Many years of hard work distinguish labor veterans like no other elderly people.
Naturally, this category of pensioners deserves special honor and respect, as well as various privileges. And the state is doing quite a lot for this. Over the past few years, a number of preferences have been established to ease the issue of life support for older people.
Thanks to this, the relatively small size of pensions is largely compensated. At the same time, in the constituent entities of the Russian Federation, the regional standard of living is taken into account, and based on this, the number and size of state benefits for this category of pensioners is established.
However, veterans are often unaware of many of the benefits they are entitled to or have incomplete information, which prevents them from taking full advantage of their rights and benefits.
The purpose of this article is to help this category of pensioners understand what privileges they are entitled to at the federal level in 2020. How to obtain the title of Veteran of Labor.
The assignment of status and the procedure for providing benefits is regulated by Law No. 5-FZ of January 12, 1995.
In accordance with the document, the title is given on the basis of regional regulatory documents. Veteran of Labor can be awarded both at the federal level and in one’s own region or region.
To obtain status, a citizen must:
- have a work experience of at least 35-40 years;
- receive certificates of honor or gratitude of federal significance;
- have departmental insignia;
- be awarded honorary titles of the USSR or the Russian Federation, etc.
Recipients of the title
One of the types of incentives established by the legislation of the Russian Federation is the awarding of the title “Veteran of Labor”. A person who meets one of the following conditions has the right to the title:
- whose labor activity began during the Second World War (if the total length of service is at least 40 years for men and 35 or more for women);
- awarded an honorary title, order, medal (if the total length of service is for a long-service pension or upon reaching retirement age).
However, the fact itself is not enough. A citizen must contact the authorized body with a package of documents to receive a certificate confirming the rank.
Application for a title.
The title is not assigned automatically.
In order to receive it, you need to contact the territorial department of social protection with the following documents and copies:
- passport;
- employment history;
- pensioner's ID;
- documents confirming receipt of awards, titles, certificates, gratitude.
If the papers are submitted not personally by the applicant, but by his representative, then a notarized power of attorney must be issued. Documents are reviewed by a commission, which makes a decision on granting status or refusing it.
If a citizen is awarded a title, he receives a certificate. The document is required to enjoy all the benefits provided.
A labor veteran of the Russian Federation or the USSR has the right to relief, regardless of the place where he lives. If a citizen is awarded a regional title, then benefits are provided only in his region.

As already indicated, benefits for labor veterans are established by the regional authorities of Russia.
But there is one subtlety here - since the regions and territories of the Russian Federation are authorized to independently decide what benefits will be provided to veterans, some entities provide preferences to pensioners with this status, subject to termination of work.
Regional authorities independently establish the number and size of privileges for this category of pensioners. Usually this depends on the financial capabilities of the region of the Russian Federation.
In addition to standard preferences, veterans are entitled to various tax breaks:
- If an elderly person has their own property, they do not need to pay property tax.

Housing and communal services benefits for labor veterans are provided when applying to the local social security department or MFC.
This category of citizens has the right to the following:
- reimbursement of expenses for housing and communal services (from 50%);
- payments for housing maintenance and repairs;
- exemption from paying for major repairs, etc.
In most regions, benefits are provided in the form of a monthly pension supplement. It is calculated depending on the established tariffs and standards in a certain area.
Free dental prosthetics.
