In light of the negative trends in the Russian economy that have lasted for several years, citizens are in no hurry to increase their consumer baskets - it is obvious that the crisis has hit the wallets of Russians with tangible force. It is known that the state budget in 2018 will again have gaps - and, in connection with this, a number of analysts have expressed their disappointing forecasts regarding raising the standards of social payments. This topic worries Russian pensioners most of all. What will the pension be in 2020 and are there prerequisites for increasing the minimum benefit? Let's consider the main theses.
Minimum pension in the Omsk region in 2021
The regional cost of living for a pensioner in the Omsk region in 2021 is 8,480 rubles.
The federal cost of living for pensioners in 2021 has not yet been adopted
The minimum subsistence level for a pensioner in the Russian Federation as a whole is established to determine the amount of the federal social supplement to the pension.
The regional cost of living for a pensioner is established in each subject of the Russian Federation in order to determine the social supplement to the pension.
! If the pension is lower than the subsistence level for a pensioner established in your region, which, in turn, is lower than the subsistence level for a pensioner in the Russian Federation as a whole, then a federal social supplement is established.
! If the pension is lower than the regional subsistence level of a pensioner, which exceeds the subsistence level of a pensioner as a whole in the Russian Federation, then a regional social supplement is established.
Only non-working pensioners have the right to a social supplement to their pension if the amount of their financial support is lower than the pensioner’s subsistence level established in the region at their place of residence.

In addition, to assess the standard of living, form a budget and solve other problems, a regional subsistence level is established quarterly in the Omsk region. It is calculated on the basis of the consumer basket adopted in the Omsk region for the population as a whole, able-bodied people, children and pensioners. How does it work out?
If a citizen does not reach the PMP pension, he is entitled to an additional payment up to the “minimum wage”, which can be received subject to the following conditions:
- lack of involvement of a citizen in labor activity, during which deductions are made for an insurance pension (simpler for a “non-working person”);
- the total amount of a citizen’s pension, taking into account all material preferences, does not exceed the PMP.
It is worth noting that monetary preferences include: all additional payments, benefits for utilities, telephone and transport, and other measures of material support for the pensioner. The PMP level for 2020 throughout Russia is set on average at 8,726 rubles.

Minimum pension for residents of Omsk
Today in Omsk there are more than 600 thousand pensioners. All of them claim to receive social benefits.
Only one fourth are officially employed. As throughout the country, in Omsk, in order to retire, women must reach 55 years of age, and men must cross the 60-year mark.
The total experience must be at least 20 years.
To receive pension accruals, residents of Omsk need to provide the following package of documents:
- passport of a citizen of the Russian Federation
- work book from the official place of work
- documents confirming the presence of dependents, if elderly people apply for additional social benefits.
Officials may also require a medical and social examination certificate and information about the citizen’s place of residence. Documents are reviewed by the Pension Fund of the Russian Federation for a maximum of 10 working days.
If the decision is positive, then social benefits will be accrued immediately.
Please note that the required list of documents must be prepared in advance. Citizens of the Russian Federation could work in different regions; accordingly, it will be necessary to collect information about employers and salary levels. This procedure requires more than one year.
If there are errors in the completed documents in the Pension Fund of the Russian Federation, the procedure for calculating pension payments may be delayed.
How is the minimum pension calculated?
The calculation of the minimum pension in each region depends on a number of reasons. This is influenced by both the standard of living in a particular locality and the prices of goods and services. In some regions, there are surcharges administered by local authorities.
All of them comply with Russian legislation. So, for example, local officials can additionally assess social benefits.
It is for this reason that pensions are independently regulated and assigned in each region. Next, let's look at how pension payments are formed in the city of Omsk.

Not everyone has the opportunity to apply for social subsidies. The main requirement is the absence of other sources of income. The person does not have to work officially. In addition, you must:
- compliance with the age limits stated in regulatory documents giving the right to assign old-age payments;
- the total amount of all charges is less than the PMP;
- availability of a certificate confirming the fact of a person’s pension insurance.
An integral part of the financial security of an elderly person, in addition to pension payments accrued to him regularly from the Pension Fund or social services for the protection of the population, are other types of payments. Material support is:
- any type of pension – social, insurance, labor, state;
- regular payment – EDV. It has a fixed value and includes a package of social services, some of which, at the request of the person, can be converted into ruble equivalent;
- additional cash security - DEMO;
- other options for social subsidies, appointed by regional executive authorities and paid to citizens from local sources of funding. This includes payment for housing and communal services, travel on municipal public transport, as well as other benefits and preferences that a person may qualify for by law.
Sometimes the total financial security of a pensioner does not correspond to the stated minimum. How to be in this case?
SDP – special pension subsidy;
PMP – the minimum subsistence level established in the region at a specific point in time;
MOS is the amount of a person’s material support.
If the MOP is lower than the PMP established in the subject of the federation where the pensioner is registered and permanently resides, then he will be credited with a social pension payment - SDP. The intended purpose of the subsidy is to bring the income level of the recipient of payments to the minimum regional indicator.
The minimum pension is focused on the subsistence level. The size of the presented indicator depends on many factors, among which the region has an important influence.
