About 1.6 million Muscovites from among preferential categories of citizens can travel for free on all suburban electric trains, including express trains, from August 1, 2020.

- guardian, foster parent raising an orphan child, foster carer for a child in need of government support;

— parents, legal representatives of disabled children under 18 years of age;

- one of the parents of a disabled child under 23 years of age (if he receives vocational education).

Who is eligible for benefits and discounts on trains in 2020?

  1. Federal level deputies are issued tickets upon request. You don't need to pay for them. They are also not limited to the class of cars. The rule applies to accompanying persons.
  2. Assistants to deputies also travel for budget money. They are given tickets for compartment seats. The number of trips is not limited within the Russian Federation (or a federal subject).

Only social card. You need to go to the suburban ticket office at the railway station, where the card will be encoded in a special way. After this, you can issue a free ticket using a social card at any suburban station ticket office or using ticket printing machines.

Attention: for each trip you need to issue single tickets in one or both directions (on the day of travel or earlier, but no more than 10 days before the train departure date), even if you are entitled to free travel.

Will both parents of a disabled child be able to use free travel or only one?

The benefit for free travel on suburban railway transport will apply to both parents of a disabled child.

If a disabled child enrolls in a college or university, the benefit for free travel on commuter rail will remain for one of the parents until the child reaches 23 years of age. It applies to the student’s parents during the period of his studies in secondary vocational and higher education programs (bachelor’s, specialist’s or master’s degrees) from 18 to 23 years of age.

In the Sverdlovsk region, a 50% discount for pensioners on travel on commuter trains is valid only in the summer - from the beginning of April to the end of October.

In this case, only persons who have reached the generally established retirement age and have the appropriate certificate are recognized as pensioners. When paying for travel, you must have a passport.

The Vladimir region also offers electric train tickets with a 40% discount from May 1 to September 30 for pensioners. The carrier is compensated from the regional budget.

In the Novosibirsk region the following can travel for free:

  • persons repressed and rehabilitated;
  • heroes of Russia and the USSR.

50% discount is provided:

  • WWII participants;
  • labor veterans.

You can get the benefit using a transport requirement, which is issued by the local social protection department and is valid only in the Novosibirsk region. It is presented to the ticket office to receive a travel ticket, even if the travel is free.

Cash compensation for pensioners for travel as part of the NSO

Recipients of monthly cash payments (federal beneficiaries) are entitled to a set of social services (NSS). It includes:

  • provision of medicines;
  • provision of a voucher to a sanatorium;
  • travel to and from the treatment site.

The pensioner independently determines whether to receive monetization of benefits in one or more areas of the social package or to use them in kind. The amount of NSS until February 1, 2020 is 1,075.19 rubles. Payment for travel to the vacation spot and back – 118.94 rubles.

Benefits when purchasing train tickets for pensioners

Elderly citizens are given preferences for using the railway on the basis of disability, due to a special category, achievements before the state, etc. Promotions for pensioners from Russian Railways:

  • Free pass. The benefit is implemented in the form of no fees when issuing a ticket or full compensation of costs to social security authorities.
  • Preferential travel. The price of tickets is reduced during seasonal promotions or in the presence of certificates or certificates indicating the status of a beneficiary or the grounds for granting a preference (pensioner, disabled person, WWII participant, etc.).

Traveling on a long-distance train

The additional status of a pensioner determines his benefits for travel on long-distance trains. In accordance with the Federal Law “On Veterans” dated January 12, 1995 No. 5, a retired person is provided with:

Free travel to places of treatment and recreation

The privilege is valid if the vacation is planned in an establishment located in Russia. Benefits for pensioners on travel to the sanatorium are provided no more than 2 times a year. Russian Railways employees will require paper coupons from the federal social service to issue free tickets.

Preferential travel to the place of treatment once a year is provided to guardians of persons with 1st group of disabilities and disabled children.

Who is considered a pensioner?

There are three types of pension provision in Russia:

  • insurance - for those who have work experience;
  • social – for those who have never worked;
  • state - for the military, besieged Leningraders, WWII participants, Chernobyl survivors, cosmonauts.

There are pensions:

  • by old age;
  • on disability;
  • for loss of a breadwinner;
  • according to length of service.

There is no social pension for long service, since it is issued to citizens who have never worked. Men receive social old-age pensions at 70 years of age and women at 65 years of age.

The basis for receiving survivor benefits is the death of a citizen who was financially supported by dependents, but who has no work experience.

Social contributions for disability are made to disabled people since childhood or to disabled children. The conditions for receiving a state pension are presented in the table.

Features of providing transport benefits for people with disabilities

Pensioners with disabilities have the opportunity to travel once during the year with a free ticket for the purpose of sanatorium-resort treatment and return along all domestic Russian routes. In addition, if a disabled person has the first group, an accompanying person can travel with him free of charge. To purchase tickets, you need a passport and a coupon obtained in advance at any branch of the FSS of Russia.

Pensioners with disabilities have the opportunity to purchase a ticket for the Sapsan high-speed train for 60% of the cost in carriage number 6 or 16 (specialized seats 59 and 60). Sales of such tickets begin 90 days before the travel date. To purchase a ticket with a passport, you must provide a certificate confirming the fact of disability. You can buy such tickets at the Russian Railways ticket office without queuing.

ATTENTION! Pensioners do not automatically receive benefits for traveling by rail at the cash desk and the pension does not include them. To take advantage of preferential rights, you need to go through the registration procedure.

Who is entitled to reimbursement of expenses?

It is important to know that reaching retirement age (60 years for men and 55 for women) is not the basis for obtaining the right to use public transport free of charge. According to the law, the following may claim such a preference:

  • veterans and disabled people of the Great Patriotic War;
  • combatants;
  • Heroes of Russia (USSR);
  • repressed and subsequently rehabilitated citizens;
  • victims due to radioactive exposure;
  • liquidators of the Chernobyl accident;
  • disabled people, regardless of the assigned disability group;
  • awarded the badge “Resident of besieged Leningrad”;
  • former employees of the Ministry of Internal Affairs;
  • home front workers;
  • some parents with many children;
  • pensioners caring for a disabled child;
  • honorary donors.

In the regions, elderly people can receive travel benefits or compensation for the money spent in the amount and scope provided for by regional legislation. Assistance will differ depending on the applicant’s place of residence, since subsidies are provided taking into account social policy and budgetary capabilities.

Please note that depending on the type of transport, benefits may be provided to all pensioners without exception:

  • Flights. Companies may offer tickets at a special price for senior citizens on certain destinations.
  • Railway tickets. Pensioners are offered discounts when purchasing tickets for some branded trains.
  • Private carriers have the right to set preferential prices for people of retirement age.

Travel benefits for pensioners

The state social protection program for pensioners due to old age (reached the age limit) or for other reasons (disability, length of service) provides for compensation for travel on passenger transport.

The benefit is provided for by federal or regional legislation and is expressed as follows:

  • Free travel on public transport for pensioners. Relies on citizens receiving federal benefits, regardless of their region of residence. In some regions, other categories of pensioners may also receive such a preference upon presentation of a pension certificate.
  • Replacement of benefits with monetary compensation. Full refund of travel costs. To do this, you must contact an authorized specialist of the territorial department of social protection of the population with an application and attach a document confirming payment for travel.
  • Partial compensation payments to pensioners. The benefit is expressed in the form of partial payment of travel (discount ticket) or the provision of special travel documents.

Therefore, in order to support one of the vulnerable categories of citizens, benefits for pensioners on railway tickets have been introduced. This preference allows you to save a lot, but also has some peculiarities.

Social air tickets for pensioners

Residents of the Far North and equivalent territories when traveling to and from their vacation destination are provided with compensation in the form of:

  • purchasing a ticket at full price with reimbursement of expenses based on a certificate;
  • receiving a compensation coupon and purchasing tickets using a coupon.

Non-working pensioners are entitled to reimbursement of spent funds once every 2 years. The vacation spot must be located within Russia. To receive benefits, you need to contact the Pension Fund office and write an application, providing your passport, work book and tickets.
