Payments to veterans and home front workers by May 9, 2020

By May 9, 2020, veterans of the Great Patriotic War, as well as home front workers, will receive a lump sum payment towards their pension . It is noteworthy that previously such payments amounted to 10 thousand rubles, and in 2020 they will be significantly increased in connection with the 75th anniversary of the Victory. The law on the PFR budget for 2020 will be amended and 60 billion rubles will be allocated for these purposes, as already announced by the head of the PFR, Maxim Topilin.

In 2020, payments will be received in an increased amount: veterans will receive 75 thousand rubles each, and home front workers will receive 50 thousand rubles each. A statement about such payments was made by President V. Putin on January 18, 2020.

On February 7, 2020, V. Putin signed Decree No. 100 on making one-time payments for Victory Day in 2020 (text of the Decree below).


Presidential Decree on payments for the 75th anniversary of the Victory

In addition, one-time payments for Victory Day can be established by regional authorities . For example, in 2020, the Moscow Government adopted Order No. 99-RP dated March 12, 2019, which approved the provision of financial assistance to certain categories of veterans living in Moscow.

What is the payment amount?

An additional payment to the pension is expected for Russian citizens living, including in the territory of Estonia, Lithuania, and Latvia. The payments were first mentioned in January 2020 in St. Petersburg, at a Government meeting on the occasion of the 77th anniversary of the breakthrough of the besieged Leningrad.

Until 2020, the benefit amount did not exceed 10,000 rubles. The decree was signed on February 7 this year. The total amount of payments is more than 60 billion rubles.

Who will be paid 75,000 rudds

  1. Disabled people of the Great Patriotic War.
  2. Persons who took part in hostilities.
  3. Citizens who received the award “Resident of besieged Leningrad.”
  4. Citizens subjected to forced detention in ghettos and other places created by the Nazis.
  5. Widowed citizens of military personnel who died during the Soviet-Finnish, Japanese, and Patriotic wars.
  6. Widowed citizens of deceased disabled people and persons who took part in hostilities.

Who will be paid 50,000 rubles

  1. Rear workers (06/22/1941 – 05/09/1945) who have been working for at least six months. Exception: labor in territories of occupation.
  2. Citizens awarded medals and orders of the Soviet Union for their labor activities.
  3. Persons held captive in concentration camps.

Which pensioners will receive additional payment by May 9, 2020

Only citizens of the Russian Federation can receive additional payment . In addition, they must permanently reside in Russia or the Baltic countries (Latvia, Lithuania, Estonia). Typically, only those directly involved in hostilities received lump sum payments by May 9. However, in accordance with Putin’s Decree on increasing the amount of payments in 2020, the list of recipients of such payments will be adjusted.

From the text of the Decree it follows that the following categories of citizens will receive payments:

  • 75 thousand rubles each: disabled people of the Second World War, veterans of the Second World War, listed in paragraphs. 1-3 p. 1 tbsp. 2 Federal Law No. 5 of January 12, 1995, as well as widows and widowers of war participants, former minor prisoners.
  • 50 thousand rubles each: home front workers, adult prisoners.

Conclusions and recommendations

  1. It is necessary to check whether the pensioner belongs to the category of citizens noted in the Decree of the President of the Russian Federation dated 02/07/2020.
  2. If the citizen is a person for whom payments are provided, an additional payment should be expected before retirement in May. Some people already received it in April.
  3. If the additional payment has not been received, and the citizen considers himself a person to whom payments are due, he should immediately contact the Pension Fund authorities at his place of residence by telephone or through a personal visit.
