What benefits are due to a pensioner after 80 years of age?

The average life expectancy in Russia, according to statistics, is 72 years. Accordingly, there are not so many pensioners who have crossed the 80-year-old threshold. According to estimates by Pension Fund employees, there are no more than 4 million such citizens in the Russian Federation out of the total 145 million population of the country.

People who have reached such a respectable age cannot boast of good health. Their expenses for purchasing medicines, medical services, hiring nurses and house helpers are increasing sharply.

In the form of providing social support to such citizens, federal legislation provided for the payment of additional funds to the pensions they receive. This provision is contained in Federal Law No. 400, adopted in December 2013, and which came into force in 2015.

Supplement to insurance pension

When a citizen reaches 80 years of age, it is carried out automatically, as part of regular recalculations of pension payments made by Pension Fund employees. The amount of the paid pension increases next month, after the citizen celebrates his eightieth birthday.

Thanks to this, the elderly pensioner will not need to go through the authorities, submit various certificates, and wait for a decision on the issue of an allowance. The age supplement, like the main part of pension payments, is regularly indexed to compensate for the loss of purchasing power as a result of ruble inflation. Happened in 2020 indexation increased the amount of surcharge by 7%.

Fixed surcharge amount

Each pension received by Russians, with the adoption of Federal Law No. 400, consists of two parts:

  1. Fixed payment.
  2. The insurance portion assigned in accordance with the amount of insurance points accumulated by the citizen.

After a person reaches the 80-year age threshold, part of the pension in the form of fixed payments begins to be accrued in double amount. Since in 2020 the basic pension is set by order of the Government of the Russian Federation in the amount of 5,334.20 rubles, the age increase in the pension of 80-year-old citizens will be the specified amount.

Regulatory legal acts provide for annual indexation of the amount of additional payments by age, as a result of which their amount regularly increases. So, in 2020, its amount was 4.98 thousand rubles, and after indexation by 7.05%, from January 1, 2020, the amount of the monthly additional payment amounted to 5.33 thousand rubles.

Also, when calculating additional payments, the regional coefficient is taken into account, if there is one in the region where the pensioner worked. For example, in a number of northern regions it is 100%, these include Chukotka, Taimyr, and a number of polar islands. A person who has completed the required insurance period in such difficult climatic conditions receives an age supplement of double size.

That is, instead of the standard 5.33 thousand rubles. in 2020, a “northern” pensioner will receive 10.66 thousand rubles. At the same time, after retirement, a citizen is not required to continue living in the north. He can go to any region of the country, and even abroad, but at the same time continue to receive an increased age allowance.

Benefits for pensioners of the Moscow region in 2020

According to ab. 3 tbsp. 356 of the Tax Code of the Russian Federation, since transport tax is a regional type of collection, the constituent entities of the Russian Federation are given the authority to establish preferences for certain categories of citizens.

  • targeted social support provided in the form of cash payments, food, clothing and basic necessities for low-income pensioners;
  • monthly financial and monetary compensation provided to pensioners who are over 70 years old, living alone or as part of a low-income family, in the amount of 700 rubles;
  • free travel on suburban trains from August 1, 2020 for all pensioners of the Moscow region, regardless of age;
  • pensioners over 60 years of age who are veterans of labor or military service, from September 1, 2020, received the right to free travel on public transport in Moscow;
  • disabled pensioners, or participants of the Second World War, or those who have reached 85 years of age, have the right to receive a monthly supplement to the pension they receive;
  • pensioners near Moscow who have an insurance record of 50 years or more, but have not received state or departmental awards, have the right to receive a monthly financial payment in the amount of 1,074 rubles;
  • pensioners who have reached the age of 100 are entitled to a one-time cash payment of 5 thousand rubles;
  • compensation for landline telephone costs in the amount of 220 rubles every month for those pensioners who belong to preferential categories - labor veterans, military service veterans, persons awarded the “Resident of Siege Leningrad” badge, persons awarded the medal “For the Defense of Moscow”;
  • DEPO (additional monthly pension provision) for WWII veterans in the amount of 14.5 to 18 thousand rubles - in case of special merits to the state;
  • one-time payments for participants and veterans of the Great Patriotic War in the amount of 3 to 10 thousand rubles for special significant dates;
  • annual financial assistance in the amount of 100 thousand rubles for disabled combat veterans who received disability as a result of military trauma while participating in hostilities in Afghanistan, Dagestan and Chechnya during the periods established by the legislation of the Russian Federation;
  • social benefit for funerals in the amount of 5,701 rubles - for those pensioners who took on the responsibility of burying a certain person;
  • compensation for mobile communications costs in the amount of 360 rubles per month for disabled people, WWII participants and widows (widowers) of the specified categories of citizens (paid if it is not technically possible to install a landline telephone);
  • pensioners who find themselves in a difficult life situation, whose income is below the regional subsistence level, can be provided with one-time financial assistance in the amount of up to 10,000 rubles;
  • payments of up to 50 thousand rubles are made to pensioners who find themselves in a crisis situation (fire, flood, other natural disaster);
  • one-time cash payments for pensioners celebrating the anniversary of their marriage: 5,000 rubles - in connection with the 50th anniversary of marriage, 6,000 rubles - on the 55th anniversary, 7,000 rubles - on the 60th anniversary, 8,000 rubles - on the 65th anniversary, 9,000 rubles - on the 70th anniversary or more;
  • annual compensation in the amount of 6,500 rubles for pensioners who suffered from political repression and were subsequently rehabilitated.

Who is entitled to bonuses?

It should be noted that pension bonuses are not available to all pensioners who have reached the age of 80. Such payments are provided exclusively to pensioners receiving an insurance pension. If a citizen has reached retirement age without the required number of IPC points, he will only be assigned a social old-age pension. Accordingly, once he reaches 80 years of age, he has no right to claim additional payment.

If a potential pensioner does not have enough pension points to accrue an insurance pension, he can legally purchase them for a certain fee. In this situation, when a citizen reaches 80 years of age, he will automatically receive a supplement.

Disabled people of the 1st group will not receive additional payments for age: they already receive a 100% increased pension. The provision on additional payments for age does not apply to persons receiving state pensions. Supplement for caring for a pensioner

Citizens who care for a pensioner who has reached 80 years of age are entitled to receive compensation payments. The amount of compensation for 2020 is 1,200 rubles, and, unfortunately, is not subject to annual indexation. This payment was introduced by personal decree of the President back in 2006, and is more of a symbolic amount than real financial assistance for a person caring for an elderly pensioner.

Conditions of receipt

The compensation supplement for caring for an 80-year-old pensioner is paid by the local branch of the Pension Fund of the Russian Federation, along with the pension, to the pensioner himself. Moreover, this citizen does not have to be a relative of the pensioner - it can be a neighbor or just an acquaintance. The main condition is that he must be of working age, not work anywhere, and not be registered with the employment center. All citizens fall under this category, starting from the age of 14 and ending with the age of reaching the pension threshold.

Government Resolution No. 343, adopted in 2007, established a list of documents required to assign compensation payments for the care of an elderly pensioner:

  • Passport and statement from the person providing care.
