No. 884 n,
  • Order of the Ministry of Labor of the Russian Federation dated January 19, 2016 No. 14n.

These documents indicate the main features of obtaining a pension depending on the type of registration of the applicant (permanent, temporary or no pension at all).

Is permanent registration required?

According to the established rules, persons entitled to receive a pension must apply for it at their place of residence, that is, in the territory where they have permanent registration.

At the same time, the absence of such registration is not an obstacle to processing this type of payment. In this case, the citizen will be able to declare his right at the place of his stay or actual residence.

Is it temporary enough?

Yes . If the applicant does not have permanent registration, then he can apply for a pension in the territory of his stay, that is, at the place where he has a temporary registration. This conclusion is confirmed by part 2 of clause 81 of section III of Order of the Ministry of Labor of the Russian Federation dated January 19, 2016 No. 14n.

Yes . There is such a possibility. In the absence of both permanent and temporary registration on the territory of the Russian Federation, a person entitled to receive a pension may apply with the appropriate application at his actual place of residence. How will the pension amount change when moving to another region?

When moving to another region (except for the northern regions and localities that are equivalent to them), the citizen continues to be paid a pension in the established amount. An increase/decrease in payments is possible only due to the subsistence level (LM) of a Russian citizen (applies to citizens who do not work), which is established in the constituent entity of the Russian Federation.

For example, a Russian was assigned a pension in the amount of 7,000 rubles. monthly, and also immediately increased it to 9000, respectively, with the regional PM. In what cases is the northern pension retained?

Residents of the Far North most often move to other regions of Russia. This is due to unfavorable climatic conditions in the northern regions. According to the legislative framework, Russians who have worked for at least 15 years in the northern regions or 20 years in areas equivalent to them, and have a work experience of at least 25 years (men), 20 years (women), are assigned a fixed increase to the old-age pension. in an enlarged size.

Attention! When Russians move from the North or areas that are equivalent to them, and if they have the necessary work and “northern” experience, an increased pension supplement is provided regardless of the place of residence of the pensioner.

If a citizen does not have the required “northern” experience, the fixed bonus to payments is increased by the established regional coefficient (depending on place of residence). For example, in Severodvinsk it is 1.4, in Arkhangelsk – 1.2. When a Russian moves outside the territory of the Far North, the allowance will be determined without the regional coefficient.

The amount of a Russian’s labor pension is calculated on an individual basis. The length of service, earnings, and insurance premiums paid by the employing company are taken into account. When moving within the Russian Federation, the amount of the labor pension is not revised.

Will the Moscow pension change when moving?

Moscow pensioners receive increased pensions. When moving to another region of Russia, the amount of payments provided to them decreases. The exception is situations when the PM of the subject of the Russian Federation to which the citizen moved is higher than in Moscow. In this case, payments, on the contrary, will increase.

Re-registration procedure

When the place of residence within Russia changes, the procedure for re-registration of pension payments consists of the following steps:

  1. Contact the territorial branch of the Pension Fund of the Russian Federation at your new place of residence. This is done in order to forward the payment file to the citizen’s new place of residence.
  2. Make a corresponding statement. There, indicate your personal information, new residential address and select the delivery method for the security.
  3. The department employee makes a note about accepting the papers. After this, they are sent for review.
  4. Wait for a decision on the issue. If the outcome is positive, start receiving your pension using the chosen method. If you refuse, get a written explanation.

What documents are required

A pension based on northern experience is assigned when moving to another region upon presentation of the following documents:

  • passport;
  • SNILS;
  • employment history;
  • other documents that are necessary to establish additional circumstances, for example, birth certificates of children, certificates and extracts from orders to confirm the missing northern experience.

Please note that the applicant can submit documents independently or through a legal representative.

In the latter case, a power of attorney certified by a notary is required. You can submit your application in other ways:

  • by sending by registered mail;
  • by filling out a special form on the Pension Fund website through your personal account;
  • by contacting the Multifunctional Center.

Recalculation terms

Thanks to the introduction of electronic document management, the time frame for considering an application, forwarding a payment file, and assigning a pension when a citizen moves to another area has been significantly reduced. The time allotted for procedures is strictly regulated:

  • Request a case at the PRF branch at the previous place of residence - within 1 business day from the date of registration of the application.
  • Preparation and forwarding of the pension file takes from 1 to 3 days from the date of receipt of the request.
  • Acceptance of a citizen for registration at a new place of residence, verification of provided documents and previously made accruals - 2 days.

How to transfer pension after moving

Before moving to another subject of the Russian Federation, a citizen must visit a nearby Pension Fund office and report this. You will need to take your passport and pensioner ID with you. An employee of a government institution will establish the identity of the Russian, the fact that he is registered in their territorial office, and then offer to draw up an application.

Next you need to follow this algorithm:

  1. The completed application is handed over to an employee of a government agency along with photocopies of documents.
  2. After submitting the application, the applicant can be deregistered and move to another city.
  3. Having arrived at the place, the applicant registers at his place of residence and puts a registration mark in his passport.
  4. After this, the citizen needs to visit the territorial branch of the Pension Fund in the new region to obtain information about his pension file. If necessary, an employee of a government agency can request a payment file through a special program and find out about the movement of documents.

Within ten days, the payment case is transferred to the territorial division of the Pension Fund of the Russian Federation, which was registered in the petition. The very next day, a citizen can receive pension payments at a new address.

It is possible to transfer pension benefits due to moving to another region of the Russian Federation at any time. The legislation does not establish any restrictions. In addition, if a pensioner has made temporary registration in the city, he has the right to receive payments until he returns to the address where he is permanently registered. The main thing is that registration at the place of stay is issued for a period of more than 30 days.

How to write an application correctly

The application is submitted directly to the Pension Fund of Russia.

It must include:

  • surname, name, patronymic of the citizen;
  • date and place of birth, state and region of residence;
  • passport data (series, number, department code);
  • SNILS.

The amount of data entered depends on how the citizen wants to receive money. If he wants to receive money for his home, he needs to write the address of the new registration and the territorial office of the Pension Fund to which he will be attached.

If a Russian wants to make payments to a bank card, he will need to indicate the bank into which the funds will be credited (details, account ID). At the end of the application, you must indicate your last name, initials, sign, and write the date the document was executed.

It is necessary to ensure that an employee of a government agency accepts the application and registers it. In addition, it is necessary to ensure that the registration identifier is correctly entered in the appropriate journal and entered into the virtual database.

Important! You can receive your pension either by bank card or by home payment.

Is registration required?

Various cases can lead to the fact that, approaching retirement age, a citizen may be left without registration. In this case, you must contact the Pension Fund at your location. Receiving a pension without registration is regulated at the legislative level, so every person, regardless of whether he or she has permanent registration, can count on mandatory government payments.

If Pension Fund employees refuse to accept documents, the citizen has the right to sue, since these actions contradict legal norms.

What if a pensioner moves to another country?

If this is a state with which Russia has concluded an agreement on cooperation on pension issues (most of the former republics of the Soviet Union), payment of the pension at the previous place of residence will be stopped, and then assigned again at the new place of residence, but according to the legislation of the state chosen for residence .

If another state is chosen for permanent residence, the pensioner will continue to receive a Russian pension. Pensions assigned before January 1, 2020 are transferred for payment at the citizen’s new place of residence. Grounds for granting a pension

There is a fairly wide list of grounds for assigning and paying a pension. Their complete list is reflected in the Laws of the Russian Federation dated December 15, 2001 No. 166-FZ and dated December 28, 2013 No. 400-FZ.

This may include the following:

  • a citizen reaching retirement age - in 2020 for men 61 years old, for women 56 years old,
  • for length of service - such a pension is due to civil servants, military personnel, astronauts and flight test personnel,
  • in connection with the acquisition of disability - by military personnel, participants of the Second World War, residents of besieged Leningrad, victims of radiation (man-made) accidents, cosmonauts,
  • due to the loss of a breadwinner - pensions on this basis are issued to family members of military personnel, citizens who have become victims of radiation (man-made) disasters, and astronauts.

In addition, the grounds for assigning a social pension include: old age, disability, loss of a breadwinner, as well as the absence of both parents for minors. This payment is made in favor of disabled citizens.

Registration of payments from the Pension Fund of Russia according to a temporary registration document

Submitting an application for old-age pension payments if you have temporary registration is slightly different from the procedure for applying at your place of registration.

1 step. You need to request a pension file, which is usually formed and stored in accordance with the registration address indicated in the passport.

The application from the place where the citizen applies to the department where the payment file is located is sent within 1 day. 3 days are required to send documents by mail from the registration address to the residential address. Within another 2 days, the forwarded case will be re-registered. So, it only takes 1 week to receive paid pension papers.

Step 2. After the payment case has been accepted for registration, you must provide all documents for registration, including filling out an application indicating the delivery method. The application is reviewed within 10 days. If there are not enough documents, then they must be brought within 3 months.
