This living wage for a pensioner is established ANNUALLY and is used to calculate the social supplement to the pension.

The living wage, taken into account when providing benefits and calculating social payments in the Orenburg region, is established QUARTERLY.

How a pension is issued in the Orenburg region

In the region, in addition to the general federal pension standards, there are also regional ones. They determine local social and pension policy.
In most cases, we are talking only about the implementation of state obligations in relation to low-income pensioners. But sometimes regions have their own pension social programs.

According to general rules, pensions in the Orenburg region, as in other regions, are assigned to citizens:

  • upon reaching the established general (60 for women, 65 for men) or special age,
  • if you have an insurance experience of 10 years or more, by 2025 this figure will be equal to 15 years,
  • if the required minimum number of pension points is collected, in 2020 their amount was 16.2, by 2024 it will reach 30.

The future pension of Orenburg residents depends on:

  • accumulated pension points equivalent to certain amounts of money;
  • the amount of insurance (work) experience;
  • a fixed part determined annually by government authorities.

How is the amount of pension payments determined?

Residents of Orenburg and the region receive the bulk of their pensions based on federal standards. And only if the total income of a pensioner does not reach the minimum subsistence level for pensioners established in the region or country (the highest value is selected), he is entitled to allowances. Attention!
There is a special PM for pensioners in the region - 7,951 rubles. The monthly minimum wage for pensioners in the Russian Federation is 9,236 rubles. It is necessary to focus on a large amount when determining whether pension recipients have rights to social benefits. You must apply for the accrual of social pension supplements to the territorial divisions of the Pension Fund at your place of residence.

The average size of pension payments in this subject of the Russian Federation is 13,862 rubles.

The pension is calculated in accordance with current legal norms not only depending on the age of the future pensioner, but also on the date of application for a pension.

Regional surcharges when the recipient moves

If you change your permanent place of residence, the issuance of pensions (both basic and bonuses, social benefits) at the previous place of registration ceases.
To resume receiving pension payments, you need to contact the territorial division of the Pension Fund of the Russian Federation at your new place of residence. Attention! It is not at all necessary that recipients of regional additional payments in one subject of the Russian Federation will begin to receive them in another region, region or republic. Because new social and pension standards will apply in another region. This means that regional social benefits may not be available to the pensioner in his new place of residence. To establish whether or not a pensioner has rights to pension social benefits in another region of residence, it is necessary to seek appropriate advice from the Pension Fund of the Russian Federation at the place of planned residence.

Minimum pension in Kaluga and Kaluga region in 2020

  • Social supplement. As already stated above, only unemployed pensioners can count on it. In order to obtain it, you will need the following documents: an application, an identity card of a Russian citizen, a power of attorney (if a person applies not in person, but by sending his representative to the competent authority), a work book (its presence is desirable, but not required). The service is provided free of charge. The pension is recalculated within 5 working days if the applicant meets all the necessary conditions. Pension payments in the new amount are made from the first day of the next month, which follows the month in which the person applies for recalculation. You should apply for a social supplement to the territorial branch of the social protection service or the Pension Fund.
  • Labor veterans receive an additional payment, paid every month, from the treasury of the Kaluga region on the basis of regional legislative acts. The amount of the surcharge ranges from five hundred to one thousand rubles.
  • Pensioners who are over 80 years of age are entitled to an increased pension payment due to an increase in the amount of the established payment to insurance pension benefits. The recalculation of the amount of the established payment is carried out by government agencies independently. Thus, there is no need to submit an application to the Pension Fund and collect any documents. The amount of the additional payment reaches 100% of the assigned fixed payment and is approximately 5 thousand rubles.
  • Children of war are also entitled to an additional pension benefit. The latter is provided from the treasury of the subject of the Federation every month. The legal basis for its appointment is the relevant regional legislation. The amount of assistance is up to 1 thousand rubles. To receive an additional payment and recalculation, you must submit an application, identification card, and documents proving your eligibility to receive a preference. An application for payment should be submitted to the territorial branch of the Pension Fund of the Russian Federation at the place of residence or to the nearest MFC.
  • Some preferential categories of Russians can receive additional monthly financial benefits. These include: participants, disabled people, veterans of the Great Patriotic War; soldiers who served during the Second World War in rear units; residents of besieged Leningrad; wives of soldiers who died in the Second World War, Russian-Japanese and Russian-Finnish wars, as well as widows of disabled people of World War II; Heroes of the USSR and Russia, having the Order of St. Andrew the First-Called, Lenin, Glory 3 degrees, “For Services to the Fatherland” 1-4 degrees, etc. The amount of monetary payment is fixed by law and differs depending on the category of beneficiaries. Thus, persons who lost their ability to work during hostilities, including the fight against the fascist occupiers in 1941–1945. and juvenile prisoners in German concentration camps are entitled to an additional 1 thousand rubles, and adult prisoners of war of concentration camps, residents of Leningrad surrounded by the Germans and the wives of deceased participants in the Russian-Japanese, Russian-Finnish and Second World Wars - 500 rubles.

Living wage for a pensioner in 2020 by region

In Russian legislation, the concept of “minimum pension” does not exist in any of the formulations of legislative acts. However, in order to establish the minimum allowance for an elderly person, our country has established the so-called pensioner’s living wage (PMP), which determines the minimum amount on which an elderly person can live in the current economic situation at the moment. According to the draft law, this parameter is divided into federal and regional. Each region legally has the right to establish its own PMP. If a person’s pension does not reach the regional PMS in his region, then according to the law he has the right to apply to the social protection authorities to receive a social supplement up to the level of PMS in his region.

Based on the data presented, we can conclude that only in a couple of regions (Tambov and Chuvash regions) the pension minimum does not reach eight thousand rubles. Most regions have it at a level that is below the federal level.
