Where can I find out the remaining maternity capital?

The statement can be received in person at the MFC or at the Pension Fund office. In electronic form, the portal “Gosuslugi” or the Pension Fund of Russia has visual information on the account. To obtain a certificate, you must make a request using the form provided.

The State Services portal is a government resource through which you can order services from most institutions online and find out important information.

Step-by-step algorithm:

  1. Log in to your account on the resource. If your personal account is not registered, you need to register by confirming your identity in a convenient way.
  2. In the section “Pensions, benefits, benefits” find the option “Extract on the provision of social assistance”.
  3. Click the “Get service” button. A window will open where you need to enter the maternity capital certificate number and send the request.

Information about the account balance will be sent to the email address specified during registration within a month. This method is relevant if you need to verify information. When the balance is important to confirm any actions with capital, the algorithm changes.

How to get an official certificate:

  1. Log in to the portal.
  2. In the section "Government" authorities" click on the "Pension Fund" button.
  3. In the paragraph “Obtaining information about the status of an individual personal account,” order a document.

Such a certificate contains information about all funds in the requested account, including maternity capital. If necessary, the resulting form can be printed for presentation at the place of request.

On the Pension Fund website

To track the movement of funds and check the capital balance, you can go to the Pension Fund website.

You need to proceed as follows:

  1. Register and log in to the Pension Fund website.
  2. Go to the “Electronic Services” section.
  3. Find the line “Maternity capital”.
  4. Click on the “Order a certificate” or “Get information” button.
  5. Fill out the form, attaching scans and barcodes of documents proving rights to capital.
  6. Indicate the required type of certificate.

List of documents: application for provision of balance, passport, birth certificate of children, SNILS, certificate, papers confirming non-use of capital.

If the form is required in electronic form, please indicate the email address. The paper format is collected in person, so you should decide to choose a fund branch and indicate the option on the website. Production time is up to a month.

Please note that there is virtually no need to fill out the form yourself. It will contain your passport information, which is pulled from the profile settings that you entered during registration. This form must be sent for verification and the result can be seen. The service is free, but information about the balance of maternity capital may not appear immediately. The application is processed within 30 days. The user is notified of the time the response appears via SMS, notification in the application or email. However, usually the information is immediately displayed on the screen, and a certificate is received within the specified period.

In what cases is a certificate about the amount or balance of maternity capital required?

A certificate of maternity capital balance is an official statement with a stamp, which is provided at the place of request. Cases when you need to take a document:

  • to conclude a mortgage agreement. The statement confirms that the borrower has an amount of money that he can use;
  • to pay for the child’s education;
  • when you need to make a cash contribution to build a house;
  • if you need to spend capital to pay for a share when buying a home;
  • to pay a share contribution upon joining a cooperative, if it is not possible to contribute personal money;
  • if it is necessary to transfer the amount of maternity capital to the funded part of the child’s mother’s pension.

Most organizations, including tax authorities, accept data on the balance of capital, the validity of which does not exceed 30 days from the date of production. Therefore, it is better to take a document on the status of the account upon request.

Why is a certificate of maternity capital required?

Information about the amount of maternity capital is provided not only for the sake of curiosity of the certificate holder.
In some cases, the corresponding extract must be provided at the place of request in order to be able to take advantage of state support funds. These include:

  • purchasing housing with a mortgage;
  • purchasing housing without borrowing funds;
  • payment for education of children (children) in educational institutions, including those included in the preschool education system;

Information about the balance of the capital may be required by the owner of the certificate in order to be able to consciously dispose of it. It is not difficult to obtain it; all you need to do is use online electronic platforms (Gosuslugi, personal account of the Pension Fund website) or contact the Pension Fund directly in person or through the MFC.

Reasons for refusal to issue a certificate

There may be cases when an extract is refused. Common reasons for not submitting a document:

  • depending on how much money is in the personal account (there should be at least 30 rubles left);
  • transfer of an incomplete package of documents;
  • errors in the data provided
  • full use of the certificate;
  • a request that did not come from the owner of the capital.

If the funds have been spent, then you need to receive a certificate not about the balance, but about the fact that the capital has been used. Such a document will look and be called differently.

When it is necessary to use the balance of funds, the form must be ordered in advance. The procedure for obtaining a certificate in any way is free. When the owner of the certificate cannot obtain the information himself, he must draw up a power of attorney, confirmed by a notary, in favor of another person.

Today, with the development of information technology, this information can be obtained in various ways:

  • by sending a request by mail;
  • by submitting an application through the State Services portal.

Indexation of maternity capital

By Law of December 29, 2006 No. 256-FZ, for families who gave birth to or adopted a second child (or any subsequent child), the amount of maternity capital was initially set at 250 thousand rubles.

To ensure that the program does not lose its effectiveness, the state has provided a mechanism for increasing the subsidy paid through indexation, taking into account the level of consumer price inflation actually achieved according to statistics.

As you can see, in 2008 and 2009 indexation did not reach the level of price growth. Over the next two years, the economic situation in the country stabilized, which allowed the Government to increase the indexation coefficient, exceeding the actual rate of price growth.

Since 2012, indexing of maternity capital has not covered the rate of inflation. Thanks to the recalculation, the cost of the certificate in the period from 2007 to 2020 increased by 86.^% (from 250 thousand rubles to 466 ).

The amount of maternity capital in 2020

For the first time, starting from 2020, maternity capital will be paid at the birth of not only the second but also the first child.

In 2020, for the first time in the entire period that the program has been in effect, the state, due to the budget deficit, decided to abandon the indexation of maternal (family) capital. Therefore, in 2020 its value remained at the level of 2020 - 453,026 rubles .

In 2017-2018, the situation repeated itself: due to the difficult financial situation in Russia, it was decided to abandon the next indexation of maternity capital and its size remained the same: 453,026 rubles .

The amount of maternity capital in 2020 : 466,617 rubles for the 1st child and 616,617 rubles for the second child.

Simultaneously with the refusal of indexation, the exact deadline for completing the maternity capital program was determined - December 31, 2018. Now this period has been extended until 2026. Anyone who wants to use maternity capital must give birth or adopt a child before this date. You can obtain and use the certificate later.

Contact the Pension Fund for help

The body responsible for issuing state assistance to families with two children has been appointed by the Pension Fund. An application for the issuance of maternity capital is submitted to this institution, and there the applicant receives a document confirming the subsidy due. And, of course, all information on the remaining part of the monetary support issued is in the personal file of the certificate holder.

If there is a need to obtain a document certified by a regulatory authority indicating the remaining part of the capital, you need to visit the fund’s branch. You can make an appointment by phone or on the Pension Fund page.

To receive a certificate, you need to submit an application. The form is issued at the window of the government agency. A fund employee will help you fill out the application correctly and check the availability of documents. You must present:

  1. Passport of the holder of the certificate for the mat. help.
  2. Certificate issued in the name of the applicant.
  3. Child's birth certificate.
  4. SNILS (it’s faster and easier to find a person in the PF database).

The application processing period is officially 30 days. But in fact, on paper, evidence of the cash balance of capital is issued much earlier. This usually takes 3 – 5 days.

You can send a request to receive notification of the remaining share of the family capital in the account through the post office. In this case, an application is drawn up in free form, which indicates the personal data of the person applying, the number of the certificate and SNILS.

In addition to using the services of the state portal, you can personally contact the MFC or Pension Fund without submitting an online application. In this case, you must bring all the documents listed on the website (see above). In this case, you will receive a paper version of the certificate with information about the remaining money of MK. After contacting the relevant authority, you will receive a certificate within 3 working days.

If you do not dare to submit an application on the State Services portal or do not want to visit the MFC, then do not worry - the Pension Fund is obliged to inform all MK owners about the status of the account annually, taking into account current indexation. When the maternity capital is completely used up, you will receive a registered letter in your name with notification. After receiving the letter, you are deprived of the right to receive maternity capital.

Features of obtaining information in the personal account of State Services

Despite the ease of obtaining a certificate through the website, users often report long delays in receiving information. The problem lies in the fact that Pension Fund employees fill out the data manually, so the latest updates on the status of the MK account are not updated in real time. Therefore, to quickly obtain accurate and up-to-date information, it is recommended to issue a certificate directly to the Pension Fund.
