Travel benefits for pensioners

The state social protection program for pensioners due to old age (reached the age limit) or for other reasons (disability, length of service) provides for compensation for travel on passenger transport.

The benefit is provided for by federal or regional legislation and is expressed as follows:

  • Free travel on public transport for pensioners. Relies on citizens receiving federal benefits, regardless of their region of residence. In some regions, other categories of pensioners may also receive such a preference upon presentation of a pension certificate.
  • Replacement of benefits with monetary compensation. Full refund of travel costs. To do this, you must contact an authorized specialist of the territorial department of social protection of the population with an application and attach a document confirming payment for travel.
  • Partial compensation payments to pensioners. The benefit is expressed in the form of partial payment of travel (discount ticket) or the provision of special travel documents.

Conditions for early retirement for medical workers in 2020

Not all medical workers can count on early leave. The list of beneficiaries was approved by Resolution No. 781 of October 29, 2002. Those medical employees who meet two criteria at once can retire on preferential terms:

  • • Their profession is listed in the List of Decree No. 781.
  • • The medical institution meets the standards established by the List.

Being included in the List allows you to retire based on your years of service. After the pension reform, the conditions for obtaining benefits have changed and depend not only on the number of years worked. According to the law, for a well-deserved rest, a health worker must have the following indicators:

  • • Work for a sufficient number of years. In accordance with Federal Law No. 400-FZ of December 28, 2013, for employees of rural and township medical institutions, the bar is set at 25 years of work in the profession, for others at 30 years. The length of service for some categories is calculated differently, for example, one year is counted as one and a half years.
  • • Accumulate a sufficient number of IPC (individual pension coefficient). For beneficiaries in 2020 it was set at 13.8 points, in 2020 it became 16.2. The IPC will be gradually increased by 2.4 points each year until it reaches a maximum of 30 points.
  • • Work out a set delay.

The innovations do not abolish length of service, but balance it with standard retirement periods. These measures will help maintain the existing difference between beneficiaries and citizens who do not belong to these categories.

Who is entitled to reimbursement of expenses?

It is important to know that reaching retirement age (60 years for men and 55 for women) is not the basis for obtaining the right to use public transport free of charge. According to the law, the following may claim such a preference:

  • veterans and disabled people of the Great Patriotic War;
  • combatants;
  • Heroes of Russia (USSR);
  • repressed and subsequently rehabilitated citizens;
  • victims due to radioactive exposure;
  • liquidators of the Chernobyl accident;
  • disabled people, regardless of the assigned disability group;
  • awarded the badge “Resident of besieged Leningrad”;
  • former employees of the Ministry of Internal Affairs;
  • home front workers;
  • some parents with many children;
  • pensioners caring for a disabled child;
  • honorary donors.

In the regions, elderly people can receive travel benefits or compensation for the money spent in the amount and scope provided for by regional legislation. Assistance will differ depending on the applicant’s place of residence, since subsidies are provided taking into account social policy and budgetary capabilities.

Please note that depending on the type of transport, benefits may be provided to all pensioners without exception:

  • Flights. Companies may offer tickets at a special price for senior citizens on certain destinations.
  • Railway tickets. Pensioners are offered discounts when purchasing tickets for some branded trains.
  • Private carriers have the right to set preferential prices for people of retirement age.

Part-time working hours are established if there are compelling reasons for this. For example, according to Article 93 of the Labor Code of the Russian Federation, part-time work is provided to special categories of employees, which include workers expecting a child, young parents with small children, and those caring for sick relatives. Part-time work at the initiative of the employer is also possible due to a change of equipment, if necessary, training of employees, passing a test period, or reorganization of the entire company.

Transfer to part-time work is carried out for approximately six months. If the staff refuses, then they may be fired due to layoffs with mandatory payment of compensation, since it is not their fault for changing the schedule. Part-time work is actually an alternative to dismissal, the lesser of two evils, which the business owner chooses.

This schedule should not be confused with flexible, discontinuous or generally free (for homeworkers or freelancers). This is a special regime that requires an employee to be in the office; he simply works fewer hours than a regular specialist.

Transferring to such a schedule does not mean that you can ignore the rules of the work schedule, come when you want, or show up at work at any time. With such a schedule, you must work no less than the norm specified in the contract, and, like an ordinary employee, for any absence from the workplace for more than 4 hours you can be fired for absenteeism.

Compensation for travel on public transport for pensioners

According to regional legislation, pensioners are entitled to compensation for travel upon presentation of the appropriate certificate. Elderly people have the right to use any type of urban or suburban public transport.

Please note that citizens of retirement age pay the full cost when traveling by taxi (with the exception of social taxis) and minibuses, since this transport is not municipal. Taxi owners independently determine whether to provide a discount to pensioners or not.

The amount of compensation directly depends on the regulations and legislative acts in force in the region. The maximum benefit for pensioners is 100%. As a rule, only federal beneficiaries can use it:

  • veterans;
  • disabled people;
  • participants in hostilities;
  • Chernobyl victims;
  • prisoners of fascism;

Unified social travel card

The document is a personalized travel document. It may be called a social card or a preferential transport card. ESPB gives the right to free travel on suburban and city public transport with the exception of taxis and minibuses. Valid only upon presentation of ID. Does not give the right to carry baggage free of charge.

Since the ESPB is registered, only the person for whom it is registered can use it. A ticket is issued to pensioners upon presentation of a passport and a document confirming the citizen’s social status (identity card, medical and social examination certificate). Please note that the number of free rides may be limited.

The categories of citizens who can receive a social card are determined by local legislation. For example, in Moscow, older people who have the right to social support and those who are registered with the social security authorities of the capital have the right to apply for the ESPB.

On which routes is it valid?

The social card gives free travel on public transport (urban and suburban):

  • buses;
  • trams;
  • metro;
  • trolleybuses;
  • commuter trains.

Please note that pensioners - residents of the capital and the Moscow region - received the right to free travel on commuter trains from August 1, 2020. To do this, you need to provide a social card to the suburban ticket office. The specialist will encode it (only once), after which it will be possible to purchase free tickets at the box office or vending machines.

Tickets must be issued for each trip. Beneficiaries have the right to travel on all electric trains, including:

  • fast commuter trains;
  • suburban express trains.

Free intercity travel can be made within the territory of Moscow, the region and some adjacent areas:

  • Vladimirskaya;
  • Kaluzhskaya;
  • Ryazan;
  • Smolenskaya;
  • Tverskaya;

How the benefit is issued

If a person, based on his status, has the right to travel on Aeroexpress electric trains without paying, then the following documentation must be prepared:

  • passport;
  • a certificate that proves preferential status;
  • certificate received from social security workers;
  • SNILS.

Only a one-time round-trip ticket is issued.

How and where to apply for a transport card

Retired Muscovites apply for an individual social card in any. To do this you need:

  1. Submit an application in the established form to an authorized specialist of the center.
  2. Provide the necessary documents.
  3. Wait for the card to be produced. The process takes about 30 days. During this time, the applicant is issued a free pass for all types of transport.

Cash compensation for pensioners for travel as part of the NSO

Recipients of monthly cash payments (federal beneficiaries) are entitled to a set of social services (NSS). It includes:

  • provision of medicines;
  • provision of a voucher to a sanatorium;
  • travel to and from the treatment site.

The pensioner independently determines whether to receive monetization of benefits in one or more areas of the social package or to use them in kind. The amount of NSS until February 1, 2020 is 1,075.19 rubles. Payment for travel to the vacation spot and back – 118.94 rubles.

To receive compensation, you must write a corresponding application before October 1, and then submit it to the territorial office of the Pension Fund. A waiver of benefits in favor of compensation can be issued no more than once during a calendar year.

What type of vehicle is subject to payment?

The amount of compensation transferred will not exceed the amount of travel to:

  • reserved seat on the train;
  • cabin of the 3rd category of a river vessel;
  • cabin of 4-5 groups of sea vessel;
  • economy class cabin on an airplane.
  • by intercity bus.

Higher categories of travel used to travel to a holiday destination are not paid for. Payment is made for the amounts for the categories of vehicles listed above.

Discounts on train tickets

The following people have the right to receive free travel 2 times a year for personal needs and 1 time per calendar year to the place of treatment and back on long-distance trains:

  • Heroes of the USSR and Russia;
  • full holders of the Order of Glory.

Once a year you have the right to take advantage of the opportunity to travel for free on long-distance trains:

  • Heroes of social labor;
  • awarded orders “For Service to the Motherland in the Armed Forces of the USSR” of three degrees;
  • awarded the Order of Labor Glory of three degrees.

To issue a discount ticket, you must contact the cashier and present:

  • passport;
  • book of the Hero of the Russian Federation, USSR, socialist labor;
  • book (sheet) of coupons;
  • order book.

All other pensioners can purchase tickets at a discount:

  • at special rates (depending on the date of purchase, route, place in the carriage);
  • for (60%) and “Swift” (30%) for persons over 60 years of age;
  • additional discounts for disabled people.

For some pensioners who continue to work, the collective agreement provides for a separate benefit - travel to and from the resort is paid. Preferential travel on commuter electric transport

Pensioners pay for travel on electric trains at a discount. The amount of the benefit depends directly on the region of residence and social status of the pensioner. For example, federal beneficiaries enjoy a 100% discount regardless of their place of residence, while other elderly people can receive a preference only in the region where they are registered.

Registration procedure

A part-time employment contract can be concluded immediately after employment or during the performance of one’s duties. In the first case, you simply draw up an agreement, and in the second, an annex to it. If the regime changes, then amendments must be made to these documents.

A new schedule can be established only after an order to change the work regime appears. If a day or week is shortened at the suggestion of the business owner, he must communicate this in writing to everyone concerned.

The schedule is changed according to a clear pattern, the employer is guided by a certain algorithm of actions.

  1. Staff are notified.
  2. It turns out that he agrees or refuses.
  3. Alternatives are offered to those who refuse, and if they refuse, these workers are fired.
  4. An order is issued to switch to a shortened day or week.
  5. Work begins in a new mode.

If the initiator is the employee himself, who wants to reduce his workload, he writes an application for part-time work in free form and submits it to the management reception. It is registered, and within 3 days the employee receives a response from management.

The agreement or an appendix to it specifies the details of the parties, rights and obligations, period of work (for example, a month or six months), length of the day or week, schedule and much more.

Considering that a lighter regime is often provided to pregnant women and other categories of workers with preferential benefits, it is worth carefully studying the legislation regarding their involvement in work in the evening or overtime. For example, in order to place additional workload on such employees during their free time, you need to obtain their written consent and, of course, pay for the workload. Otherwise, fines are possible, and in a decent amount.

Social air tickets for pensioners

Residents of the Far North and equivalent territories when traveling to and from their vacation destination are provided with compensation in the form of:

  • purchasing a ticket at full price with reimbursement of expenses based on a certificate;
  • receiving a compensation coupon and purchasing tickets using a coupon.

Non-working pensioners are entitled to reimbursement of spent funds once every 2 years. The vacation spot must be located within Russia. To receive benefits, you need to contact the Pension Fund office and write an application, providing your passport, work book and tickets.

For other pensioners on domestic flights, a discount is offered when purchasing air tickets. Please note that not all airlines are participating in the campaign. In addition, you can only buy a discounted travel ticket for certain destinations (the list is constantly changing).
