From July 1, 2020, Federal Law No. 388-FZ dated December 29, 2015 “On amendments to certain legislative acts of the Russian Federation in terms of accounting for and improving the provision of social support measures based on the obligation to comply with the principle of targeting and application of need criteria” introduced the following changes.

The exception is children born in zones of resettlement, residence with the right to resettlement and residence with a preferential socio-economic status. In addition, if the above categories of citizens as of June 30, 2020 had the right to a monthly cash payment, the requirement for the required period of residence in radioactive contamination zones does not apply to them.
In case of revision of the boundaries of zones of radioactive contamination due to the disaster at the Chernobyl nuclear power plant, or citizens moving for permanent residence to resettlement zones, living with the right to resettlement and living with preferential socio-economic status from the specified zones, or changing places of work within the specified zones, monthly Cash payments are provided taking into account the time of permanent residence (work) in the specified zones, calculated in the following order:

— each year of residence (work) in a residence zone with a preferential socio-economic status is counted as nine months of residence (work) in a residence zone with the right to resettlement.
At the same time, in accordance with Law No. 1244-I, non-working disabled people and disabled children permanently residing in areas exposed to radiation contamination as a result of the Chernobyl disaster are provided with a monthly cash payment in an increased pension amount.
Monthly payments are set in fixed amounts, which depend on the time of residence in the specified zones - from 04/26/1986 or from 12/02/1995 - and are indexed annually by the state. In addition, citizens who suffered as a result of the disaster at the Chernobyl nuclear power plant are granted an old-age pension with a decrease in age established by Art. 8 Federal Law No. 400 “On insurance pensions”.
According to the regional Federal Tax Service, “Chernobyl” benefits for land tax and property tax for individuals, as well as transport tax (regulated by the Law of the Tula Region), are provided to persons entitled to receive social support in accordance with Law of the Russian Federation No. 1244-1 “ On the social protection of citizens exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant,” which, among other things, includes:
- citizens permanently residing (working) in the territory of the residence zone with the right to resettle;
- citizens permanently residing (working) in the territory of the residence zone with a preferential socio-economic status;
- citizens permanently residing (working) in the resettlement zone before their relocation to other areas.
In particular, the above-mentioned preferential categories of citizens for land tax have the right to reduce the tax base (cadastral value of a land plot) by 10 thousand rubles in relation to one land plot in the territory of one municipality.
The property tax benefit for individuals is provided in respect of one piece of real estate of each type (residential building, apartment or room, garden house (dacha), garage (parking space) at the taxpayer’s choice.
If the tax authority has information that the taxpayer belongs to one of the preferential categories, and there is no application from the citizen to select a preferential object (if he has several objects of the same type) with the tax authority, the benefit will be provided automatically for one object with the highest tax amount.
At the same time, local governments have the right to establish additional benefits for personal property tax and land tax for certain categories of citizens and the procedure for their provision.
Regarding the transport tax for preferential categories of citizens living within the boundaries of radioactive contamination zones due to the accident at the Chernobyl nuclear power plant, a benefit is provided for one unit of a passenger car with an engine power of up to 250 hp. With.
