This living wage for a pensioner is established ANNUALLY and is used to calculate the social supplement to the pension.

The living wage, taken into account when providing benefits and calculating social payments in the Tver region, is established QUARTERLY.

Problems and amendments to laws on pensions and living wages

According to information from the Minister of Social Labor, some regions deliberately underestimate the minimum payment in order to save money. According to the official, he has data on 30 regions where regional social supplements range from 100 to 1,500 rubles.

It is planned that additional norms to the bill “On the calculation of social supplements to pensions in excess of the subsistence level,” approved by the State Duma on March 19, 2020, will introduce a general method for calculating the subsistence level for pensioners. Thus, the problem was solved after the correlation in the May statements.

According to the President, it is necessary to abandon the negative practice when, as a result of indexation, a pensioner receives either a minimal increase or is generally deprived of the right to social benefits. Only in this case, according to the President of the Russian Federation, will unprotected pensioners stop considering themselves deprived.

According to the current rules, the level of the minimum wage in the capital is reviewed quarterly. Currently (since November 1, 2020) the minimum wage in Moscow is:

RUB 20,195

Dynamics of its change

In the Tver region, over the past four years, the dynamics of changes in the cost of living have been positive, since slowly but surely this figure is increasing by about 4-5% quarterly.

The only exceptions can be a decrease in this indicator in the fourth quarter of each year, which is already a trend and has an economic justification.

The highest growth rates in recent periods were observed during the transition from the 1st to the 2nd quarter of 2020, on average it amounted to 400 rubles, depending on the category.

Between the 2nd and 3rd quarters of 2020, the increase was almost unnoticeable, at the level of 20 rubles; for pensioners, in general, the monthly average increased by only 7 rubles.

The 3rd and 4th quarters were marked by a sharp decrease in this amount, which is natural and traditional, so these figures fell by an average of 500-600 rubles, and the most lost was the souls of the population - about 700 rubles.

As of the first quarter of 2020, an increase is again recorded, it is not as large as the fall, but still the increase was approximately 150-200 rubles.

Practice shows that the largest increase in PM this year will occur between the 1st and 2nd quarters, and this means that there is very little left to expect an increase.

If we take into account past fluctuations, then in the 2nd quarter of 2020 it is quite possible to get a minimum of 10,500 rubles on average for all groups.

But the final decision will be made by the authorities later, depending on the stability of the situation and the development of the economy in the future.

Survivor's insurance pension in Tver in 2020

The concepts of living wage and minimum wage

The corresponding law “On the subsistence minimum” No. 134-FZ speaks about what PM is. The minimum is a conditional amount that a person needs to survive for a month.

PM is an indicator characterizing the standard of living of citizens for the country as a whole or in a specific region, and is determined once a quarter. Its main practical significance is the justification of the size of the minimum wage.

He, in turn, in accordance with Art. 1 of the Federal Law of June 19, 2000 No. 82-FZ “On the minimum wage”, in the current year should be equal to the minimum wage established for the 2nd quarter of the previous year.

PM is also used to establish various social benefits (children's, maternity benefits, payments to low-income citizens, etc.). The cost of living includes:

  1. Price of a minimum set of food products.
  2. Mandatory non-food expenses (payment for housing and communal services, transport, purchase of medicines, some other unavoidable payments).

Let us note that many politicians and public figures have long criticized both the composition of the consumer basket itself (which is temporarily frozen and has not changed since 2012, although it should be updated every 5 years), and the method of determining the subsistence minimum (the cost estimate of the minimum food basket is calculated, and such the same amount is left for non-food expenses).

According to the latest news, a bill on an updated consumer basket is being developed and will be submitted to the State Duma for consideration approximately in 2020. The head of the Ministry of Labor M. Topilin recently announced that, in accordance with the law, changes regarding the consumer basket should come into force on January 1, 2021.

City social standard for pensioners in Moscow

In Moscow, there is the concept of the City Social Standard (CSS), which regulates the minimum level of income for pensioners in the capital. The standard of living in Moscow is significantly higher than in other regions of Russia. This is characterized not only by high wages, but also by high prices for goods and services. Therefore, the GSS determines the optimal amount that a resident of the capital should receive to meet their needs.

From the regional budget, pensioners receive an additional payment up to the SSS level, however, not everyone can apply for it. The main criterion in this case is the period of residence in Moscow. If a person has officially lived in the capital (has permanent registration) for 10 years or more, he can count on this additional payment. Otherwise, his payments may be limited to standard accruals only.

From September 1, 2020, the GSS increased to 19,500 rubles (by 2,000 compared to previous data). Moscow Mayor Sergei Sobyanin officially announced this. Payments are recalculated automatically, so citizens will be able to receive a minimum pension with an increased city surcharge in the fall of 2020.

How to apply for benefits for low-income families in Tver in 2020

What is the minimum amount for the 1st quarter of 2020

The trend regarding the cost of living is that it increases on an ongoing basis, but the minimum amounts are separate for different categories.

Dear readers! The article talks about typical ways to resolve legal issues, but each case is individual. If you want to find out how to solve your particular problem , contact a consultant:

For example, the minimum amount is due to pensioners; they are the ones who can live on the least amount of money, even without taking into account their needs for medicines.

It’s a paradox, but the PM for this category is at the level of 8180 rubles 46 kopecks, and for other people it is significantly higher.

The soul of the population is an ephemeral person who lives on the territory of a country or region, and it is assumed that these are disabled people or other people who do not belong to any other category.

For souls, the minimum standard of living is higher than for pensioners, since it is at the level of 9871 rubles, but in the Tver region, able-bodied citizens and children should be provided with the most.

For people who are able to work, their monthly income should not be less than 10,611 rubles, which is quite a lot in comparison with other groups.

The minimum provision for children, which allows them to meet all their needs, both educational, cultural and living needs, is at the level of 10,347 rubles.

If a family or individual has an income that is lower than the minimum income level, then they will be recognized as low-income, and this will give them the right to appropriate benefits, as well as material benefits.

If a pensioner receives a state payment less than the minimum wage, then he will be paid the missing amount from the budget.

Minimum old-age pension in the Tver region for 2020

Strictly speaking, Russian legislation does not contain such a concept as a minimum guaranteed pension. However, in practice, a minimum old-age pension still exists, and it is determined indirectly through other provisions of the law.

Interesting: What benefits can you count on if you have a labor veteran certificate but have not reached retirement age?

Then the second important provision of the law comes into force. It says that those pensioners for whom the Pension Fund has calculated the amount of their pension payment below the subsistence level are entitled to a special additional payment.

Features of the minimum pension in the Tver region in 2020

But the law says that the minimum pension amount cannot be lower than the subsistence level. In this case, total income includes all accrued compensations, subsidies and allowances. If, however, it turns out to be lower, the elderly person is entitled to a social supplement.

Last year, the cost of living for pensioners in the Tver region was 8,540 rubles. In this reporting period, by the Law of the Tver Region, it was increased by 186 rubles and amounted to 8,726 rubles, as in the entire Russian Federation.
