What is the size of the pension for a veteran of the Great Patriotic War?

The pension of a former military man consists of several deductions: insurance, social, as well as one-time social payments dedicated to certain holidays.

Calculation example

Pension contributions are calculated using the same formula:

  • SP is an insurance benefit paid to disabled citizens;
  • FV is a fixed payment, in other words, an amount that is established by the legislation of the Russian Federation;
  • IPC is an individual pension point, on which the amount of accrual depends; points are made up of length of service, benefits, retirement period, contributions to the Pension Fund and other parameters;
  • SIPC is the cost of 1 individual point, it may change, it depends on indexation, currently SIPC costs 87 rubles.

WWII veterans receive various benefits that significantly increase their pension contributions. However, in order to keep abreast of legislative innovations and to know what benefits certain pensioners are entitled to, it is necessary to have up-to-date information.

Siege survivors' pensions

Blockade status, according to paragraphs. 6 clause 3 art. 3 of Law No. 166 “On state pension provision in the Russian Federation” gives a pensioner the right to receive two pensions simultaneously - an old-age insurance pension and a disability pension, if the citizen has a group. Thus, the amount of the insurance pension is calculated for each pensioner individually based on the pension rights he has formed and the amount of the fixed payment. The disability pension is the same for everyone and depends on the disability group. According to clause 1.1 of Art. 16 of Law No. 166, its amount in 2020 is:

  • 10.57 thousand rubles. for disabled people 1 g;
  • 7.9 thousand rubles. for disabled people 2 gr.;
  • 5.3 thousand rubles. for disabled people 3 gr.

The size of pensions can be increased in connection with regional coefficients, and also if there are disabled dependents on the support of the blockade survivor.

What benefits can veterans expect?

Veterans of the Great Patriotic War are provided not only with state benefits, but also with additional benefits. War participants are also paid additional funds on regular holidays.

Every year the amount of social salaries for pensioners increases. This is due to indexation or the assignment of additional benefits. If, with the new calculation, the pension turns out to be less than the previous one, then the previous amount will be paid. This approach protects pensioners from lowering their pension salaries.

On what basis are payments calculated?

According to the current legislation of Russia, the size of a military veteran’s pension depends on the category. It also affects the calculation and length of service. Distribution into categories occurs depending on the reason why a person received the title.

So, they are classified according to the following criteria:

  • participation in the Great Patriotic War;
  • Leningrad siege survivors;
  • presence of medals and orders;
  • seniority.

A participant in the Second World War is considered to be a citizen who participated in hostilities from 1941 to 1945 for at least six months. In this case, labor activity on the territory of the country under occupation is not considered .

Members of partisan formations are also considered veterans. They were hired to serve in the navy and took part in the construction of defensive structures. They also include disabled children who were injured during the war and have the status of “Resident of besieged Leningrad.”

Intelligence and counterintelligence officers are also considered participants in the Second World War if they performed special tasks behind enemy lines.

Pension benefits for certain categories of beneficiaries

In our country there are now 2 key types of pension benefits:

  • within the framework of the OPS;
  • on state pension provision.

The first type of benefits is also divided into insurance and savings. And insurance is differentiated into:

  1. Age.
  2. Disabled.
  3. Upon the loss of breadwinners.

Social security is also included in state provision. Those who took part in the battles of 1941-1945. and those marked with honorary signs “Resident of besieged Leningrad”, in view of their special services to the Fatherland and the corresponding social status, are legally entitled to count on certain types of such benefits.

What benefits are available to WWII participants and residents of besieged Leningrad?

Those who participated in the Second World War and “blockade survivors” are entitled to state disability benefits and an insurance age pension.
For these persons, various additional payments are provided at different levels:

  1. federal;
  2. regional;
  3. local.

So, for example, in some regions there are local allowances and special services available to veterans and combat participants.

Attention! The law provides that if a pensioner of one of the listed categories has the status of a disabled person, he does not need to choose one of the above, since such a person has the right to receive 2 types of benefits at once.

Disabled state pension

According to the provisions of Federal Law No. 166, individual Russians (due to exceptional circumstances) are entitled to state pensions.
Disabled people of 3 available subgroups have the right to receive state benefits:

  • participated in the Second World War;
  • those who lived in besieged Leningrad;
  • individual persons listed in Art. 4 FZ-166.

Meanwhile, the reason for incapacity for work due to health reasons will not affect the assignment of such payments.

Attention! If a person has acquired a disability due to illegal actions or after deliberate self-harm, he is assigned a disability social pension. Then he will no longer be able to apply for a state pension.

According to Law N4468-1, individual military personnel who participated in the Second World War are also awarded a service pension. Since they have a length of service sufficient to assign such social support.

  • persons in concentration camps who are minors – 4,795 rubles.

Such accruals are called one-time assistance.

The size of the WWII pension for citizens who previously lived in besieged Leningrad

For Leningrad siege survivors 2020 in St. Petersburg, the pension payment is calculated based on the disability group.

Salaries are calculated as a percentage of the basic social sum:

  • for disabled people of the first group, the pension amount is 250% of the full amount of the basic social accrual;
  • disabled people of the second group receive 200%;
  • the amount of pension for disabled people of the third group will be 150% of the amount of social salary.

Persons awarded the special status “Resident of besieged Leningrad” receive funds in a different percentage.

The amounts are presented as follows:

  • for disabled people belonging to the first group, the pension salary is calculated in the amount of 200% of the amount of the basic accrual;
  • for disabled people of the second group, funds will be calculated in the amount of 150% of the basic payment;
  • disabled people of the third group will receive 100% of the amount of social assessment.

If a veteran lives in the Far North, the amount of the basic salary is different and amounts to 8,774 rubles. From this, bonuses are calculated, and then the amount that veterans receive is known.

How much is the pension for WWII veterans and concentration camp prisoners?

Pensions for concentration camp prisoners range from 3 to 5 thousand rubles monthly . Former prisoners cannot receive double payments, although there are good reasons for the additional payment.

As a pension salary, these individuals are awarded compensation for physical and mental injuries received as a minor. They were forced organ donors and were subjected to torture. Among the total number of prisoners, most remained disabled.

What is the pension for WWII veterans and home front workers?

Home front workers are considered to be persons born before 1931. This means that at the time of the war they were of age and able to work.

To confirm the status of WWII home front workers, it is necessary to provide information about their work experience during the Great Patriotic War for at least six months. For citizens who were born after 1931, their work experience must be at least one year .

Today, these citizens are over 85 years of age.

Labor activity in the territory under occupation is not counted.

The work experience of children aged 14 to 16 years is also counted. In this case, working days must be recorded. Children from 12 years of age can receive special accruals if they were the eldest in the family and lost their breadwinner, then their work experience is counted.

For 2020, the average pension for home front workers is 20 thousand rubles per month. The amount corresponds to that received by participants in the Great Patriotic War.

What other cash payments are due?

In addition to pension contributions, blockade survivors receive other forms of assistance from the state, including financial assistance. Financial support is provided in 2 forms:

  • EDV – in the amount of RUB 3,062.00. after the increase on February 1, 2020 and the set of social services (NSS) included in it. NSU - payments are provided in case of refusal of medications, sanatorium treatment and free travel to the place of treatment. The amount before February 1, 2020 was 1,121.42 rubles, after indexation in February it increased by 3% to 1,155.06 rubles. However, it may not be paid in full if the pensioner refused only part of the privileges provided;
  • DEMO – in the amount of 500 rubles. paid to all pensioners who participated in the siege of Leningrad.

There are other forms of support that cannot be directly called monetary. However, receiving social benefits allows retirees to reduce their expenses. For example, blockade survivors are entitled to free housing, medical care (including prosthetics), social benefits, for example, a 50% discount on housing and communal services.

There are also benefits that are more correctly classified as social (installation of a landline telephone, additional leave for employees). All together helps survivors of the siege to increase their comfort of life.

What pension do veterans receive in 2020, correct calculation

The insurance benefit depends on a fixed basic salary, the amount of accumulated pension points and its value at the time of retirement.

To correctly calculate the pension of WWII veterans in Russia, you need to adhere to the formula below.

SP = FV + IPC × SIPC , where:

  • SP – insurance benefit;
  • FV – fixed payment;
  • IPC – individual pension point;
  • SIPC – the cost of one point.

The number of pension coefficients is calculated using another formula:

IPK = SV / SVmax x 10 , where

  • SV – insurance premiums;
  • СВmax – maximum amount of insurance premiums.

The cost of one pension point is constantly changing. So, in 2020 it is equal to 93 rubles.

According to the country's legislation, there is no single minimum pension for WWII veterans. To receive funds and additional payments, you must provide all supporting documents to the Pension Fund. Employees will review the application and assign appropriate charges and allowances.

The amount of pension for payments to veterans of the Great Patriotic War differs from the amount for other pensioners. Pension for WWII veterans in 2020

Citizens who participated in hostilities during the Great Patriotic War on the side of the Soviet Union are recognized as WWII veterans. They are provided with payment of funds as part of their pension provision.

The pension of a WWII veteran is regulated by the following regulations:

  1. Federal Law No. 166 dated December 15, 2001.

The first standard regulates payments for officers of the army and internal troops. The second is for ordinary soldiers called up for military service.

The conditions for assigning payments are: actual participation in hostilities or operations equivalent to them (for example, organizing a partisan movement) and reaching retirement age or a certain length of service.

The categories of pension recipients are specified in Article 2 of Federal Law No. 5 of January 12, 1995. Their list:

  • WWII participants;
  • military personnel who served in the Red Army from 1941 to 1945;
  • persons from among employees of internal affairs bodies (OVD) and state security (GB);
  • civilian citizens participating in events as part of existing formations, internal affairs bodies and GB;
  • workers of production enterprises carrying out professional activities in close proximity to the front line;
  • persons from the destruction battalions that fought against the enemy landing;
  • members of partisan associations;
  • disabled since childhood due to hostilities;
  • persons who served in military formations that are not part of the active formations;
  • winners of the award “For the Defense of Leningrad”.

Pension amounts for WWII veterans in 2020

What kind of pension for veterans of the Great Patriotic War depends on their social status and military rank during the performance of their official duty. For rank and file conscripts from conscript service, a labor allowance (now existing as an insurance benefit) is assigned, for officers - a state old-age or long-service pension.

If today a WWII participant from the rank and file decides to apply for a pension, an insurance payment for old age or disability . Regulatory law - Federal Law No. 400 dated December 28, 2013.

Conditions for establishing old-age benefits:

  1. Availability of a certain insurance period. In 2019, this figure is ten years. That is, the applicant must work for at least 10 years and appropriate contributions must be made for this period.
  2. Possession of an established IPC (individual pension coefficient - point). In 2020 – no less than 18.6. The cost of one point is 93 rubles.

The amount of old-age benefits is determined by the formula:

RV = PC * SK, where:

РВ – calculated value;

PC – accumulated pension coefficient, but not less than 18.6;

SC – cost of one point.

In addition to the calculated amount, a fixed part of the pension is added. Since January 1, 2020, it reached 5,686.25 rubles.

If the applicant has not collected a sufficient IPC, he is assigned a social pension. Its amount is 5653.72 rubles per month. In April, this amount will be indexed by 7%.

The benefit is calculated using the formula:

RP = DP * PC, where:

RP – pension amount;

DP – the applicant’s income for his position;

PC – reduction factor. In 2020 – 73.68%.

If a WWII veteran was injured or fell ill, resulting in partial or complete incapacity, and this was determined by a medical and social examination, an allowance or payment of a second benefit is due. An additional payment is made for recipients of state support money, a second pension is made for those who have received insurance (labor) payments. However, the size of the increase for both categories is the same.

  • disabled people of group 1: 250% of the calculated indicator;
  • 2 groups: 200%;
  • 3 groups: 150%.

The value of the calculated indicator is 5653.72 rubles.

The amount of money paid is subject to revision annually due to rising prices for consumer goods.

Pension indexation schedule for 2020:

  1. Indexation of insurance payments in January by 6.6%.
  2. Indexation of social pensions and the calculated indicator in April by 7%.

The following have the right to receive two pensions at the same time:

  • WWII veterans recognized as disabled;
  • widows of WWII participants who did not remarry.

Additional payments to pension

After receiving pension payments, a WWII veteran has the right to receive a certain package of benefits and compensation. These include the following surcharges:

For dependents. For each disabled family member, an additional payment of 1,884 rubles (for recipients of insurance and disability pensions). Recipients of state support payments for one disabled person are accrued 32% of the calculated indicator, for two - 64%, for three - 100%. 3 people are allowed to register That is, there is no additional payment for the fourth dependent.

Citizens aged 80 years and older. The fixed part of the benefit is paid in double amount - 11,372.5 rubles (only to recipients of insurance payments). For recipients of funds based on length of service, 100% of the calculated indicator (5653.72 rubles).
