The legislative framework
The implementation of bonuses for length of service in various fields of activity is regulated by various federal bills.
However, for military personnel, the fundamental legal documents are:
- Federal Law of November 2011 “On financial support for military personnel” - determines the possibility of receiving a monthly bonus according to length of service;
- Decree of the Government of the Russian Federation of December 5, 2011 No. 992 “On the establishment of salaries for military personnel serving under contract” controls all the nuances of financial support for contract military personnel.
In addition, there is an Order of the Russian Ministry of Defense, which strictly sets out the rules for paying the bonus, the conditions for its calculation, and the categories of military personnel who can rightfully receive a monthly supplement to their official allowance.
Legislative regulation of obtaining a military mortgage upon dismissal

Basic Concepts
It is important to understand that additional payments in military salaries are percentages, and are taken into account not only for length of service in the armed forces of the Russian Federation, but also for length of service in the army of the Soviet Union.
This additional payment can also be received by civilian workers who were involved in army service (cooks, medical workers, etc.).
The percentage increase is determined by current federal legislative documents, which guarantees the protection of the rights of every military personnel in the Russian Federation.

Pension amount
The most common type of pension for employees is service. Currently, it is enough to accumulate 20 years of experience to retire to the reserve.
If you cannot collect that many years, you can retire when you reach 45 years of age. But at the same time, the total work experience should not be less than 25 years, of which half should be in service in the Armed Forces or government departments equivalent to the army.
Military allowances
Employees' pensions, calculated in monetary terms, consist of different parts:
- salary corresponding to the position held;
- salary, which is provided for a special or ordinary military rank (with the exception of promotions that a citizen undergoes in special conditions or areas);
- percentage or monthly bonus for length of military service;
- payments during indexation of monetary allowance.
From October 2020, the benefit amount will increase by 4.3%. Until this time, when calculating the size of military pensions, DD was used in the form of 72.23% of the basic allowance. From October, the reduction factor will increase to 73.68%.
Conditions for increasing the amount of payments
To qualify for increased government payments, individuals must meet the following criteria:
- Citizens who were injured leading to disability as a result of participating in hostilities. They can expect a monthly income increase of up to 300%.
- Disabled people of the Second World War. Citizens who received an award for living in Leningrad during the siege and who have a disability group. This group of individuals will receive an increased pension from 100% to 250%.
- Have the status of participants in the Second World War, veterans who served in combat, are residents of besieged Leningrad (you must have the appropriate awards), prisoners of concentration camps, citizens who received a disability group as a result of hostilities. These categories can expect a 32% increase.
- Russian citizens who have served for 6 months or more in the Armed Forces, who worked during the Second World War, who have awards for impeccable service or selfless work for the good of their homeland, individuals who are victims of political repression, after rehabilitation. Such citizens can count on an increase in pensions by 16%.
- Other categories (for example, military personnel who served under contract), included in the list by the relevant regulatory act, will receive more (from 15 to 100%).
If Russian citizens have been repeatedly awarded the title of Hero (of the Soviet Union, Labor of the Russian Federation or Socialist), then the increase in pension benefits will be carried out separately for each title.
Indexation of pensions in 2020
Over the past few years, there have been discussions regarding the need to increase government payments to the military. Last year, the Government indexed such incomes, thanks to which they increased by 4%.
Another increase in pay is planned for 2020, so employees of the Reserve Armed Forces should expect an increase of 4.3% from October.
But, due to the ongoing inflation in the country, the real increase in government payments will occur by only 1.08%.
Which military personnel receive the bonus?
Initially, you need to understand that the formation of additional payments is carried out on the basis of several parameters, calculated in a special way, which depend on individual factors.

- Officers, warrant officers and sergeants undergoing contract service;
- Marine employees who carry out their military duty on nuclear submarines or minesweepers;
- Pilots;
- Submariners;
- Military personnel who are crew members of Russian warships;
- Civilian workers carrying out official labor activities in structural units of the RF Armed Forces.
The right to apply for a percentage bonus for length of service is granted to:
- Military personnel with at least two years of experience;
- Civilian employees working in the Armed Forces of the Russian Federation with at least one year of experience.

This makes it possible to take into account the period of military service if a citizen intends to carry out permanent professional activities in the RF Armed Forces under a contract.
You can calculate the bonus for length of service yourself, as a percentage of your monthly salary, if you know exactly the number of years given to military service. The surcharge is calculated every month and does not require the constant participation of the military.
All calculations are handled by the accounting department, which accurately determines the length of service of each specific serviceman and charges an additional payment in an equivalent amount, which is added to the basic salary and is accrued along with it in a single payment.
Amount of bonus for length of service
In most cases, military personnel who have only served the first two years in the RF Armed Forces will receive an additional payment of ten percent of their official salary. However, some categories of military personnel can rightfully expect to receive an increased bonus.
This group of military personnel includes:
- Sailors serving on submarines and minesweepers;
- Submariners;
- Pilots.
The above-mentioned specialties receive a bonus for length of service one and a half times more than ordinary military personnel.
Catapult test pilots and parachutists testing parachute equipment receive double salary. And paratroopers and employees of warships included in ocean expeditions receive one and a half of their standard rates.

The percentage of military personnel increases with each year of service. Civilian employees of military formations of the RF Armed Forces can count on a faster increase in monthly wages, in contrast to regular military personnel.
For the military, the percentage increase for length of service increases every five years.
