Since 2020, the indexation of pensions for working pensioners has been suspended in the Russian Federation. This decision was made at a meeting at the end of 2020. But, finally, to the delight of all pensioners, justice has prevailed, and as of 2020, Russian pensioners again have the right to receive an increase in their pension in the form of indexation. About 9 million people are included in the category of pensioners who are entitled to such an allowance.
This law was signed on the initiative of Vladimir Putin, who addressed the Federal Assembly with an Address to amend the Constitution and sign new bills. Thus, the law on pension indexation was adopted immediately, in the first reading.
Putin signed a decree on increasing pensions for working pensioners
In his message to the Federal Council, Vladimir Putin initiated the adoption of some important amendments to the Constitution of the Russian Federation. Thus, one of these amendments, which is very important for Russians, was the indexation of pensions. The head of state said that the indexation of pensions for working Russians must be enshrined in the Constitution of the Russian Federation.
As you know, previously, pensions for working pensioners were also indexed. But the amount of this indexation remained only on paper. In reality, Russian pensioners received a fixed amount of pension, and they could count on the calculated indexation amount only after retirement without combining it with work, that is, their main job.
How is the pension paid?
Pension payments are made every month. The pensioner has the right, at his own discretion, to choose the institution that will deliver the pension benefit, as well as the option for receiving it (delivery at his place of residence, at the cash desk of the delivery institution or to a bank account). In addition, you can receive pension payments with the help of a trusted person.
Important ! Receipt of pension payments on the basis of an agreement that will be valid for a year is made during the entire period for which this agreement is concluded, however, there is a nuance: every year the pensioner must confirm his registration at the place of receipt of pension payments.

Putin paid due attention to Russian pensioners in his message. He assured that the retirement age is not expected to increase in the near future. Vladimir Vladimirovich noted that the main task today is to increase the size of pensions and their indexation. And the question of raising the retirement age is not even subject to discussion - no one will even consider this in the near future.

The President of Russia said that a law on indexation of pensions until 2024 has now been adopted. But in the future it will also be continued. Since 2020, pensions of Russians have increased by 6.6%. This figure is twice as high as the inflation rate, which was 3.25%.
And at the same time, it is planned to create a Guaranteed Pension Plan. This is a new system that allows people of pre-retirement age to save for retirement. This is still in development. The Russian government will be assured that Russian pensioners will not face radical changes in the pension sector in the near future.
As for the retirement age of Russians, we can say the following. Amendments to the law on the retirement age came into force on January 1 last year.
Currently in Russia there is a gradual increase in the retirement age. Starting from 2020 and ending in 2028, the retirement age for men will be increased from 60 to 65 years.
For women, similarly, the retirement age increases from 55 to 60 years. This, of course, worries Russians very much, since according to statistics, the average life expectancy in the Russian Federation is less than 73 years. Despite the protests of the population, the authorities still noted that the use of such measures is inevitable.
Options for receiving pension payments
We list the ways to receive a pension.
- Through the post office - you can request delivery of your pension to your home or appear in person at the post office at your place of permanent residence. In this case, the pensioner is assigned a date when he can receive his money, taking into account the plan for delivering it to the post office, however, it is possible that the citizen can receive his pension later, but within the delivery period. You should find out the payment deadline in advance, as it may vary at each post office. If a citizen has not received his pension payments for six months, then further payments are stopped - to resume them, you need to apply to your Pension Fund.
- Through a bank branch - you can receive pension payments through the cash desk of a banking organization or write an application for a bank card. In this case, you can receive your pension through an ATM. The pension benefit for the current month will be credited to the citizen’s account as soon as the funds are transferred by the Pension Fund. As soon as funds are credited to the account, they will be immediately available for withdrawal. Funds will be credited to a citizen’s bank account without commission.
You can apply for a pension on a bank card
- Through an institution that will assume the responsibility for delivering pension payments, you can request home delivery or personally appear at the institution to receive funds. The Pension Fund of the Russian Federation has information about institutions that deliver pension payments (including to home). Payment of pension funds through another delivery agency will follow the same plan as through the mail.
If you have decided on the pension delivery option or decide to change it, you should notify the Pension Fund about the change in this information; you can do this in the way that is convenient for you:
- using a written application submitted to the Pension Fund of the Russian Federation, which was responsible for assigning pension payments (the form indicates the option for delivery of pension benefits)
- in electronic form, after filling out an application in the “Personal Account of a Citizen” on the Internet resource of the Pension Fund of Russia and the Unified Portal of State Services.

- deduction for compensation of the cost of educational/rehabilitation/therapeutic process of high cost.
Residents of retirement age in the Northern capital are entitled to benefits for housing and communal services. This is a standard set of compensations and subsidies, which is guaranteed by the state and is aimed at ensuring comfortable living for elderly people. Housing subsidies guaranteed for pensioners of St. Petersburg include:
- 50% discount on the maintenance of living space and payment for housing and communal services.
Who will receive a one-time payment of 7,000 rubles in 2020?
A one-time payment of 7,000 rubles is due:
- Home front workers.
- Former adult prisoners of Nazi concentration camps, prisons, and ghettos.
According to data as of October 1, 2020, the largest category of beneficiaries entitled to a payment of 10,000 rubles were the widows of deceased participants in the Great Patriotic War - 267,730 people, and the smallest category were persons who worked at air defense facilities in front-line areas, in total - 310 people.

When can retirees receive their money in the mail during the holidays?

Who will receive a one-time payment of 10,000 rubles in 2020?
A one-time payment of 10,000 rubles will be received by:
- Veterans of the Great Patriotic War.
- Former minor prisoners of concentration camps, ghettos and other places of forced detention created by the Nazis and their allies during the Second World War.
- Persons who worked at air defense facilities, local air defense, in the construction of defensive structures, naval bases, airfields and other military facilities within the rear borders of active fronts, on front-line sections of railways and roads; crew members of transport fleet ships interned at the beginning of the Great Patriotic War in the ports of other states (clause 2, paragraph 1, article 2 of the Federal Law of January 12, 1995 No. 5-FZ “On Veterans”).

What is the minimum?
The subsistence minimum is the amount that a person needs per month to satisfy his basic needs. It includes a standard food set, a minimum list of other goods (clothing, cleaning and hygiene products), as well as mandatory payments - travel, utilities. This minimum is calculated separately for three categories - working citizens, pensioners and children under 18 years of age. To calculate the social supplement to the pension, the pensioner’s subsistence level is used.
The minimum is calculated:
- At the federal level. It is enshrined in the budget law. This is the so-called all-Russian living wage.
- At the level of a subject of the Russian Federation. It is approved by the law of each region. This is the regional cost of living.
Since prices for goods and services differ in different regions, sometimes quite significantly, the cost of living is different everywhere. In the northern regions, this figure is higher than in the central and southern parts of the Russian Federation, since food prices there are much higher due to climatic conditions and distance from suppliers. For example, in 2020, the cost of living for a pensioner in Chukotka is 19,000 rubles, while in the Penza region it is 7,861 rubles.
Additional payments to low-income pensioners are made up to the level of the regional subsistence level, and not the one fixed at the federal level. That is, the state will pay a resident of the Penza region up to 7,861 rubles, despite the fact that the federal PMP is equal to 8,726 rubles.
Accordingly, if a person receives more than the basic medical insurance of his region, then he is not entitled to an increase at all.

Feedback from pensioners on the early budget
Recipients of pensions and social benefits are not particularly enthusiastic about the postponement of payments. On the contrary, they express doubts about the need for such a support measure. Here are some opinions:

Svetlana Pavlovna, Kursk. My pension day is 21.22 – I didn’t receive it in March for April. Only April 9th. Probably, they pay earlier to those who are on schedule in the first days of the month.
Natalya Yurievna, Chelyabinsk. I received my pension 10 days earlier, but it is not clear why it was brought ahead of schedule. After all, later it may not be enough when the schedule is restored.
