Calculation of northern allowances for contract servicemen

Features of service in the north

Contract service

When entering military service on a contract basis, a serviceman is offered a standard salary without specifying any preferential conditions, but the contract specifies the place where the contract soldier is going to serve.

If the place of service coincides with the concept of “northern region”, then the corresponding benefits are automatically assigned, which relate to two main areas:

  1. Assignment of additional wages taking into account the so-called northern coefficient.
  2. Providing benefits for early retirement.

The table of coefficients for the standard salary of military personnel for contract service in the north is given below.

District nameCoefficient value
Komi Republic and Kamchatka region1,6
Saha Republic1,7
Murmansk region, Krasnoyarsk1,8
Chukotka and Sakhalin2,0

This list of territories that are equated to the northern ones is not complete, but it allows us to estimate the level of wages of a contract soldier who serves in a particular area.

Accrual rules

An increase in the earnings of a citizen working in the northern region is carried out in the following order:

  • Accruals are made only on net income, without taking into account the local coefficient adopted for a given territory.
  • Subsidies are added only to amounts related to earnings. Material assistance, bonuses for memorable dates and holidays, compensation for travel and treatment, additional payment for the length of work are not taken into account in the calculations.
  • Payments are made for income above the minimum wage (minimum wage).

Northern surcharge percentage

According to legislative norms, all regions of the CS are divided into four types according to the severity of the climate. Each type of terrain has its own additional percentage charge. The amount of surcharge for each of the districts of the KS:

Additional privileges

In addition to the introduced coefficients, each region of the country with harsh service conditions is assigned to one of four difficulty categories. For example, Chukotka belongs to the first category of complexity. This division makes it possible to introduce additional preferential allowances, which are defined as 10% of the soldier’s initial rate and are added for every six months of his contract service in the north.

As a result, if a contract soldier serves for 5 years in an area of the first category of complexity, then his salary only under this benefit will increase by 2 times. In the case of the fourth category of complexity, this premium will be 30%.

In addition to increased salaries, contract military service in the Far North offers other benefits. The main ones are the following:

  • The state provides housing to the contract soldier within three months after the start of his service;
  • there are lists of things and products that are also given to military personnel free of charge;
  • the opportunity to travel once a year for free from any part of Russia to another point and back, regardless of what type of transport (train, plane, etc.).

How are bonuses calculated in the Far North?

The accrual of additional payments begins after an individual has worked a certain number of months in the territories of the Constitutional Court.

For areas of categories 1–2 you need to work for six months, for areas of types 3–4 – 1 year. After this, the accrual of 10% additional payments to the salary or earnings begins. Every six months, subsidies increase by 10% to reach 60% for regions of type 1–2. Then a 10% increase in increase will occur after a year of constant work, up to the established maximum of 80-100% for the area.

In territories belonging to category 3, you will have to work for a year before the next 10% increase in salary increase, and in territories belonging to type 4 - 2 years. Accruals are made until the payment reaches its maximum limit, equal to 30% for regions belonging to type 4, and 50% for areas of category 3. This calculation procedure is accepted by employers for all workers, except for young professionals under 30 years of age.

Calculation of the northern allowance for youth under 30 years of age

Young people working in the regions of the Far North (FN) enjoy preferential accelerated accrual of an increase in earnings. The procedure for additional payments of cash payments to northerners, depending on the type of territory and length of work:

Terrain group Amount of subsidies, % Duration of employment, after which the worker has the right to additional payment, months Amount of initial payments, % Increase increment step (amount of increase in additional payments for a specified period), % Length of work required to increase the additional payment, months
1 100 6 20 20 6 (until reaching 60%);

12 – after this period

2 80 6 20 20 6 (until reaching 60% value)

12 – after this period

3 50 6 10 10 6
4 30 6 10 10 6

For those born at CS

The procedure for accruing additional wages and salaries for people who were born in one of the northern regions and lived there for at least 5 years before December 31, 2004 is different. When employed, they are entitled to a maximum additional payment to their earnings in accordance with the limits established by law, starting from the moment they start working.

Northern allowance for military personnel

Citizens serving in the armed forces in the territories of the Constitutional Court also receive additional payments, but not to earnings, but to monetary allowance. The percentage rates of subsidies for the military and the payment procedure are similar to additional charges for civilians. The amount of the increase depends on the following factors:

  • service region;
  • the age of the citizen (young military personnel can count on an accelerated payment procedure up to the maximum limit established by legislative regulations);
  • duration of service in a given territory.

Features of calculation when moving

If an individual moves to an area where the procedure for calculating payments is different or they are not issued at all, then the increase in earnings is recalculated. If a citizen worked for 6 years at a CS, after which he left for the south, worked there for 3 years, and returned back, then when calculating the increase, his five years of experience in the northern area will be taken into account. If a citizen’s subsidy amount is the maximum value for the region, he has moved to an area with lower payments, then one can only count on the maximum values of additional surcharges for the given area.

Requirements

Contractors on a special assignment

To perform military service under a contract in the north, candidates are subject to the following requirements:

  • The contract worker's age is between 18 and 45 years.
  • The candidate must have some kind of education (those with a school education are also hired on a contract basis in the northern regions).
  • There should be no serious health problems.
  • There must not be any criminal record.

Social factor

These, in particular, included periods of: - work in the regions of the Far North and equivalent areas (counted at one and a half times the rate); - military service on conscription (counted at double the rate); - service in the active army (counted at triple rate) .In accordance with Federal Law N 173-FZ “On Labor Pensions in the Russian Federation”, Article 30 states that the calculation of the duration of periods of labor and other socially useful activities before January 1, 2002, included in the total length of service in accordance with this paragraph, is carried out in calendar order according to their actual duration, with the exception of: periods of military service upon conscription, which are included in the total length of service at double the rate.

Disadvantages of contract service in the north

What are they? Service in the army under contract in the north is not only a number of attractive benefits for young people, but also a lot of disadvantages, which mainly concern their health. Due to the harsh climate in the Far North, long-term stay in them even in healthy people can cause the following diseases:

  • The emergence of chronic respiratory diseases. For example, chronic bronchitis. If such diseases were already present in the contract soldier, then in the northern climate they can become much worse.
  • Decreased hemoglobin levels and other diseases of the cardiovascular system.
  • Lack of vitamins (mainly vitamin D) and minerals, which lead to problems with teeth, skin, and deterioration of the general condition of the body.

Due to the heavy burden on the human body, to serve under a contract in the north, each candidate is carefully checked for his health. If any unsatisfactory performance is revealed, the young person may be denied a northern vacancy.

Psychological factor

Performing a song on the parade ground

Every fifth soldier breaks his contract in the first months of service, according to statistics. And we are talking not so much about the dangers of such a service for health, but about the difficult psychological working conditions. During working hours, a contractor must follow orders, speak only in the established order and according to the charter, and has the right to freely manage his actions only when he is on leave (or during strictly established hours). That is, the life of a contract soldier changes dramatically, and not everyone is ready for such changes.

In addition, the conditions of contract work are such that a person must have high stress resistance, a low level of empathy, must think calmly, make quick decisions, be fully aware of the high level of risk to his health, and have the ability to concentrate his attention without any nervous tension. All this makes service, especially in the northern regions, very difficult.

Conditions of service in the Northern Fleet

Northern flotilla ship

The Russian Northern Fleet is one of the strongest in the world. It includes several types of troops designed to conduct combat operations on water, under water, on land and above water. The high requirements for candidates to serve in the Northern Fleet and the difficult conditions of the service itself lead to the fact that the Northern Fleet is always in need of reinforcements.

To perform military service under a contract in the north in the Navy (navy), a serviceman enters into a regular contract, as for service in other places. The level of his salary is determined by his rank, future position, ship or submarine and some other indicators. Social benefits are determined by the relevant legislation on military service under contract. In particular, every contract soldier in the Navy has the right:

  • to receive housing during service;
  • for length of service according to service in the northern regions;
  • for sanatorium-resort benefits and medical care;
  • for discounts on travel on public transport;
  • on the possibility of purchasing housing on the terms of military mortgage lending.

Warship

According to the state statement, service in the Northern Fleet requires a minimum salary of 60 thousand rubles per month. However, numerous reviews from Navy contract soldiers indicate that this figure is actually much lower. To understand all the intricacies of the legislation regarding contract military service in the Northern Fleet, it is recommended to ask the opinion of the appropriate competent lawyer.

Northern allowance for military personnel

This article describes in detail what the northern allowance is for military personnel, and everything you need to know about it. Many men serve in the distant extreme territories of the North of the country and this guarantees them some privileges and possible social guarantees of various kinds.

So, in accordance with the law that gained legal force in 1998 on May 27, all military personnel who serve in the territory of the Far North, and the territories that lie near them, also in those places that have bad weather conditions, are guaranteed by law and a certain set of compensation payments.

Military compensation

Following paragraph 5 from the article about the Law, all people who serve in the remote territories of the North and all territories that are attached to them, especially those who serve under a contract, can increase their basic leave by 15 days or may also be provided with some additional days for recreation. In this case, the total amount of rest should not exceed more than 60 days, taking into account the time necessary for traveling back and forth to the holiday destinations.

Following paragraph 1 of Article 14, all military personnel can be given dry rations at the request of the employees themselves. Also, all individuals who serve in the Far North are booked with various types of premises for the entire period of interruption of the military in these territories.

Also, all military personnel who serve or have served in the territories of the Far North and in the territories adjacent to them, as well as people who left the service for health reasons or were dismissed, are allowed to join housing construction cooperatives or are given plots to build their own homes.

Also in accordance with Article 20 and its paragraph 1.1. All employees are allowed to travel free of charge by rail, air or other means of transport only once a year for the purpose of traveling to their vacation destinations and back to work. Also, all people who served in all areas where there are certain coefficients or levels of wage premiums at the start of work or upon dismissal, for health reasons, or at the end of service in certain areas are accrued in calendar terms and accumulated work experience for possible bonuses and interest on wages.

For all people who serve in the Far North, wages are paid taking into account bonuses and interest rates. All this is in accordance with Article 2 and paragraph 24. This applies only to military personnel who serve exclusively under a contract.

The payment of funds, which includes premium coefficients and interest, begins to be paid from the very day the contract begins and ends at the moment it ends. Also, the percentage increase depends on the period of military service in the Far North and the areas adjacent to it. Depending on the longer period of service, a higher level of salary bonuses or, as they say in the military, salary allowances are paid accordingly. Also, these allowances are maintained during the period when military personnel are not in the Far North in order to fulfill certain military obligations, as well as during the vacation period.

Sizes of coefficients of different regions

Depending on the deployment of military personnel in the Far North, the bonus coefficient will be different:

  • Thus, in the territories of the Arctic Ocean and its seas, with the exception of some islands, there are also some regions of Kamchatka and Yakutia, where diamond mining industries are located. Don’t forget about Chukotka and the Sakhalin region, they all have a coefficient level of 2;
  • As for the territories of Krasnoyarsk and the Murmansk region, the coefficient level used is 1.8;
  • In the Magadan region, in the republics of Bashkortostan and Sakha they have a coefficient level of about 1.7;
  • Krasnoyarsk Territory and Kamchatka, the Koma Republic have a coefficient of about 1.6;
  • In the German Autonomous Okrug, the Republic of Tyva, the Republic of Koma and in some areas of the Tyumen region, a coefficient of 1.5 is used.

There are some other additions and more detailed calculations of coefficients should be found in official laws, documents, and articles. The northern allowance for military personnel is a mandatory part of the service and a part that makes the service more effective and good, since, no matter what they say, serving and defending their homeland is quite difficult and the military must receive some privileges and allowances for such sacrifices. The process of these allowances and coefficients is regulated and guaranteed by government agencies of the country and after some time they are reconsidered and may increase.

Calculation of length of service

According to the relevant government decree (RF No. 941 of September 22, 1993), length of military service, taking into account a special coefficient, is awarded only to military personnel in the northern territories and zones equivalent to them. If a contract soldier is in such a zone on a business trip, this is not taken into account when calculating his time of service.

Length of service under a contract in the Far North is calculated by multiplying the actual service time by the appropriate coefficient, similar to calculating salary bonuses. These coefficients for some regions of Russia are shown in the table below:

Coefficient valueArea and nature of service
2departments and units of physical protection, operational groups in the regions of the Far North of the first category of complexity
2regions of the Far North for fire fighting units
2Chukotka, Kuril Islands, Kamchatka
1,5northern fleet and other areas of the second category of complexity
1,5service in Murmansk, Karelia, regions of Western Siberia

Thus, a contract soldier who has served for six months in Kamchatka receives one year of service.

Is conscription service in the army included in the total length of service?

An old-age labor pension is assigned before reaching the age established by Article 7 of this Federal Law to the following citizens: 6) men upon reaching the age of 55 years and women upon reaching the age of 50 years, if they have worked for at least 15 calendar years in the regions of the Far North or at least 20 calendar years in equivalent areas and have an insurance period of at least 25 and 20 years, respectively. For citizens who worked both in the Far North and in equivalent areas, a labor pension is established for 15 calendar years of work in the Far North.

Moreover, each calendar year of work in areas equated to the regions of the Far North is counted as nine months of work in the regions of the Far North. Pravoved.RU 388 lawyers are now on the site

Conditions of retirement

According to the labor legislation of the Russian Federation, a person has the right to receive a pension if:

  • he has reached the age of 60 years or 55 years for men and women respectively;
  • worked for 15 years or 20 years in the Far North or in zones equivalent to it, respectively.

As for a military man, if he has served 20 years, he is also entitled to receive a pension. These 20 years are not actual, but formal, that is, preferential coefficients are also taken into account when determining them. For example, if a person performed military service under a contract in the Far North for 10 years, then he receives an absolute right to a long-service pension.

Features of retirement for military personnel and the amount of pension

Soldier in a tent

In addition to length of service, there are other features of retirement for military personnel. Let’s say a contract soldier served for over 7.5 years in the Far North. Then his retirement age will be reduced by 4 months for each year, taking into account the 7.5 years he served. In other words, if the actual service period under the contract in the north is more than 7.5 years, then the specified benefit is valid. If it is less, it does not work.

There is one more pension-related benefit worth mentioning. If a person has served enough time to receive a service pension, has stopped military service and taken an official civilian job, then, after he has worked for more than 5 years, he is entitled to another pension.

The pension salary for military personnel is determined without any allowances, but only taking into account the basic rate of their salary, however, each additional year of service after the required years of service entitles them to a pension increase of 3%.

Reviews

Special Forces Group

The advantages that attract many to service in the north sometimes do not correspond to reality. This is evidenced by many reviews of the guys who served there. It is very difficult to work, much less serve, in the Far North, where summer lasts only one month. And the rest of the time there are frosts of -30, blizzards and polar night.

Service on the territory of units located in territories that are equivalent to the northern ones, for example on Sakhalin or Western Siberia, according to reviews, is more favorable. Because the climate here is milder than, for example, on Novaya Zemlya. But still, in any case, reviews of contract service in the north convince us that it is not so simple.

Every contract soldier, before accepting any vacancy for contract service in the north, must first carefully consider all the disadvantages and risks, and not just take into account the promised advantages.
