Formula
Traditionally, we present the formula for calculating the FSIN pension. It is similar to any paramilitary structures:
Pension = DS*PK*KK*RK
Where DS is the monetary allowance, PC is the reduction coefficient, KK is the correction coefficient, RK is the regional coefficient.
DS consists of the salary for your position and rank, as well as a bonus for length of service. PC is consistent at 72.23% this year. QC depends on your insurance experience. The Republic of Kazakhstan looks at each region separately.
Let's go over each point in more detail to clarify the nuances.
Normative base
The procedures for calculating and paying pension benefits for employees of the Federal Penitentiary Service are regulated by both general civil laws (Federal Law No. 400 “On Labor Payments”) and special Decrees of the Government of the Russian Federation.
The latter include:
- RF PP No. 941 “On the procedure for calculating length of service, assigning and paying pensions to persons who served in military service”;
- Federal Law of the Russian Federation No. 4468 “On pension provision for persons who served in government bodies.”

old age | Art. 8 Federal Law No. 400 |
on disability | Federal Law No. 283 |
for the loss of a breadwinner | Federal Law No. 166 |
Requirements
The requirements for pension recipients are as follows:
- Submitting an application for calculation of a pension and its subsequent issuance.
- Preparation and provision of all documents required by law for proper registration of a pension.
- Availability of sufficient length of service in the authorities to assign pension benefits.
- Staying at the age stipulated by law for granting a pension.
- Confirmation of the fact that an employee of the Federal Penitentiary Service has Russian citizenship.
- Russian registration at the employee’s place of residence.
Purpose of pension insurance
Pension provision for employees who meet the requirements for retirement based on length of service is provided in organizations subordinate to the FSIN. Payments are assigned on the day following the dismissal. The following opportunities for receiving a pension are provided:
Necessary documents for registration
The latest news regarding the 2020 pension reform affected the FSIN to the same extent as all other government departments with the possibility of early retirement. So far, no changes have occurred at the legislative level, however, the provision on increasing all indicators for 5 years has already been submitted to the State Duma for consideration.
To obtain it, you must fulfill a number of conditions: reaching the required age limit (55 years and 60 years for women and men, respectively), having at least 8 years of experience and pension points worth 11.4. In some cases, it is possible to receive it earlier than the deadline.
This is important to know: Pension for mixed experience in the Federal Penitentiary Service
Calculation of FSIN pension: rules and amounts
Certificate of an employee of the Federal Penitentiary Service In the event that government bodies decide to increase length of service, this will not happen immediately; changes will have to be introduced gradually. At this stage of the reforms, the mandatory length of service has not changed. Pension
Important! For FSIN employees who serve in the regions of the Far North or areas equivalent to them, the salary is multiplied by the regional coefficient. More information about pensions, regional coefficients and the list of regions of the Far North can be found in this review.
If an employee of the Department is entitled to early receipt of a long-service pension, then payments will be made from funds at the place of work. Length of service is calculated on preferential terms. 12 months of service is equivalent to 1.5 years if the service took place under normal conditions.
Calculator and calculation of pensions for FSIN employees
Peculiarities of calculating pensions Prisons and detention centers are a state structure that performs the functions of monitoring the serving of sentences by persons who have received prison sentences under criminal charges. Dear visitors of the Pension Consultant portal!
What benefits are available to FSIN pensioners?
Federal Law No. 283, issued in December 2012, states that this category of citizens can claim:
- To buy a ticket to a health center for a quarter of its price;
- To reimburse certain taxes already paid;
- The possibility of receiving financial assistance if serious difficulties arise.
It also matters what climatic conditions were in the region where the subject served. If these were northern regions, then moving costs are paid.
Thus, benefits for former employees of the penitentiary service have a number of significant differences from the pensions received by the majority of citizens. Also, some features make it difficult to accurately calculate the salary received based on length of service. After all, it is necessary to know the specific income of this or that employee of this power structure.

Re-employment
After dismissal from the penal system, it is possible to re-employ in the Federal Penitentiary Service or a similar structure. The dismissal person’s personal file will be kept in the HR department for three years. When re-employed in the authorities, this file can be requested.
An important point is that in case of self-dismissal, the manager does not have the right to give another reason for dismissal or add something to his personal file. If any item was incorrectly recorded, then it is possible to appeal this recording in court.
Among the most important points of dismissal from authorities, it is necessary to remember that independent dismissal is impossible during martial law or an emergency. In this case, the manager has the right to refuse.
You can resign from the FSIN on your own. To do this, it is necessary to carry out the entire procedure, taking into account the nuances of the service. Without reasons, the manager does not have the right to retain the employee, as well as documents and all funds.
Calculation
The calculation of the FSIN pension is carried out in accordance with the established procedure for such calculations.
The procedure for calculating the FSIN pension includes the following immediate steps:
- Submission of an application by an employee retiring from service with a request to calculate his FSIN pension.
- Providing all documents that, in accordance with the current legislation in the country, give the right to calculate such pension accruals.
- Clearly establishing a citizen’s length of service in the authorities, which is required to calculate his pension.
- The purpose of the calculation coefficient, which is used to calculate the pension in each individual case.
- The pension calculation is carried out individually in each specific case when all calculation parameters are established.
- The calculation results are provided to the pension recipient in a report specially prepared for him.
On the basis of what laws are pensions of FSIN employees calculated?
The same legislative acts as for military personnel are responsible for the formation and payment of salaries, namely:
- Federal law number 4468-1, established in February 1993;
- Act number 941, established in September 1993.
Thus, the procedure follows the same pattern.
The regional branch of the Federal Penitentiary Service is responsible for assigning monthly allowances.
“An applicant for this type of benefit must work in a law enforcement agency for at least twenty years. However, the length of service includes not only work in the penitentiary service, but also the period of military service, military training, study at a relevant institution, as well as work as an intern.”
It is also possible that an employee can take legal leave after working for 12.5 years, but this requires one of the following reasons:
- Dismissal due to staff reduction;
- Injury resulting in disability;
- Illness acquired at work;
- Death while on duty;
- Reaching the established age threshold.
Procedure
Thanks to the law, you can quit your job without completing your contract. The right to care at one's own request is enshrined in Article 80 of the Labor Code of the Russian Federation. Article 58 establishes one’s own desire as one of the grounds for terminating a contract. The whole process is regulated and standard:
- a report is filled out addressed to the head of the penal system facility;
- after processing, calculations are made;
- documents are issued and official property, including identification, is taken away.
Officers must notify management 30 days before actually leaving. The junior squad has a standard 2 weeks.
Dismissal has a standard type of process with writing a letter of resignation. In some cases, it is possible for officers to withhold compensation to pay for training. After graduating from a special educational institution, this category must serve a specified period. It all depends on the type of contract. It is worth considering that you can quit in any case.
The dismissal itself can be carried out either in the usual way or through an agreement.
Documentation
Upon resignation, you will need to write a statement using the standard form. For certain categories of employees, a report addressed to the boss is also required. A sample report can be found on the official website of the FSIN or UIS. It is updated every year.
The report is necessary to notify management and find a replacement for the person leaving.
All documents are processed on the last working day. Property can be transferred for inventory earlier. After submitting all certificates and documents to the HR department, the calculation and issuance of a labor report indicating the reason for dismissal is carried out.
The list of documents required to receive a FSIN pension should look like this:
- Application for calculation of such a pension and its issuance to the employee.
- Passport of the pension recipient.
- Work record book of a FSIN employee indicating whether he has the required work experience.
- Individual code for registering an employee with the tax control authorities.
- Evidence that the recipient has a disability group, if this circumstance is taken into account when assigning a pension.
- Federal Penitentiary Service employee ID.
