The peculiarities of the work of rural teachers are taken into account by the state. Due to increased complexity and tension, as well as for a number of other reasons, teachers are provided with benefits and additional financial payments. Privileges are relevant for all representatives of the profession, regardless of region, specialization and number of children studying. These parameters affect the scope of benefits and the amount of payments, but are not a condition for providing support.

Regulatory framework

The list of benefits and other measures of state support for rural teachers is determined by the relevant legislative acts. The main document is Federal Law No. 273 “On Education”. This document regulates the provision of utility benefits and monetary payments of a compensatory nature (Article No. 47). In accordance with the norms, these support measures for teachers are provided at the expense of the budget of the subject of the federation in which the specialist is employed. Previously, support measures for rural teachers were determined by the norms of Federal Law No. 3266, according to which the volume and type of benefits did not depend on the level of the educational institution and its municipal affiliation. In the current version of the Federal Law, administrative measures take into account the territorial affiliation of the educational institution, the age of the teacher and other aspects. Thus, rural teachers are provided with additional benefits that are not available to their colleagues working in cities.

Rural specialist benefits for utilities

Medical workers have the right to retire early if they work: Indicators Experience In the city 30 In rural areas 25 Age restrictions are not taken into account. Working conditions are also taken into account. Based on this, 3 methods for calculating length of service have been adopted:

  • professionals and retirees living alone;
  • families of two people, if both are old-age pensioners;
  • families in which a specialist or pensioner lives together with a dependent minor child; disabled; a family member under the age of 23 studying full-time (with the exception of additional education).

General and private benefits

Every teacher, regardless of where the educational institution is located, has the right to a number of additional motivating bonuses to the basic salary for the position. Additional funds are accrued along with the monthly salary. The so-called salary benefits include the following types of additional payments accrued for:

  • classroom management;
  • work on correction programs;
  • home schooling;
  • checking notebooks;
  • harmful when working with chemicals and other substances;
  • purchase of teaching aids, etc.

The size and availability of some benefits depend on the region of employment of the teacher; the administration of the locality has the right to independently regulate their list within the framework of current legislation. The above list is fixed at the federal level and is mandatory to provide. As for rural teachers, in this case the following targeted benefits are available:

  • one-time cash benefit. Provided upon the teacher’s move to a rural area and employment in one of the educational institutions. The purpose of the payment is financial support for a specialist and increasing the literacy level of rural school-age children;
  • salary supplements. As part of the benefit program, teachers working in rural areas are entitled to an appropriate additional payment. The calculation of the premium amount is carried out according to a coefficient greater than that applied in other cases. The amount of additional payment is subject to increase depending on the experience accumulated by the teacher while working in a rural educational institution;
  • additional bonus. Another incentive payment due to a teacher who has worked for three years or more;
  • transport benefits. Teachers have the right to free travel on commuter routes. Some regions offer full or partial reimbursement.

These privileges are reserved for rural teachers by federal legislation; additional benefits may be provided at the regional level.

Cash compensation

In terms of motivating and compensation payments provided for by law for teachers, it is necessary to note:

  • reimbursement of costs through housing and communal services. Funds are paid in a set amount (regulated by the local administration) based on calculations as a percentage of the accrued amount. To receive benefits, you must register your status and provide the required documents at the local government office;
  • reimbursement of rental expenses. For rural teachers who do not have their own housing and live in rented space, the state provides reimbursement of part of the expenses. Funds are paid upon presentation of a receipt confirming the relevant expenses;
  • covering part of the costs of paying bills for basic resources and repairs. As part of the benefit, money is paid for fuel consumed, including when using autonomous systems, hot water supply, electricity, etc.

Compensation payments for resources are made based on consumption rates, meter readings, etc. Some benefits and payments are provided only to rural teachers who have reached retirement age and have accumulated more than 10 years of departmental (continuous) experience.

Privileges for young teachers

For graduates of pedagogical universities who decide to work in rural schools, the state provides additional benefits as part of the corresponding motivation program. An increased coefficient of salary supplements and housing compensation are among the main incentive measures. In addition, young professionals who decide to work in the countryside can count on the following benefits:

  • material aid. The so-called lifting allowances are paid to teachers who agree to work in rural schools;
  • bonus for time worked. Paid every three years;
  • compensation for the cost of travel tickets on intercity routes;
  • housing subsidies. When applying for a mortgage loan, the state is ready to contribute up to 40% of the required amount (of the cost of the purchased property);
  • participation in benefit programs in the area of housing lending;
  • refinancing a previously taken out mortgage loan.

In accordance with the current edition of the Labor Code of the Russian Federation, young teachers of rural schools are required to be provided with living space. If there is no housing in the selected area, the teacher is provided with real estate for rent, with compensation for part of the payment costs.

Transport tax for rural areas

Not only city residents have the right to help from the state. However, there are also rural benefits. which are designed to provide assistance and support to those who decide to live away from the city. In fact, there are more and more people wanting to leave the cities and go closer to nature.

However, before deciding to take such a step, it is worth familiarizing yourself with the benefits that will be provided. After all, rural life is significantly different from the usual city life. There are federal programs that specify benefits. But a lot also depends on regional authorities. The state is interested in increasing the number of people wishing to live in the village.

Therefore, there are programs that provide fairly good conditions.

However, rural benefits are also designed to ensure that young specialists in various fields become more firmly entrenched in the life of the village. After all, the development of a village requires not just residents, but also professionals in various fields. This is a question of schools and kindergartens, a question of health improvement.

It is unlikely that anyone would agree to live in a place where it is practically impossible to get to school, and you can completely forget about medical care. And therefore, those citizens who live and work in the village are compensated for the expenses that go towards paying for housing. This is done in the form of monthly payments.

Medical, educational, and social workers can count on such assistance. Managers, veterans and pensioners who have worked for at least ten years in the village are also entitled to these benefits. The categories of citizens who are entitled to benefits are quite large.

Therefore, getting help from the state will not be difficult.

However, in order to be able to use rural benefits, you will need to submit the necessary documents. The list includes an application, a certificate of family composition and passports. If there are children in the family, a birth certificate will be required. You also need to add a pension insurance certificate. But for the category of pensioners, a pension certificate is required.

A certificate with an order from the place of work is needed for those who work. It is also worth adding a receipt for payment of housing and communal services, documents about the area of housing and a copy of the passbook. After this, the amount that goes to pay for housing will be returned to the account specified in the savings book. This means that funds will be taken into account not only for paying for housing, but also for paying for utilities.

Rural benefits are provided for:

  • Teachers and educators.
  • All teaching staff.
  • Medical workers and doctors.
  • Pensioners who have worked in the village for at least ten years.

I found one law, or rather a resolution from 2010. “social development of the village”. In your own words, you can interpret that such residents can receive help in updating and reconstructing their housing.

In this case, it is not specifically stated who and under what circumstances is entitled to such assistance. Everything is vague and written in general phrases.

When contacting a lawyer (on one website a girl asked a similar question and was answered online), the answer was also received - contact the appropriate place and write a statement.

I also heard and read in the press that medical workers who recently graduated from a university and went to work in rural areas received subsidies for the purchase of housing, but I have not heard the same about young teachers.

Electricity costs differently in different regions. For example, in the Volgograd region in rural areas, the price for electricity is 2.99 rubles per 1 kW/h. electricity consumed in the private sector (valid until July 1, 2016), and in the Moscow region - 3.18 rubles per 1 kW/h. Note. Compared to the urban tariff, the rural tariff is less and is 0.7 of the urban tariff.

Rural residents in our area can receive free firewood every year for heating their houses, and standing timber for repairing their estates once every five years.

Nowadays they give 100 thousand for it, lumber costs twice as much. Benefits for state employees (doctors, teachers), including allowances, are different in each locality.

In every rural administration there is an announcement about how many cubic meters are allocated for repairing a barn or stable, 10 cubic meters for stove heating (every year), 200 cubic meters for building a house (once) this is in the Vologda region. But it’s easier for people to buy two cars of already sawn wood.

don’t wait for the timber to be taken away in order to look for a crew to cut it down and take it away. For building a house, of course, you will find a crew to harvest the timber. Electricity in the countryside is cheaper than the city, 2.68 kW/h.

Not all citizens of the Russian Federation take advantage of the opportunities they are entitled to by law. Many are not aware of the news in this area, and some simply do not have time to run around the authorities and find out what exactly they are entitled to. There are very few people who take full advantage of all the privileges granted to everyone by law.

Rural residents pay transport tax (TN) at the same rates and within the same time frames as urban residents. As for benefits, the state does not consider this category of citizens as beneficiaries under TN, so it is also impossible to say that they have an advantage over city residents in this regard.

Nevertheless, both in regional and federal legislation there are benefits that exempt rural residents from paying car tax.

Such benefits are aimed at supporting agriculture, and therefore apply only to those car owners who are engaged in agricultural work.

We will tell you more about which of those living in rural areas have the right not to pay road tax, below.

According to the Tax Code of the Russian Federation, transport tax in rural areas is not paid by agricultural producers. You can only be exempt from paying road tax for those vehicles that are involved in agricultural work.

The following are not subject to taxation: 5) tractors, self-propelled combines of all brands, special vehicles (milk tankers, livestock trucks, special vehicles for transporting poultry, machines for transporting and applying mineral fertilizers, veterinary care, technical service), registered to agricultural producers and used in agricultural production. work for the production of agricultural products.

clause 2 art. 358 Tax Code of the Russian Federation

Producers of agricultural products are considered not only organizations, farms and agricultural cooperatives, but also ordinary citizens who run personal subsidiary plots.

The following are also recognized as agricultural producers: 1) citizens running personal subsidiary plots, in accordance with Federal Law of July 7, 2003 N 112-FZ “On personal subsidiary plots”

Part 2 Art. 3 Federal Law of December 29, 2006 N 264 “On the Development of Agriculture”

That is, if you grow potatoes on your plot and you have a tractor that you use to plow the land, then you have every right not to pay tax on this tractor.

To receive the benefit, you must contact the tax office that serves your area, collecting the following documents:

  • an extract from the household register or a certificate from municipal authorities (to prove the maintenance of private household plots);
  • documents for the land plot and the vehicle;
  • application for benefits (we wrote about how to fill out an application correctly here).

Please note: In order not to pay car tax, you should contact the tax office with this package of documents every year.

Additional benefits for producers who have at least 70% of total revenue from the sale of agricultural products are established in the following regions of the Russian Federation:

  • Krasnoyarsk region;
  • Novgorod region;
  • Nizhny Novgorod Region;
  • Orenburg region, etc.

In the above areas, you can avoid paying tax not only for vehicles that are involved in agricultural work, but also for all vehicles registered to the manufacturer.

You can find out about benefits for village residents in your region using the table below. To do this, select your region from the list and on the new page go to the “Tax benefits” section. Benefits for retired teachers

Russian legislation provides for comprehensive support for pensioners. Rural teachers who have worked in their profession without changing jobs are entitled to a long-service pension from 25 years of age. Along with general pension privileges, pensioners of the education system who have accumulated experience in rural educational institutions are provided with the following benefits:

  • 100% reimbursement of costs for the cost of consumed natural gas. Compensation is provided for the use of autonomous and centralized consumers (heating systems, ovens, etc.) of gas fuel;
  • benefits on electricity tariffs. The calculation of the amount to be paid for rural teachers is made taking into account the standards established in a particular region and depending on the area of housing;
  • discounts or compensation (depending on the region) when purchasing solid fuel. Privileges are also provided for other types of fuel. In this area, there are regulations that prevent illegal commercial activities. That is, a pensioner does not have the right to buy fuel at a special price above the maximum calculated based on the heated area.

These benefits for retired rural teachers are provided on the principle of compensation payments.
A citizen consuming a resource must provide receipts confirming the absence of debt for housing and communal services, as well as checks with the amount of costs for resources. The state compensates the amount within the established norms, taking into account current prices. According to experts and reviews from teachers who receive benefits, the established standards for electricity, fuel, etc. are very low. The procedure for paying monetary compensation through housing and communal services for rural teachers (line and management staff) who are on the staff of state educational institutions is regulated by Resolution No. 963. The amount paid to teachers as part of the benefit is set at up to 1,200 rubles. Expenses for payment of bills for heating, energy supply and household maintenance of residential premises are subject to compensation. These benefits are provided on an application basis, the procedure for registering the right to a discount is quite simple, you can go through it by contacting your place of work. Pension privileges for teaching staff are also issued through the human resources department at the place of former work. In accordance with current legislation, benefits for retired rural teachers are provided upon accumulating 25 years of continuous work experience.

Compensation for utilities for medical workers

  • At least once every six months, provide social protection with payment receipts for water supply, gasification, heating and electricity, as well as if charcoal was purchased

Features of providing housing and communal services benefits

Despite the simplicity of the registration procedure, it should be taken into account that there is a difference between the list of compensated services for teachers living in a private house and teachers living in an apartment.
In the first case, the employee can count on reimbursement of the cost of consumed electricity and heat. In the absence of a centralized heating system, benefits are provided through the purchase of fuel - solid or gaseous. Residents of rural apartment buildings, along with basic resources, are compensated for such housing and communal services as: major repairs, removal of solid waste, etc. The amount of compensation for other utilities, excluding electricity and heat, is calculated using a formula and depends on additional factors, including the income of teachers, the presence of special titles and rights to additional benefits. In general, rural teachers can receive a discount of up to 60% of the cost. In addition to the above factors, the size of the benefit may be influenced by the region of residence of the employee (pensioner), since the local administration has the right to establish its own rules.

In some cases, rural teachers may be provided with 100 percent reimbursement of costs through housing and communal services. Such benefits are provided for pensioners of the education system who have retired due to length of service. In the case under consideration, the amount of compensation and the right to receive it do not depend on the decisions of local officials, the type of housing owned by the pensioner and other factors mentioned above. In general, benefits are provided regardless of length of service and the presence of additional statuses.

Conclusion

The state provides teachers who choose rural educational institutions as their main place of work with an expanded list of benefits compared to colleagues employed in urban schools. You can add to the list of additional privileges:

  • the right to provide own or rented housing;
  • compensation for housing and communal services and transport benefits;
  • the possibility of refinancing old mortgage loans;
  • the right to receive a subsidized housing loan, etc.

Young rural teachers are paid allowances. For teachers employed in urban educational institutions, other benefits are relevant.

Rural specialists are entitled to a payment to pay for housing and utilities

For those who have retired, the payment continues provided that they retired immediately upon completion of work in a specialist position, filled it for at least 12 full months immediately before dismissal, and worked in rural areas for at least 10 years. Another condition is that retired specialists must continue to live in rural areas.

  • professionals and retirees living alone;
  • families of two people, if both are old-age pensioners;
  • families in which a specialist or pensioner lives together with a dependent minor child; disabled; a family member under the age of 23 studying full-time (with the exception of additional education).
