Categories of teaching staff

preferential pension for teachers

Teaching activity is legally equated to professions with difficult working conditions. In this regard, they have the right to apply for early retirement and enjoy some social privileges. However, not all teachers are entitled to state preferences.

This list includes the following pedagogical specialties:

  • Directors of kindergartens, secondary schools, vocational schools and equivalent educational institutions (lyceums, gymnasiums);
  • School head teachers;
  • Teachers performing the functions of class teachers;
  • Teachers teaching basic subjects;
  • Teachers teaching labor training and physical education classes;
  • Music teachers;
  • Specialists in defectology, psychology and speech therapy who are on staff in schools and kindergartens;
  • Teachers in preschool educational institutions.

Federal benefits apply to state (municipal) educational institutions, as well as to private ones, where education is conducted in accordance with the program approved by the Ministry of Education and Science of the Russian Federation.

What is included in the length of service for a preferential pension for a teacher?

A preferential pension for teachers subject to Federal Law No. 173 is assigned based on length of service.

Previously, the minimum length of work experience dedicated to teaching was 25 years. With the beginning of the next pension reform, a provision was adopted on the so-called “pension deferment” for 5 years. It is necessary to even out the gap between preferential professions and the bulk of workers in terms of increasing the age threshold for retirement.

The preferential length of service required to assign a pension includes only the years devoted to teaching work.

In this case, only the length of tenure in positions is taken into account , including:

  1. Direct teaching time.
  2. Being on sick leave.
  3. Staying on regular or unpaid leave.
  4. Being on maternity leave and caring for a young child.

The rest of the working time is not included in the preferential teaching experience.

Who is eligible

A teacher who has worked in the educational field for 25 years can count on preferential pension payments for years of service, which are assigned to the teacher indefinitely. However, in order to accrue benefits, a number of conditions must be met.

First of all, the teaching profession must be included in the list of benefits. An obstacle to receiving benefits may be a situation where a teacher teaches in an educational institution that is not classified as a benefit.

At the legislative level, the list of educational institutions and teaching professions that are preferential is regulated by government document No. 173-FZ, according to which the following have the right to a long-service pension:

  • directors and head teachers of schools, lyceums, gymnasiums, etc.;
  • class teachers;
  • teachers of basic subjects;
  • labor and physical education teachers;
  • speech therapists and defectologists;
  • kindergarten teachers;
  • school psychologists;
  • music teachers.

Teaching should be carried out in:

  • secondary schools, lyceums, institutions of additional education;
  • ballet or music schools;
  • gymnasiums with in-depth study of individual disciplines;
  • cadet corps, naval schools;
  • boarding schools for minors, orphanages;
  • nurseries, kindergartens;
  • sanatorium-type schools.

Terms of payment

So, a preferential pension for teachers is granted only if the following mandatory conditions are met:

  • The amount of teaching experience that falls under the “preferential” category is at least 25 years;
  • The teacher’s account must accumulate the minimum number of IPC points required to accrue an insurance pension;
  • Working as a teacher on a full-time basis. The norms adopted today: at least 6 teaching hours weekly, and 240 per year for teachers of secondary schools. For vocational school teachers, the minimum required number of teaching hours has been increased to 360 per year.

After receiving early retirement, the teacher does not lose the right to work in his specialty and can continue his teaching activities.

Conditions for assigning a pension

What are the conditions for receiving an early pension?

The state gives the teacher the opportunity to retire early, as it considers the working conditions of the teacher to be special. What requirements necessary for its appointment must be met?

A specific 25 years of experience is required. You can learn more about the rules for calculating it in the next part of this article.

As mentioned above, the place of work and position of a teacher must be on the list of institutions and positions that provide the opportunity for early retirement. If these conditions are met, this type of pension is guaranteed.

What benefits are available to retired teachers?

After retirement, teachers are entitled to a number of social privileges.

For utilities

Teachers living in rural areas receive special benefits in the public utilities sector after receiving a pension. They are designed to compensate for those everyday inconveniences that are much more common in the lives of villagers than for citizens living in big cities.

Preferences in the housing and communal services sector for retired teachers include :

  1. Exemption from payment for gas use.
  2. Electricity supply at a reduced rate.
  3. For heating poor housing, fuel is supplied by local authorities at preferential rates.

These benefits apply only if there are no debts for utilities. Benefits are provided in the form of monetary compensation for expenses actually incurred by the pensioner.

Honored teacher

The title “Honored Teacher” received by a teacher or lecturer gives its owner additional privileges. So, he is entitled to an increase in pension , which in different regions of the Russian Federation is 17-20%.

In addition, local authorities often provide honored teachers with regional benefits - additional discounts on housing and communal services, partial exemption from local taxes, sanatorium vouchers for medical reasons.

The title of “Honored” teacher is granted in the following cases:

  • The minimum teaching experience must exceed 20 years;
  • The teacher has developed or introduced certain advanced techniques into the learning process;
  • Prepared winners of Olympiads among schoolchildren;
  • He is the author of scientific works and teaching aids in the field of pedagogy.

By length of service

A preferential pension for teachers is only granted if they have 25 years of teaching experience and the minimum required number of IPCs.

As of 2020, the minimum pension coefficient for a teacher is 13.8 points . Only with this number of IPCs, the teacher has the right to count on the provision of pension benefits.

At the time of certification

A teacher who has issued a pension undergoes regular certification on the same basis as all his colleagues.

First of all, he sends an application to the certification commission. After receiving the application, representatives of the commission must recertify within 30 days and assign the teacher a certain qualification category.

The category is valid for five years, after which it will be necessary to recertify again.

Basic transformations

The main change in the pension reform that worries most citizens is the increase in the retirement age.

The changes will also affect the privileged category of the population who work in the social sphere (teachers, doctors, etc.). The reform involves increasing the age to 60 years for women and 65 for men.

On January 1, 2020, a transition period begins that will last until 2028. During this time, the retirement age will increase by 1 year every 12 months.

The need for such innovations is provoked by the rapid trend towards the aging of the nation and a decrease in the percentage of the working population. According to research results, by 2030 the number of pensioners will increase by 3%, and the number of working population will decrease by 2%. Therefore, the Cabinet of Ministers decided to increase the retirement age. The reform also encourages citizens to receive “white” wages, thereby gradually eradicating “earnings in envelopes.”

The bill under consideration provides that future changes will not affect:

  • disability pensioners;
  • single mothers;
  • workers in very difficult working conditions;
  • victims of man-made disasters.

How to calculate your pension

When calculating a teacher's insurance pension, a number of factors are taken into account. These, first of all, include insurance period , which today is calculated in the form of IPC pension points. The number of points depends on the length of work experience during which they were accrued. The size of the teacher’s salary also has an impact, since each point has its own monetary equivalent.

Additional factors influencing the amount of pension benefits include length of service , the number of years worked after retirement age.

To accurately calculate the amount of pension due to a teacher, you can use the online calculator located on the official portal of the Pension Fund.

To receive the approximate amount of your pension benefit, you will need to fill out an electronic form with the required information.

Length of service for teachers from 2020

In 2020, to ease the hardships of the transition period for older teachers, the deferment has been slightly reduced to six months. Therefore, all teachers and teachers who have worked in their specialty for a sufficient number of years will be able to apply for pension benefits directly this year with a delay of only six months instead of the full twelve months.

A similar relaxation applies to pensioners whose length of service has reached the established limit in 2020. These citizens will be able to retire and receive financial payments from the state with a delay of one and a half years instead of a full two. For anyone who gains the required experience in the educational industry later, the deferment will be three, four, and eventually five full years.

Registration procedure and list of required documents

To apply for a preferential pension, teachers will need to contact the local Pension Fund branch. This can be done during a personal visit to the office, sending an application with the necessary documents by registered mail, or online, through the State Services website.

The package of documentation required to apply for a preferential pension looks like this:

  1. Russian Federation passport.
  2. Work record book with specified teaching experience.
  3. Personal income tax certificate indicating the amount of income for the last six months.
  4. If you have a dependent minor child, you must provide his records from the registry office.
  5. Male teachers also provide PF employees with their military ID.
