The Ananyev case
The Basmanny Court of Moscow sent six former high-ranking employees of the Russian Pension Fund into custody.
“Alexander Rudnev, Dmitry Kuznetsov, Evgeny Nikitin, Ruben Efiandzhyan, Evgeny Turchak, Konstantin Yankin were taken into custody. They were sent to pre-trial detention until December 1, 2020. All of them are suspected under Part 6 of Art. 290 of the Criminal Code of the Russian Federation (receiving a bribe on an especially large scale using one’s official position by prior conspiracy),” reports TASS.
All six are charged with receiving bribes on an especially large scale using their official position by prior conspiracy in the amount of more than 200 million rubles. According to the Investigative Committee, they sold information about upcoming government procurements and helped ex-co-owner of Promsvyazbank Alexey Ananyev and the structures controlled by him win bids.
The key counterparty for government contracts was Redsis LLC. Almost 11 billion rubles flowed from the Pension Fund to this company, allegedly for the supply of computers and software. At the same time, the money that was transferred to Redsis LLC flowed abroad, since the company was registered with the Cyprus offshore Ralieva Management LTD, 100% of the authorized capital of which is pledged to Promsvyazbank, which previously belonged to Alexey Ananyev.
In addition to Redsis LLC, there was also a pool of government contracts that exceeded 7 billion rubles. The founder of this company was Mr. Ananyev himself. According to investigators, the former co-owner of PSB carried out a so-called barter deal with the Pension Fund of Russia, employing his former deputy at Technoserv, Alexey Ivanov, as an adviser, who eventually rose to the rank of first deputy head of the fund. In return, the ex-banker received preferences in the form of victories in tenders for the purchase of equipment, software development, and the provision of other services. Both companies listed PFR as one of their key customers.
The investigation, together with the FSB, the Ministry of Internal Affairs and Rosfinmonitoring, established the Ananyevs’ property worth 50 billion rubles, and it was seized. The property of accomplices in the crime is also identified for seizure.
