The concept of “Social package for disabled people”

Not a single regulatory act of the Russian Federation contains a definition of the concept of a social package (or NSU).
What is meant by it becomes clear from the context of official documents. A social package is one of the options for helping citizens of our country who are assigned a monthly cash payment (abbreviated as EDV), expressed in the form of a number of services established by law. EDV is addressed to those who need special government support. We are talking about disabled people, veterans of the Second World War and other military operations, military personnel from the Second World War, survivors of the siege of Leningrad and other categories of citizens. The NSO is part of the UDV and is indexed annually depending on the general level of inflation in the country for the previous year. The increase in the size of payments (if we are talking about the material expression of the set) occurs on February 1. Indexation according to a different principle is planned for 2020. The next pension reform that has started in the country involves the indexation of payments by 7.05%. This step will be taken on January 1, 2020.

Who is an applicant for a social package?

The social package was developed for special categories of residents of the country.

These include the following:

  1. disabled people who have been registered as 1, 2, or 3 disability groups;
  2. disabled children;
  3. persons who were prisoners in concentration camps and received injury or injury that caused disability;
  4. former military personnel who served for 6 months or more, who were not assigned to the army during the Great Patriotic War;
  5. persons who received a disability group as a result of participation in hostilities;
  6. persons who have the status of a WWII veteran and a resident of Leningrad during the siege;
  7. people who took part in atomic testing and suffered from radiation;
  8. close relatives of beneficiaries.

Beneficiaries who may qualify for social assistance from the state also include government employees.

These could be employees who became disabled while performing assigned duties - employees working in the system of enforcing punishments; police officers; military personnel; persons working at military facilities.

Set of social services for people with disabilities: rules for providing NSOs in 2020

The Russian government carries out fruitful and comprehensive activities aimed at improving the living standards of citizens. And one of the directions of such a policy is the provision of social assistance to certain categories of the population. Benefits for disabled people are issued based on the needs and capabilities of each social group. Basic concepts about disability group 2

A person with limited capabilities is considered a disabled person. The cause may be a hereditary or acquired disease, as well as injury received while performing work tasks. The second group is assigned based on the following indicators:

  5. Serious disruptions throughout the body.

Despite these violations, disabled people of group 2 can take an active part in public life.

They can, without the help of other persons:

  • do simple work;
  • learn new things;
  • talk with interlocutors;
  • take a walk on your own.

Benefits and compensation payments to disabled people

All of the above is complemented by the provision of technical means that perform functions that cannot be performed by a disabled person himself. Realization in many professional areas is also possible, but with the help of other people.

All disabled people are entitled to benefits and compensation payments from the state aimed at ensuring normal life activities, taking into account rehabilitation.

Who is classified as disabled group II?

Granting the status of a disabled person is the responsibility of only one body - the medical and social commission. Its members, based on the medical documents presented to the patient, determine the degree of disorder of his health. Based on Order No. 1024 of the Ministry of Labor of the Russian Federation, such a citizen is assigned one of three disability groups, in which the first is the most severe.

The second group is assigned to persons who have the following health conditions caused by illness or injury:

  • A person cannot move without assistance or without aids and devices;
  • Has limited functioning of the vital sense organs - hearing and vision;
  • Due to a mental disorder, he cannot adequately perceive the surrounding reality. Or, for the same reason, a person is not able to exercise constant control over his actions;
  • A person needs to create special conditions for training, or specially equip a workplace;
  • The ability for self-care in everyday life is limited and is not possible without the use of special means or the help of another person.

Assignment of disabled status

To register a disability, you must contact your attending physician, who, in turn, will issue referrals for tests and a medical examination by other specialists.

The following documents must be submitted for the main direction:

  1. Application for medical examination.
  2. Original identification documents.
  3. Copies of documents indicating a general illness.

But due to an accident at work, other documentation may be necessary, that is, investigation materials issued by the organization.

The process of obtaining disability:

  1. Papers related to the acquisition of the group are transferred at the place of residence for medical and social examination.

  3. The need to assign a group is determined by voting and an act is drawn up, signed by all members of the commission.

  5. The disabled person must apply with the issued certificate to receive pension payments from the Pension Fund. The fund will issue a pensioner certificate.

The status of a disabled person can be used from the very moment of receipt of the certificate, and from the same time the person is accrued all benefits and compensations.

The list of benefits includes free medicines, transportation to the place of treatment, free trips to health resorts.

  1. For a disabled person who has not refused such treatment, the local doctor and the commission provide the choice of a hospital and issue a referral.
  2. The indications for what purpose a person with disabilities is sent for treatment are determined. Contraindications are not left without due attention. Based on the information studied, a conclusion is made about the presence or progression of pathologies and a referral is issued.
  3. The disabled person is given a certificate confirming the need to undergo sanatorium treatment. It is valid for six months. During this period, a person with disabilities has the right to submit an application about the need or inability to undergo this treatment to the social insurance fund.
  4. Upon receipt of a certificate and application from a disabled person, a social organization is obliged to inform the disabled person within 10 calendar days about the specific date of arrival and the provision of a voucher.
  5. The voucher will be delivered no later than 3 weeks before the start of arrival. With this document, the disabled person must again contact the local doctor to verify the data.
  6. It is also necessary to obtain a sanatorium-resort card, which is also drawn up by the attending physician.
  7. To undergo treatment, a person with disabilities must provide a voucher and a sanatorium-resort card to the sanatorium.

The full course of treatment is a full 18 days, and for a disabled minor - 21 days.

What benefits are there for rehabilitation?

Group 2 disabled people have the right to enjoy benefits when purchasing the following medical supplies necessary for their rehabilitation:

  • specialized devices for improving hearing;
  • strollers for moving;
  • orthopedic shoes;
  • installation of dentures;
  • other means.

Orthopedic shoes may also be issued free of charge or with a 50% discount. It depends on the complexity of manufacturing. For free dental prosthetics, the manufacture of crowns or dentures from high-cost materials, such as metal-ceramics or porcelain, is not taken into account.

Social benefits

Social benefits provided to disabled people of group II are aimed at eliminating obstacles to their normal communication with other people and the exercise of their legal rights in various areas of everyday life.

These benefits include :

  1. The right to free or discounted travel on intracity routes in public transport. Travel benefits for group II disabled people are provided based on the decision of the authorities of the constituent entity of the Russian Federation, and therefore may differ somewhat in their nuances.

The tax legislation of the Russian Federation provides for the provision of the second group of preferences in the field of taxation to disabled people, based on decisions of regional governments.

As such, they may be exempt from local taxes:

  • Land;
  • Transport;
  • Property.

This relaxation does not apply to all subjects of the Federation. Therefore, to obtain accurate information, you should contact your local Federal Tax Service department.

In addition, disabled people of group II are partially or completely exempt from paying state fees when applying to court or a notary. Working disabled people are entitled to a monthly tax deduction from personal income tax in the amount of 500 rubles.

Payments provided for caring for disabled children

Citizens who care for their (someone else's) disabled child under 18 years of age, but do not work, are entitled to a monthly social benefit. This capacity can be a parent, guardian, trustee, adoptive parent, or adoptive parent. They are provided with a payment of 5,500 rubles. per one unemployed person (in relation to one disabled child).

All other caregivers are paid a smaller amount - 1,200 rubles. The amounts of these payments are increased by the regional multiplier for residents of the Far North (other similar territories).

Periods of care are counted towards the insurance period (1.8 points per year). However, the officially unemployed (those registered with the employment center) are not entitled to this payment. This payment is assigned and canceled by the territorial branch of the Pension Fund of the Russian Federation.

When returning to work, the person caring for a disabled child is required to notify the fund that care has been stopped and work has begun. From this moment the payment stops.

The procedure for registering and receiving a social package

Since the NSO is included in the EDV, the disabled person must become a recipient of the specified payment. Receipt of the set will be automatically included in your monthly payments. For this to happen, you need to correctly draw up an application according to the established template, prepare a package of documents and contact the Pension Fund branch. If we are talking about minor children with disabilities, then the issue should be resolved at the Pension Fund office located at the place of residence of the parents.

Adult citizens can submit an application to the Pension Fund branch to which they belong at their place of residence. The list of required documents includes:

  • statement;
  • applicant's passport;
  • SNILS;
  • details for transferring payments;
  • pensioner's ID;
  • certificate of disability (issued by the ITU Bureau based on the results of the commission);
  • birth certificate (for minor citizens).

Instead of a disabled person who is unable to submit an application to the Pension Fund himself, his legal representative can do so. All that is necessary is to provide a notarized power of attorney. As soon as the documents are verified, the territorial body will assign the disabled person an EDV, handing over a document confirming the right to social benefits. help certificate.

Prescriptions for medicines, baby nutrition and other medical goods are issued subject to the following documents:

  • passport (other identity document);
  • certificate of disability;
  • certificate of assignment of EDV issued by the Pension Fund.

At the appointment with the attending physician, you must provide the specified documents and receive a prescription, which will indicate the specific pharmacy where the medications are dispensed.

The procedure for obtaining a voucher for treatment at a sanatorium involves a slightly different sequence of actions. First, you also need to contact your doctor, who will provide the appropriate certificate. You need to take it with you to the Social Insurance Fund office, where you can write an application (using the sample) to receive a voucher. A 10-day period is allotted for consideration of the application, after which the FSS employee notifies the disabled person about the readiness of a trip to a specific sanatorium in the country. The rule for issuing a voucher assumes a time reserve (21 days) so that the disabled person has time to prepare.

Along with the voucher, citizens with a disability group (and disabled children) are issued a special train ticket or a personalized route for road transport. Their number depends on whether it is planned to make transfers from one transport to another along the way (including from railway transport to road transport).

The right to purchase a free travel ticket can be documented at the social security authority. In the future, the driver of the vehicle will need to present the travel card itself and a supporting document (certificate of disability, certificate from the Pension Fund of the Russian Federation on the assignment of benefits). The beneficiary is not limited in the number of trips.

Implementation of a rehabilitation (habilitation) program developed for a disabled child

Separately, it should be noted the features of the implementation of the rehabilitation (habilitation) program, which is developed separately for each disabled person. As a rule, it includes all necessary restoration measures and services, as well as technical means. All this is provided free of charge. The volume of activities outlined in the program cannot be reduced.

The personal rehabilitation program developed for a disabled person is rather advisory in nature. However, responsible government bodies, including the local level, and other authorized organizations do not have the right to deviate from it and are obliged to unconditionally accept it for execution, unless the disabled person himself has made a different decision. A citizen who has been assigned a rehabilitation (habilitation) program has the right to:

  1. Abandon it completely.
  2. Refuse partially from the specific type and form of restoration measures assigned to him.
  3. Independently purchase the necessary technical equipment and then reimburse the expenses incurred (i.e., receive compensation in an amount not exceeding the price of the purchased equipment).

Refusal of the rehabilitation (habilitation) program releases the authorized bodies from responsibility for its implementation.

Important! The cost of activities provided for by a particular program, which the disabled person refused, is not paid to him. That is, compensation is not provided here.

Refusal of the social package

A citizen with disabilities has the right to refuse NSO partially or completely. In return for services that he refuses, their monetary equivalent will be paid. After the next indexation, which took place on April 1, 2020, the cost of the package increased by 2.4%. By refusing it, the disabled person will receive exactly this amount every month.

Since the social package consists of three types of services, the distribution of their costs is as follows:

  • provision of medicines and medical products – 828.14 rubles;
  • issuance of a free voucher to a sanatorium – 128.11 rubles;
  • provision of free travel – 118.94 rubles.

A disabled person may refuse one of the services or two at his discretion. The refusal itself will require a written application to the territorial body of the Pension Fund of Russia. There are several options here:

  • submit the application in person (through a legal representative);
  • use the Gosuslugi portal;
  • contact multifunction).

To receive the cash equivalent of services from the set next year, you must submit an application this year before October 1. The decision can be changed and the application resubmitted, but only after a year.

Refusal of free medications due to disability

If you wish not to use the benefit for medicines provided under the state support program, you need to contact the Pension Fund with an application (before October 1).

Advice! “It is advisable to weigh the pros and cons of the decision to stop taking medications. The monthly amount calculated as compensation may not be enough to purchase expensive medications. It will be possible to renew the benefit for medicines only after a year.”

Refusal of free medicines for disabled children

The opportunity to replace the free distribution of subsidized medications with material payments is also available to disabled children. One of the parents (if the family is full) or the person caring for the child will apply to the Pension Fund. Compensation after refusal of drug provision will be transferred to the specified bank account.

The main condition that allows you to exercise the right to refuse with minimal risks is the consent of the doctor treating the child. If in the near future a disabled child needs a specific drug, and the service in question takes on a material form, then the drug will have to be purchased at his own expense. Knowing how much medications cost, it becomes clear that the costs may not be comparable to the monthly compensation received.

Just as this happens for adults, a waiver for a child is issued for a period of one year. Subsequently, the decision can be changed - if the application is submitted to the Pension Fund before October 1, the provision of medicines will be restarted.

Refusal of sanatorium-resort treatment for disabled people

Spa treatment is another important service within the social package, which beneficiaries are entitled to receive free of charge. Each region of the country creates its own lists of medical and health institutions, and a ticket to one of them is issued to a specific federal recipient. The choice of a sanatorium is largely determined by the nature of the disease, which became the reason for sending the patient for a medical and social examination.

For disabled children, the period of stay in the sanatorium is at least 21 days, for adults - 18 days. If the disease affects the spinal cord or brain, medical sanatorium care must be provided for at least 42 days.

Refusal of treatment is compensated by transferring funds to the specified account. This fact does not prevent a disabled person from purchasing a trip to any of the resort regions of the country at his own expense.

EDV and NSU

A monthly cash payment is a systematic financial assistance from the government aimed at improving the living conditions of people with disabilities for various reasons. It refers to an additional type of support and has no connection with the calculation of a regular pension.

A set of social services for people with disabilities is state assistance to victims, expressed in kind through the provision of necessary measures.

The accrual of NSI occurs simultaneously with the registration of the EDV, but the amount of monetary allowance is reduced by the amount of natural compensation.

A resident of the Russian Federation is able to decide in favor of increasing economic compensation in full or in part. To disable additional options and exchange them for a financial additional payment, you must make a written refusal specifically indicating all unnecessary options.

Increase in EUR after abandonment of NSO

The new AUD amount depends on the list of options that are no longer exercised in relation to the incapacitated person, as well as on the original rate. A person can refuse discounted medications, referrals to recreational resorts, as well as free travel on suburban transport. In case of complete refusal, the disabled person will be reimbursed for benefits in the form of financial compensation totaling 1075.19.

  • For group I – 3626.98
  • For group II – 2590.24
  • For group III – 2073.51
  • For minor children with disabilities – 2590.24
