Moscow authorities intend to increase the minimum pension amount
The capital's budget for next year will be socially oriented. Moscow Mayor Sergei Sobyanin announced this on Wednesday, October 25. He presented a report to the Moscow City Duma deputies on the results of the government’s work and spoke about the main parameters of the city’s main financial document. Sobyanin announced an unprecedented increase in payments. They are going to increase the minimum pension amount to 17.5 thousand rubles, and... Benefits for low-income families will also increase fivefold.
Today's Ukraine is the product of the Maidan and the war that is still going on on its territory. After the overthrow of the legally elected President Viktor Yanukovych, many hoped that now people would come to power who would restore order. What happened next is known to everyone: the separation of Crimea, a terrible tragedy in the house of trade unions in Odessa, the beginning of a fratricidal civil war with the eastern half of the country, the endless revelry of cave nationalism and praise of Nazi collaborators elevated to the rank of heroes of Ukraine, the desire to enter the European Union and NATO , remaining zilch, a church schism in the name of unclear goals and much more. Now, after Petro Poroshenko and his team defeated the presidential elections, the country may receive a weak, but still hope of ending the war and putting itself in order. Will Vladimir Zelensky, “not a politician, but a simple person,” realize this chance, as he promised?
How is the amount of the insurance pension calculated?
The basic income from which all incomes and payments of deputies are considered is the so-called “Cash remuneration of a deputy of the State Duma.” As of 2010, the amount of this remuneration was 84,774 rubles. But it is worth keeping in mind that the amount of remuneration is regularly recalculated and adjusted in one direction or another depending on the economic situation in the country.
It is from the amount of this remuneration that the size of the insurance increase in the pension is calculated. For persons who have held this public position for five to ten years, an amount equal to 55% of the remuneration is taken.
For those servants of the people who have passed laws for at least ten years, an increased insurance pension is provided. It is calculated from the same monetary remuneration and amounts to an amount equal to 75% of the remuneration. This is how the size of pensions of deputies of the State Duma of the Russian Federation is calculated! Now let's move on to specific numbers.
Muscovites will be provided with benefits until retirement
— In the social protection system, it is necessary to create a special unit that will deal with people over 50 years of age. It is necessary to allocate at least 1.5 billion rubles from the city budget to create a fund for targeted social support of people in order to provide material, food, and clothing assistance to all Muscovites of pre-retirement age who find themselves in a difficult life situation without bureaucratic formalities,” said Sergei Semyonovich.
Let us recall: in July, the State Duma supported in the first reading the government bill on raising the retirement age in Russia. According to this document, it was planned that women would retire at 63 years old, and men at 65 years old.
Are all deputies entitled to a pension?
Not everyone who held the post of deputy until the last convocation will be able to receive an increased pension in the future. The point is this: only after the elections to the State Duma in 2020, the term of office of a deputy became five years, before that it was 4 years.
And from this it follows that those persons who stayed in this position for less than the minimum period do not have the right to count on an insurance increase. Pensions of former State Duma deputies who held office for less than five years will be calculated without additional allowance.
The same applies to those persons whose powers were suspended for any reason. Although such cases are rare, they have taken place in the history of Russia.
Complex of urban planning policy and construction of the city of Moscow
“Today we must make a decision on a significant increase in social payments. We are talking, first of all, about increasing the minimum pension for Moscow pensioners - from 14.5 thousand to 17.5 thousand rubles. We are also talking about increasing social payments to low-income families with children. The monthly payments themselves increase by 3-5 times,” said S. Sobyanin .
“The city’s economy has been gaining momentum recently, and we see a positive trend. This is also evident from the additional revenues to the Moscow budget. This is, of course, the work of our enterprises, this is the provision of support from the city. Overall, we see that the economy has stabilized. Real incomes of Muscovites began to grow,” noted S. Sobyanin .
Pension in Moscow in 2020: what additional payments and bonuses to the minimum pension await Muscovites
An additional payment to the pension up to the value of the City Social Standard (GSS) is established for non-working pensioners and certain categories of working pensioners and disabled people registered at their place of residence in Moscow and having a duration of such registration of at least 10 years in total (including the time of residence in the territory annexed to Moscow) .
This is interesting: Application for Calculation of Pension to the Pension Fund
As you know, older people in Russia cannot receive a pension below the average annual subsistence level for a pensioner in their territory of residence. If the accrued pension is less than this level, then the Regional Social Supplement (RSD) to the pension is additionally paid from the budget.
Sobyanin proposed increasing the minimum pension of Muscovites by 3 thousand rubles
I consider one of the reasons for this to be the small minimum work experience required to receive a retirement pension.
Comparing indexation with the time “before 2010” is not correct. The fact is that this time is divided into two parts: the period of the 90s and the period from 2002 to 2009. They differ from each other, like the Stone and Iron Ages - what was in the Stone Age is no longer in the Iron Age.

In 2020, according to the same legislation, pensions were supposed to be indexed by 12.9%, since inflation in 2020 was exactly that, but the State Duma, at the initiative of the government, suspended this law, and instead wrote a new one - to increase pensions in 2020 only by 4%.
Sobyanin spoke about a significant increase in the minimum pension in Moscow
On his official page on the VKontakte social network, Sergei Sobyanin clarified that basic benefits for large and low-income families have increased from two to five times, the minimum pension has become three thousand rubles higher, and payments to veterans have doubled.
From January 1, about 1.4 million Moscow pensioners will receive an additional payment to their pension, and families celebrating anniversaries who have been married for 50 years will receive 20 thousand rubles. More than 110 thousand single non-working pensioners aged 70 to 80 years were provided with benefits on paying contributions and carrying out major repairs.

If we talk about the distribution of citizens by type of pension, then the largest number of Russians receive an old-age pension. Here the number of recipients is in the region of 36.7 million people. In second place is the social pension. Let us remind you that such a pension can be received by citizens whose work experience does not reach the level at which they can qualify for a standard labor pension. More than 3 million citizens receive such a pension.
How a rally against raising the retirement age took place in Moscow
Today in Moscow on Sakharov Avenue a rally was held against the pension reform, which involves raising the retirement age for men from 60 to 65 years, for women from 55 to 63 years. The organizers of the meeting, agreed with the capital authorities, were the Communist Party of the Russian Federation and the Left Front movement.
Then representatives of working professions took turns taking the stage: a tram driver and a painter-plasterer. “The government is unable to carry out [pension] reform. And people will be forced to steal and beg. Is this called power? We are against it! If the authorities don’t hear us now, then in the fall we will go on strike, we will show them what the power of the people is, that we must be taken into account!” — the tram driver from Moscow spoke confidently.
Construction of a Cinema Raising the Minimum Pension Attending a Concert
According to her, the distributor works with most sites under a minimum guarantee, which is 20 thousand rubles for 6-7 months of work. However, the company offers cooperation on fifty-fifty terms to cinemas that have just launched. “All modernized cinemas report perfectly. Contracts, reports, payments - everything is organized clearly. I say this for the majors. There is no need to be afraid to work directly with these exhibitors; there will be no problems with reports and timely payments; old-school professionals work in these cinemas,” emphasizes the head of Kinodetstvo.
A similar situation was encountered at the Culture and Cinema Center of the city of Ivdel, Sverdlovsk region, which participated in the second wave and opened in December last year. Only here the seller names even larger amounts of the requested minimum guarantee. “Most recently we wanted to make a film ABOUT LOVE. FOR ADULTS ONLY. But the distributor asked us for 42 thousand rubles. Can you imagine? For other paintings the amount was 31 thousand, which is also a lot. We can still rent one film a month under such a guarantee, but we can’t rent several more,” says the director of the institution, Irina Cherepanova.
What kind of pension do visiting pensioners receive in Moscow?
- Pensioners employed in budgetary institutions in the field of education, culture, social protection, healthcare, whose income does not exceed 20 thousand rubles. monthly.
- Pensioners employed as concierges, watchmen, doormen, whose income level does not exceed 20 thousand. Rub. monthly;
- Pensioners employed as cloakroom attendants in budgetary organizations in the fields of education, sports and healthcare, with an income level not exceeding 20 thousand rubles.
- Pensioners employed in the landscaping and cleaning industry. This institution must be included in the List of Housing and Communal Services Organizations, and the employee’s salary must not exceed 20 thousand rubles. monthly;
- Disabled citizens with disability group 3, who received it as a result of the liquidation of the Chernobyl disaster. The salary of such a pensioner cannot exceed 20 thousand rubles.
This is interesting: Can they seize an apartment that was received under a Donation Agreement?
The cost of living in Moscow is 12,115 rubles in 2020. If the size of the pension payment does not correspond to the approved minimum subsistence level, then the pensioner is entitled to an additional payment.
Which regions have the highest pensions?
Thus, the largest amount of pension payments falls on the Far Eastern Federal District, and elderly people in Moscow receive old-age benefits significantly higher than the average minimum value throughout Russia as a whole - 11,561 rubles.
Increasing the minimum length of service will contribute to the exit of workers from the gray sector - this will whiten the economy and replenish the Pension Fund’s budget, officials expect.
Let us say right away that there is no such definition as a “minimum pension” in the legislation. But it is also clear that we are talking about an amount less than which the old-age insurance pension cannot be. How is the minimum size determined?
But the length of service will not be increased dramatically, he continues: in fact, this is delaying the reform and in the future the retirement age will inevitably have to be raised.
An increase in capacity to 2.5 thousand seats can be achieved by installing balconies. At the same time, visibility conditions in places located under the balcony should not deteriorate.
Maintaining a share of 50 percent is, of course, difficult. Sometimes we have to contact distributors with a request to provide a picture that seems interesting to us, but has already been released. We also show national Chechen films in the cinema, because they are also considered Russian.
But the problem is that most often only foreign films are shown on the second screen; for Russian projects, distributors are reluctant to do this,” says Plekhanov.
Keep in mind that in order to calculate the “total amount of material support”, almost everything is taken into account - all cash payments, including pensions and cash equivalents of social support measures to pay for telephones, housing, utilities and travel on all types of passenger transport (urban, suburban and intercity) , as well as monetary compensation for the costs of paying for these services.
In order to receive an old-age insurance pension in 2017, for example, you must have at least eight years of insurance experience and 11.4 pension points. Of course, the first thing to do is to increase the size of the minimum social pension. Until recently, the authorities said that minimum social pensions next year will increase by no less than 4%. Today their size is 8,700 rubles.
How Muscovites' pensions will change in 2020: latest news
This innovation applies to non-working pensioners, as well as some categories of working pension recipients and disabled people living in Moscow for at least 10 years .
Elderly people who have written an application to waive benefits are paid compensation in the amount of 1,108 rubles. The services of telephone companies are paid from the city budget. In case of refusal of discounts, elderly people are paid an additional amount of 500 rubles.
Is it true that working pensioners will not receive a pension?
What should be on the table in the year of the Ox 2021
Non-working pensioners are the most vulnerable category of citizens. Therefore, the state pays more attention to them than to pensioners who have additional income from work. As for freezing pension payments, this is impossible, since the right to receive cash benefits is enshrined in the Constitution. In 2021, working citizens can count on the bonus:
- tutoring practitioners;
- renting real estate at the official level;
- growing and selling vegetables and fruits;
- quit their jobs and resumed work no later than 3 months.
Sobyanin promised to increase the minimum pension in Moscow
The mayor of the Russian capital, Sergei Sobyanin, promised to increase the minimum pension for Muscovites. It is noted that thanks to the reduction of the “My Street” program and the redistribution of saved funds for social benefits, the minimum pension will be increased by 3 thousand rubles. The mayor made a corresponding statement during the annual report in the Moscow City Duma. In addition, it is planned to increase doctors’ salaries and other social benefits.
In addition, Sobyanin called the level of salaries of Moscow doctors insufficient. In 2020-2020, this figure should increase by 40% compared to 2020 - up to 120 thousand rubles per month, the mayor said. The average salary of teachers, which does not exceed 75 thousand rubles, should also be raised, the mayor added.
"United Russia" retained additional payments to pensions for deputies and senators
Preferential pensions provided for deputies of the State Duma and members of the Federation Council remain in force. Parliamentarians adopted a law initiated by United Russia, according to which the refusal of bonuses will become exclusively voluntary.
Parliamentarians of the State Duma, as well as senators from the Federation Council, will lose the additional pension payments provided for by Russian legislation only if they decide to voluntarily renounce this privilege. To do this, they will need to write a special application addressed to the head of the Ministry of Labor. The corresponding bill was adopted by the State Duma on Thursday, October 25.
Earlier, the legislative initiative was approved by State Duma Speaker Vyacheslav Volodin
. He noted that parliamentarians already have additional income, so they should not count on additional payments to their pensions. At the same time, in the process of discussing the possible refusal of bonuses, some deputies stated that their pensions could not be called too high, and urged them not to engage in “self-flagellation.” There was also an opinion that some Russian media deliberately create a negative image of the deputy, making good money from it.
Fair Initiative
At the end of August, United Russia put forward an initiative according to which deputies and members of the Federation Council should refuse pension benefits. The corresponding initiative was submitted to the State Duma for consideration. Initially, it was assumed that parliamentarians would not be able to choose whether to retain the above-mentioned allowances or refuse them, and the abolition of payments would be imperative. This is exactly how Andrei Turchak
, holding the post of secretary of the party's general council. The politician called on deputies and senators to cancel the pension benefits that apply to them.
Over time, the situation in the country, and with it, apparently, the position of United Russia, has undergone some changes. In September, regional elections were held in the country, the parliament adopted a new pension law, which was signed by the president, and the Central Election Commission refused to allow those who insisted on a referendum on the pension issue to hold it. The wave of protests caused by the unpopular pension reform among the population gradually faded away. Against the backdrop of the general situation in the country, United Russia has probably come to the conclusion that it is not worth sacrificing its future pension supplements - everything has calmed down even without this.
Today, State Duma deputies have finally adopted a law regulating the issue of supplements to their pensions. In accordance with it, parliamentarians have the right to refuse the bonus in writing, but the legal norm does not oblige them to do this.
Additional payment for experience
As follows from the law “On the status of a member of the Federation Council and the status of a deputy of the State Duma of the Federal Assembly of the Russian Federation,” every citizen who has served as a deputy for at least five years has the right to receive an additional payment to his pension. Its amount is 46,626 rubles for parliamentarians with five to ten years of experience, and for those whose experience exceeds the ten-year threshold - 63,561 rubles. This additional payment is calculated based on the amount of “monetary remuneration of a State Duma deputy” - 84,774 rubles and is, respectively, 55 and 75 percent of this amount.
Parliamentarians do not have the opportunity to refuse bonuses right now. They must first reach retirement age and only then will they have the right to decide on bonuses. And even if now the people’s representatives claim that they will refuse additional payments, it is not at all a fact that by the time they retire they will not change their minds.
It is worth noting that the official salary of State Duma deputies differs from the above figure and averages 388 thousand rubles per month before taxes. Parliamentarians receive 338 thousand rubles a month and, by the way, some of the people's representatives do not have enough of this amount.
Heavy burden of expenses
For example, some time ago, State Duma deputy from the Communist Party of the Russian Federation Vera Ganzya
complained that the salaries of parliamentarians are not enough for entertainment expenses, and she has nothing left, “only credit card debts.” As an example, she cited a “regional week”, during which she visited an orphanage, where she did not go empty-handed. Hanzya emphasized that such expenses are paid from her pocket and from the party budget, and, perhaps, parliamentarians who have additional sources of income are less affected.
“You can buy a jacket with a deputy’s salary. And a tie. Our salaries are higher than those who elected us.”
Thus, State Duma Speaker Volodin called parliamentarians from the Communist Party of the Russian Federation Valery Rashkin
and
Denis Parfenov
, who came to the meeting wearing T-shirts with slogans against raising the retirement age.
Vera Ganzi's colleague Tamara Pletneva
, also representing the Communist Party of the Russian Federation, noted that no one would refuse to pay for entertainment expenses, but for federal parliamentarians, unlike regional ones, this is not provided, and therefore they have to look for sponsors.

Let us remind you that in the summer the Ministry of Labor calculated the size of the average pension in 2019. According to the data announced by the head of the department, Maxim Topilin, this figure will be 15.4 thousand rubles.
How a rally against raising the retirement age took place in Moscow
“I’m sure [Vladimir] Putin would love to say away with [the government]. We don’t touch Putin, because he is the people’s elected [president]. Since the people have chosen, then let them eat, here is a full cup for you! Vladimir Putin may not yet sign [the bill on raising the retirement age], but he said that he doesn’t like it yet,” Vladimir Rodin, a member of the Central Committee of the Communist Party of the Russian Federation and ex-State Duma deputy, told Znak.com.
It is interesting that the opinions of the protesters and those who are older about the perpetrators of the adopted law were divided. If one part of those gathered, led by the leader of the “Left Front” Sergei Udaltsov, chanted: “[Vladimir] Putin and [Dmitry] Medvedev resign, the government resign! “Edro” (the “United Russia” party - editor’s note) is in the trash can,” then some communists were in no hurry to scold the head of state.
When does a former deputy not receive an insurance pension? Nuances
You should not assume that as soon as a “servant of the people” reaches retirement age, he immediately begins to receive the pension of a State Duma deputy. This is not entirely true; in some cases, the additional increase may even be canceled for a while.
But in what cases is this possible? First of all, if a person who has reached retirement age is active, that is, his term of office has not expired. He, as before, receives the required state remuneration for his work.
The second case is almost similar to the first - if the former deputy remained in the civil service after reaching retirement age and occupied a high position. The insurance pension will not be paid to him until he retires.
Well, given that many of our “servants of the people” have been in the public service for decades, often at a very advanced age, many of them are not paid the pension of a State Duma deputy.
Pension supplement up to 17,500 in Moscow
Pensioner Ivan Ivanovich does not work and receives a pension of 9,000 rubles every month. He has been constantly registered in the capital since childhood. And since he has lived in Moscow for more than 10 years, he has the right to apply for an increase in pension accruals, thereby increasing them to the social standard. The additional payment is calculated as follows: 17,500 – 9,000 = 8,500 rubles.
This is interesting: A pensioner died, high costs for medicines. Can his wife receive compensation for medicines?
The amount of the increase in pension accruals depends on how long the pensioner has been registered in the capital. If he has officially lived in Moscow for less than 10 years, then his pension can only be increased to 11,603 rubles, that is, to the Moscow subsistence level. However, if a pensioner has been registered in the capital for more than 10 years, he can count on a maximum increase up to the social standard of 17,500 rubles.
How to achieve an increased pension?
When discussing the size of pensions, it should be noted that every citizen can significantly influence his retirement income. For example, he can accumulate significant work experience. Since employers transfer funds for the employee every month, the longer a citizen works, the greater the pension he will be able to receive in the future.
The same applies to the size of the salary. With a large income, deductions are higher, which means the size of your future pension will grow by leaps and bounds.
Let’s assume that a citizen is approaching his retirement milestone, but after estimating the size of his future pension on a calculator, he remains dissatisfied with the scale of payments. There are 2 exits here. The first is to continue working without applying for a pension, even when the deadline comes. By holding on for another 5-10 years, you can significantly increase the size of your pension thanks to special allowances from the state.
The second way out is to buy the missing pension points. To do this, you need to send money in the form of contributions, which will lead to an increase in pension contributions. Typically, this method is used when there are not enough points to receive the basic old-age pension.
Pension 2020: latest news on indexation for working and non-working pensioners
2. And then, during his annual address to the Federal Assembly, Putin commented on how officials carried out his instructions to increase pensions by 7 percent. It turned out that it was quite bad. The President scolded the officials and demanded a recalculation:
However, after they stop working, the amounts of the insurance pension and the fixed payment to the insurance pension will be recalculated taking into account all indexations that took place during their work. Recalculation will be made from the 1st day of the month following the month of termination of work.
Amount of insurance pensions for 2020
Let's look at specific figures to see how much a person who has held the post of deputy for five or more than ten years will receive. So, in the first case, it turns out that the amount of the additional insurance pension will be 46,626 rubles.
In the second case, the pension of a State Duma deputy who has held this position for over ten years will be 63,581 rubles. The difference is quite significant, so it is not surprising that many deputies seek a second and third term. Although, for sure, this desire is explained not only by the increased pension increase!

Construction of a Cinema Raising the Minimum Pension Attending a Concert
In particular, it is proposed to increase the minimum Moscow pension “by three thousand rubles a month - from 14.5 thousand to 17.5 thousand rubles,” the mayor said, speaking with an annual report in the Moscow Duma during a discussion of the city budget for 2020-2020.
He also called for raising the salaries of teachers, whose average salary today does not exceed 75 thousand rubles. Finally, he proposed to raise the average salary of doctors by about 40% to 120 thousand rubles per month in 2020-2020.
Pension over 100 thousand rubles
Is it possible that a former deputy, upon retirement, would receive over 100 thousand rubles a month? To answer this question, you need to take into account all factors; everything here is individual, depending on your length of service and place of work.
Thus, the additional insurance pension of a State Duma deputy is not a bare salary, but an increase that is added to the basic pension established by the state. And here it all depends on its size, if it is over 35 thousand per month, then adding 75% of the amount of remuneration for being in the deputy chair for more than ten years, we will get exactly 100 thousand or a little more.
This means that the answer to this question may well be positive!
Minimum pensions increased for Muscovites
The size of the city social standard for a Moscow pensioner increased by 21%. Non-working pensioners who have lived in the capital for ten years or more will receive monthly at least this amount, taking into account the bonus.
There will also be new benefits, including for families raising children (10 thousand rubles for the purchase of a school uniform). Pensioners - people's and honored artists of the USSR, RSFSR and Russia will be given a social payment in the amount of 30 thousand monthly.
