April 26 marks 30 years since the day when the fourth power unit of the Chernobyl nuclear power plant exploded, and the lives of hundreds of thousands of people were divided in two: before and after the accident.

  • extraordinary allocation of a land plot if it is necessary to build living space;
  • purchasing a dacha out of turn;
  • the right to receive medical care out of turn;
  • the right to priority service at points and pharmacies;
  • the right to provide children with priority places in sanatoriums, medical institutions, as well as educational and preschool institutions. In addition, the state is obliged to allocate 90 rubles daily for food and child support in these institutions;
  • provision of places in boarding houses for the disabled and elderly, as well as veterans' homes;
  • depending on the region, Chernobyl victims have tax benefits - they pay only part or do not pay any transport tax;
  • the right to priority employment after relocation to a new place of residence;
  • Children of Chernobyl victims have priority when applying to universities.

Who can count on her?

The following citizens are entitled to the described state support:

  • people with radiation sickness;
  • those suffering from radiation after liquidation;
  • military personnel who received a complex disability after exposure to radiation;
  • employees of law enforcement organizations and the Ministry of Emergency Situations;
  • doctors and medical personnel;
  • people who were taken out of the accident area in 1986. This also includes those persons who were still in the womb at the time of removal;
  • men and women who became donors for the liquidators. They are entitled to benefits regardless of the city of operation.

Categories of people assigned the status of Chernobyl victims have the right to apply for state guarantees and preferential benefits.   • evacuees from the exclusion zone in 1986 - 2,162.67 rubles,
  • for those living in the residential area - 540.66 rubles,
  • for children and adolescents who live in the resettlement zone and residence zone, as well as evacuees - RUB 1,350.82,
  • children and adolescents who became disabled due to the consequences of the accident - RUB 2,701.62,
  • children and adolescents who suffer from illnesses due to the consequences of the accident - RUB 2,162.67,
  • children and adolescents who live in an area with a preferential socio-economic status - 811.88 rubles,
  • workers and employees (including military personnel, the Ministry of Internal Affairs, the Ministry of Emergency Situations) who became disabled due to work at the site of the accident - 2,701.62 rubles,
  • workers and employees who became ill as a result of working at the accident site - RUB 2,162.67.

Ukraine . Here, the situation of Chernobyl victims is regulated by the Law of Ukraine “On the status and social protection of citizens affected by the Chernobyl disaster” dated February 28, 1991 No. 796-XII.   • persons with disabled status resulting from exposure to radiation after the Chernobyl accident, including: those who were sent or sent temporarily to the contaminated territory to eliminate the consequences;
  • military personnel and those liable for military service, fire service workers and police officers participating in the work to eliminate the consequences of the disaster;
  • persons from among the population evacuated from the exclusion territory;
  • persons who became bone marrow donors to save victims of the Chernobyl accident, while citizens have the right to benefits regardless of the time when the transplantation occurred or the development of disability.
  • citizens performing work on the territory of the Chernobyl disaster (including medical personnel), whose actions were aimed at eliminating the accident and its consequences, including the evacuation of the population, animals and material assets;
  • citizens who left the exclusion zone in 1986, as a rule, these are children of citizens who are at the stage of intrauterine development at the time of evacuation;
  • persons from among the population of the territory of residence with the right of resettlement, as well as citizens who carried out their labor activities in these territories;
  • citizens living and working in areas where socio-economic benefits are provided;
  • persons who moved from the residence zone with the right of resettlement;
  • military personnel serving in territories affected by the Chernobyl disaster.

    • Chernobyl survivors have the legal right to be granted a second leave within the period that is most acceptable for the person.
    • In case of moving to another place of residence, he has the right to priority provision of another job vacancy. At the same time, working conditions and wages should not be worse than at the previous place of work.
    • Opportunity for free examination in hospitals and clinics, dental prosthetics, treatment in hospitals.
    • Annual and extraordinary opportunity to undergo treatment or health restoration in boarding houses or rest homes.
    • The retirement age of Chernobyl victims is lower than that of ordinary citizens.

    Is everyone paid monthly Chernobyl payments?

    If a Chernobyl survivor falls under several categories of benefits, then he cannot receive two payments at the same time.

    For this purpose, the so-called EDV, paid in cash equivalent, has been introduced. A person has the right to refuse certain benefits and keep only EDV, of which there may be several.

    The categories of citizens entitled to social benefits and allowances include:

    1. received radiation diseases;
    2. became incapacitated due to a disaster;
    3. those who fled their homes in Chernobyl;
    4. population living near dangerous territory;
    5. those taking part in the liquidation of the accident at the nuclear power plant;
    6. working in the Chernobyl nuclear power plant zone after the disaster.

    Benefits and payments in 2020 are received by citizens who were near the area exposed to irradiation. Relatives, children, grandchildren and widows of victims can also count on benefits.

    Regional features

    In some regions, the list of preferences has additional positions due to issued decrees and orders or the application of regional coefficients that increase the amount of payments.

    Moscow and Moscow region

    Expanded tax benefits apply in Moscow and the Moscow region. When conducting real estate transactions (sale/purchase), “Chernobyl victims” will receive a tax discount of 1 million rubles. But such an “offer” is valid once during a single tax period (year). In this case, the citizen is not exempt from paying tax - the amount is compensated through a deduction if an appropriate application is submitted.

    Tula region

    In the Tula region, additional payments are provided for health improvement, and the retirement age has also been reduced for living in an area that was exposed to radiation at the time of the accident. Everyone who lived in “Zone 4” for every 4 years of being there gets the opportunity to retire an additional 12 months earlier, but for a total of no more than 7 years.

    Bryansk region

    For residents of the Bryansk region in “Zone 4”, where there is now a normal background radiation and there is no exclusion zone, they are entitled to the same benefits as residents of Tula. The only nuance is the fact that the liquidator has Russian citizenship. If it was received back in Soviet times, then there will be no problems with receiving benefits.

    Rules for registration and receipt

    Social, material and financial assistance is provided automatically after receiving the Chernobyl status. To obtain the appropriate certificate, you must contact either local administrative authorities or social security services.

    In most cases, to obtain a certificate you will need:

    • identification;
    • medical records from 1986 to 1991;
    • resettlement certificate (provided to all evacuees);
    • a certificate confirming that the applicant is a relative of the “liquidator”;
    • certificate of a disabled person (indicating the category and the reason why such status was granted).

    In total, “Chernobyl victims” and members of their families receive powerful government support. This applies to all citizens of the Russian Federation, as well as those who have received a residence permit. Previous citizenship does not matter.
