The legislative framework

The main document that guides the authorities when establishing appropriate payments is the “Law on Pension Security” No. 166-FZ of December 15, 2001. Based on it, they regulate the amount and procedure for pension accrual.

Another important law is “On compulsory pension insurance in Russia” No. 167-FZ of December 15, 2001. Its provisions are applied when determining appropriate payments to citizens who do not work during the period when compulsory insurance is carried out.

Also, federal laws that are relevant to what kind of pension will be assigned in the Moscow region include the following:

  • “On insurance pensions” No. 400-FZ.
  • “On amendments to the Law on non-state pension funds” No. 410-FZ.
  • “On legal guarantees of insured persons under pension insurance No. 422-FZ.
  • “On accumulative pension provision” No. 424-FZ.
  • “On special assessment of working conditions” No. 426-FZ.

Based on federal legislation, the Government of the Moscow Region adopted act No. 179/2017-OZ establishing a living wage for the current year. It is taken into account when calculating certain surcharges for individual citizens. In addition, Law No. 190/2016-OZ is important - on the appointment of a pension for long service when working in the public service.

Conditions for obtaining a pension in the Moscow region

To receive the due insurance payments, citizens must, after reaching retirement age, contact the branch located at their place of residence or registration. Depending on the type of pension and category of citizens, the list of documents provided may vary. Before submitting your application, you should check with the specialists for the required list of papers. The processing time for a submitted application for payment is about 10 days. At the fund's branches, individuals must submit supporting documents that indicate their pension experience. In addition to the collected papers, you should also fill out an application at the fund branch to receive the due payments. After this, the institution’s employees will make a decision on calculating monthly payments in relation to the applicant. After completing pension documents and receiving a decision on payments, the first amounts will be accrued one month after the documents are accepted for consideration.

Taking into account various factors

A system in which pensions in the Moscow region are calculated taking into account pension points has been used since 2020. In this case, for citizens registered in the Moscow Region, the following conditions must be met:

  • Having a minimum insurance period.
  • Having a minimum number of pension points.
  • The applicant must be registered with the Ministry of Defense for at least 10 years.

The pension of a pensioner in the Moscow region also depends on the following:

  • Length of service, as well as non-insurance periods.
  • Retirement age.
  • The amount of wages from which contributions are made to the Pension Fund.
  • Pension provision, that is, only the insurance part or together with the funded one.

Minimum pension and its indexation in the Moscow region

If the amount of the state old-age benefit is less than the current financial standard in the Moscow region, then a social supplement is made from the regional budget. For 2020, the pensioner’s monthly pension amount is 9,908 rubles . This figure is determined by Moscow Region Law No. 180/2019.

In February 2020, the President of the Russian Federation made a proposal to index social benefits taking into account the regional PM. According to this addition to the Pension Reform, the size of the minimum pension payment in the Moscow region in 2020 will be an amount equal to the regional standard multiplied by the indexation rate - 6.6%.

Payments to pensioners living in the Moscow region

More than half a million people of retirement age work in the Moscow region. Their income consists of salaries and contributions to the Pension Fund for the length of service they have earned. If in total this income does not exceed the minimum level of residence in the region, then they are also charged an additional payment of up to 9908 rubles.

Until the latest regulatory act comes into force, the minimum amount of payments for pensioners in the Moscow region will be 9,908 rubles. This amount includes an additional payment paid to non-working pensioners from the regional budget.

Pension payments for disabled people and people over 70 years old in the Moscow region

State pension pensions for disability are calculated depending on what confirmed disability group the applicant for social benefits has at the time of filing documents.

As of January 1, 2020, 440,208 disabled people receive social supplements in the Moscow Region.

Payments for persons who have reached the required age and have any disability group are made up of the amount of the insurance part and social supplements up to PM.

They are equal:

  • for a disabled person of group 1 in the Moscow Region, such an additional payment will be 9117 rubles;
  • disabled persons of groups 2 and 3 - 4500 and 2200 rubles each. respectively.

For working disabled pensioners in the Moscow region, the rules for calculating pension benefits at the lower threshold are the same as for non-working recipients of social benefits in the same region.

Pension for residents of the Moscow region: minimum amount

Citizens whose age has exceeded 70 years will receive an increase of 700 rubles. The smallest amount for elderly people over 70 years of age in 2020 is 10,608 rubles. The condition for receiving it is that the average per capita family income should not exceed twice the regional subsistence minimum. Also, the pensioner must be single or live with a spouse or relative of retirement age.

Additional payments for certain categories

The region has a system of additional payments for certain categories of pensioners.

These include:

  • veterans of the Moscow region who participated in the Second World War are entitled to an additional payment in the amount of 14,500 to 18,000;
  • those with work experience of over 50 years receive an additional payment of 1074;
  • labor veterans and rear workers - from 97 to 576;
  • those rehabilitated and victims of repression are awarded monthly from 97 to 480;
  • honorary Donors receive 394.

All bonuses are calculated in rubles and added to the basic pension.

Old age pension

This year, the minimum old-age pension in the Moscow region is 9,527 rubles. To do this, the pensioner must have at least five years of work experience. This is especially important for citizens who do not officially work. If the calculation shows that the minimum payment amount will be less than the established minimum, the citizen is assigned an appropriate additional payment.

Average size of insurance pension in the Moscow region

Starting from April 1, 2020, all pension contributions were indexed, the amount of which was 1.5%. This type of increase in the minimum amount of insurance contributions applies to all regions of the country. In the Moscow region, the pension amount is set at the threshold of 13,800 rubles. Recently, the growth of the average value has been facilitated by programs carried out by the government of the country. In total, 1,930,950 officially registered citizens receiving pension benefits live in the region. The region adds a certain percentage to the established minimum in the country according to the regional program. Such accruals on average equal 3000 -3800 rubles. The amount itself depends directly on the coefficients of economic indicators and, accordingly, the working duration of citizens receiving this type of pension.

State pension

There are different types of pensions, namely:

  • for length of service;
  • old age for those who suffered due to radiation;
  • on disability;
  • for loss of a breadwinner;
  • social, in accordance with Law No. 166-FZ.

Civil servants will receive pensions based on rank as well as length of service. The initial amount for calculating a long-service pension is 45% of earnings for the last year of work. Persons with at least 15 years of work experience can apply for this payment. In each subsequent year, the additional payment will increase by 3%, but not more than 75% of earnings for the last year.

The minimum amount of state pensions today in the Moscow Region is 9,489 rubles.

Additional payments (allowances) to pensions in the Moscow region

Supplements are established and formed in accordance with adopted pension and social projects for less protected citizens of the country. According to this decision, if individuals receive cash benefits in an amount below the minimum prescribed by law, then they can count on additional payments in certain monetary amounts. Citizens who stopped working after going on retirement are eligible for this program. When the amount of such deductions is below the level for living, then citizens will be paid additional funds so that in fact the total amount is equal to the subsistence level.

Survivor's pension

What kind of survivor's pension will be accrued in the Moscow region depends on specific circumstances; the amount also varies. The payment is assigned to disabled citizens who have lost their breadwinner. The following may apply for a pension:

  • Minors.
  • Children studying at a university under the age of 23.
  • Children who have lost one or both parents due to their passing away.
  • Widows (widowers), other persons who have proven their relationship with the breadwinner, as well as their incapacity for work.

For example, orphans receive 10,481 rubles, and those who have lost one parent – ​​5,240 rubles. 65 kopecks

As RIAMO was informed by the Ministry of Social Development of the Moscow Region, payments will be made without a declaration before June 1, 2020 to those pensioners about whom the ministry’s database contains information about the method of receiving social support measures in monetary terms - through a credit institution or post offices.

“If a pensioner is not a recipient of social support measures, that is, there is no information about him in the database, or he reaches the age of 70 years after June 1, then before December 31, 2020 inclusive, he will need to contact the territorial structural unit of the ministry (local social security department - ed.) with a passport and an application indicating the method of receiving payment,” the department’s press service clarified.

The money will be received in the same way as the pensioner is accustomed to receiving a pension, that is, to a bank card, savings book, or the postman will bring it.

Privileges

The following citizens belong to preferential categories:

  • Pensioners who have stopped working.
  • Disabled people.
  • Participants of the Second World War.
  • Civil registry office staff.
  • Civil servants.
  • Persons over eighty years of age.
  • Working pensioners in the housing and communal services sector (entrance attendants, cloakroom attendants).

On average, the additional payment for them ranges from 4,500 to 12,000 rubles.

Benefits are also provided in the form of:

  • compensation for housing and communal services;
  • targeted assistance;
  • lowering transport taxes;
  • free travel on public transport;
  • other concessions.
