“I have almost 35 years of experience, I have been working since I was 15 with breaks for two maternity leave. When I saw my pension, I felt bad - a little more than 16 thousand rubles. Friends and relatives said that I have a luxurious pension in modern times. Of course, I don’t want to leave my job, and it’s not even about the money, but if I leave it, it will only be for 16 thousand rubles. I can’t live for a month. What can we say about people with a pension of 10-11 thousand rubles,” said the chairman of the region’s Public Chamber.

“You’re used to a certain standard of living, but here you have to deprive yourself of some things. At a minimum, this is why the pension system needs to be changed.”

Arintseva added that according to international requirements, the pension should be at least 40% of a person’s earnings. In Russia, pensions do not reach this figure.

The issue of “gray” and “black” salaries remains open

In fact, it’s good when older people work, but we need to take care of the development of such a sector as longevity medicine and geriatrics. We also need to develop a mentality of longevity. The Public Chamber of the Kaliningrad Region recognizes two most important postulates:

An innovation from the Public Chamber of the Kaliningrad Region, which no one had proposed before - when calculating pensions, take into account the contribution to the labor economy on a free basis, that is, volunteering.

“Maybe give people the opportunity to choose: early exit and a smaller pension or late exit and a larger pension. The issue of granting the right to choose the method of future old age is reflected in our recommendations, including the option when a person enters into an agreement with the state in advance that no one owes anyone anything. There are such precedents and perhaps this option is worth considering,” Arintseva added.

Problems associated with raising the retirement age

As it turns out, there are plenty of problems. And they concern not only the health of older workers, but their demand in the labor market.

The Public Chamber proposes to transform the system of retraining of older personnel, to pay attention to the development of professions that are not paid according to the “gray” scheme. Olga Arintseva included such professions as a specialist in home care for the elderly, a tutor and a house manager.

“It will be necessary to introduce restrictions on the types of work that people can perform from the point of view of their health, and not just their qualifications,” noted the chairman of the OP.

The bill on modernizing the pension system in Russia must have good information support.
