Registration of an Age Pension in 2020 Required Documents in the MFC

MFC/Financial services/Pension registration

Having reached retirement age - 55 years for women and 60 years for men - a person has the right to resign from his current job and apply for a pension. Pension accruals consist of 2 parts: cash payments for old age and a funded part. The first component is regulated by Federal Law No. 173 “On Labor Pensions in the Russian Federation”, and the second is established by Federal Law No. 400 “On Insurance Pensions”.

For your information

An applicant for a pension can apply for monthly accruals to the branch of the Pension Fund of Russia at the place of registration or actual stay, or use the services of a multifunctional center.

Conditions for assigning an insurance pension

An old-age insurance pension is assigned when the conditions established by Art. 8 of the law of December 28, 2013 No. 400-FZ, as amended. from 06/27/2018:

  • reaching the age of 55 years for women and 60 years for men (as of 2020), with the exception of civil servants, for whom the retirement age is determined separately;

Note: if bill No. 489161-7 is finally adopted, the retirement age from 01/01/2019 will be gradually increased to 63 years for women and 65 years for men.

  • insurance experience of at least 9 years (for persons applying for a pension in 2018, in the future the minimum length of service will increase annually: 2020 - 10 years; ...; 2024 - 15 years);
  • the value of the individual pension coefficient (IPC) is 13.8 (for 2020, then the size of the IPC will be increased to 30 by 2025).

Note: The Government of the Russian Federation is considering the possibility of abolishing pension points, but a draft law has not yet been developed.

The right to early retirement is available to persons whose insurance period includes periods of activity associated with special working conditions (hazardous production, underground work, civil aviation, fire service, etc.) or work in the Far North and equivalent areas (full the list of such citizens is given in Article 30-32 No. 400-FZ).

Please note: Law of the Russian Federation dated April 19, 1991 No. 1032-1, as amended. dated 07/03/2018 also provides for the possibility of early retirement (but not less than 2 years before the appropriate age) on the recommendation of the Employment Fund for women with at least 20 years of insurance experience, and men with 25 years of experience or more, laid off in connection with the liquidation of the company (termination of the activities of an individual entrepreneur, reduction of the organization’s staff), if there are no vacancies for these persons.

We answer the question: how to apply for an old-age pension

If the application was returned due to inaccuracies in the documents, then the citizen has 3 months to correct the shortcomings and submit the application again.
Only if this deadline is met will the date of submission of papers be considered the date of the initial application. In Russia, certain categories of workers can count on early retirement. The grounds for such a benefit are harmful working conditions, work in the regions of the Far North, large families, etc. Also, public sector employees - health workers and teachers - can take advantage of the right to early retirement.

Conditions for assigning a social pension

This type of pension can be assigned:

  • citizens of the Russian Federation who have reached the age of 60 years - for women and 65 years - for men (due to the pension reform, this criterion can be increased to 68 and 70 years, respectively);
  • citizens belonging to the category of small-numbered peoples of the North, who have reached the age of 50 and 55 years, respectively, permanently residing in the above area on the day of the pension;
  • foreigners and stateless persons who have reached the above age and have lived in the Russian Federation for at least 15 years.

There are no requirements for insurance experience when applying for a social pension.

Social benefits for retirees

Pensioners are entitled to the following social benefits:

  • pension payment;
  • supplement to pension payments depending on the region of residence;
  • reimbursement of costs for paying utility bills;
  • registration of a personal social card.

Having a social card in hand, citizens can travel on city and suburban public transport for free. The card also makes it possible to pay for goods at pharmacies and retail supermarkets with discounts.

Conditions for assigning a state pension

Issued to citizens affected by radiation or man-made disasters in accordance with the laws:

  • No. 166-FZ dated December 15, 2001, as amended. from 03/07/2018 – if you have at least 5 years of insurance experience;
  • or No. 1244-1 dated May 15, 1991, as amended. dated 06/04/2018 (taking into account norms No. 400-FZ) - the minimum number of years of insurance experience and the amount of the IPC are established in the same amount as for the assignment of an old-age insurance pension.

The retirement age is determined separately and depends on the nature of the work performed by citizens, as well as on the time, place and duration of residence in areas exposed to radiation contamination, but cannot be less than 45 years for women and 50 years for men.

Note: there are no plans to raise the retirement age for people affected by radiation and man-made disasters.

The concept of "age"

Of course, there are no age restrictions when applying for disability benefits. But in other cases you need to wait until you reach a certain age. Namely:

  • 60 years old – husband. and 55 years old – female. for insurance pension;
  • 65 years old – husband. and 60 years old – female. for everyone else;
  • 55 years old – husband. and 50 years old – female. from the peoples of the Far North, considered small in number;
  • 50 years old – husband. and 45 years old – women who worked in hazardous working conditions for more than 7.5 years.

The concept of "experience"

The concept of “work experience” is used when calculating pension payments and compensation. This concept is closely related to another, which sounds like “length of service,” that is, a period of continuous work. The Federal Law “On State Pension Provision in the Russian Federation” plans to increase the length of service from 6 to 15 by 2024. From 01/01/2018 The length of service has already amounted to 9 years.

The concept of "coefficient"

While a person is working, pension contributions are calculated on his salary. You can top up these contributions yourself. These are then recalculated and replaced with “points”, which can affect the amount of pension payments. The number of points is a coefficient for calculating benefits, and is closely related to the increase in the minimum length of service. The minimum required number of points will also gradually increase from 6.6 to 30.

Specific benefits

There are some categories of citizens who can receive specific benefits. For example, those who have lost their breadwinner, disabled people or their relatives, veterans of combat and military service can apply for a benefit on utility bills in the amount of 50-100%.

Who is allowed to apply for a pension through the MFC?

Most often, retirement is associated with reaching a certain age. The conditions for receiving a monthly benefit through the MFC may be as follows:

  • For citizens applying only for the insurance component of the pension, it is allowed to stop working at 60 and 55 years old for men and women, respectively.
  • Small-numbered peoples of the Far North can apply for state support at 50 and 55 years of age.
  • Workers in hazardous work are allowed to retire at the age of 45 and 50 if they have worked for 7.5 years.
  • A mandatory point when receiving a pension is length of service. Previously it was 6 years, but since 2020 it has been gradually increasing. It is planned that by 2014 the length of service should be 15 years. For 2020 it is 9 years.
  • Another mandatory component of a pension is special contributions. They are contributed by employers, but can be increased through their own contributions. These contributions are recalculated into points and their minimum number also increases. From 6.6 they should increase to 30 points.

A person whose work activity satisfies the conditions described above can contact the MFC regarding registration of pension accruals.

Additional Information

There is a separate category of citizens for whom the process of applying for a monthly pension benefit is slightly different from others. These people include military personnel and government employees. They write an application addressed to the chairman of the board of the government body in which the person worked. Military and police officers can apply for a pension not through the Pension Fund, but through the departments and ministries where they worked.

Another exception is teachers and educators. They can apply for a monthly long-service allowance. The condition for receiving this benefit is that the employee has at least 25 years of work experience. Government Decree No. 781 provides a complete list of specialties that have such a benefit. In addition to the teacher’s work experience, when retiring, the number of hours worked is taken into account.

When moving to Moscow, preferential benefits are no longer valid.

What types of pensions exist in the Russian Federation?

Types of pensions Russia

The legislation establishes three types of pensions:

  • state;
  • social;
  • labor

The average disability pension in the country is 9,300 rubles. Every year in April, payments are indexed.

People who have passed a medical examination and received the status of a disabled person can apply for benefits.

Who will accept the documents?

Any MFC within the capital. Absolutely anyone. The fact is that registration of an old-age pension in Moscow through multifunctional centers is carried out on an extraterritorial basis, without reference to place of residence or registration. A Muscovite can contact the MFC, located near his work, near his favorite club or mother-in-law’s house.

And having chosen, do not forget to make an appointment - this will save you a lot of time and nerves. Convenience is convenience, and queues, you know, have not been canceled.

Step-by-step registration instructions

  1. Before visiting the multifunctional center, you must collect the entire package of documents.
  2. It is worth making an appointment with an MFC employee in advance online or by phone. You can also take an electronic queue coupon on site.
  3. When submitting documents, an application for a pension is written. You can write it yourself using a sample, or with the help of an MFC employee on the form issued by him.
  4. All papers received from the applicant are sent to the Pension Fund, where they are reviewed and the amount of the pension is approved. The calculation result is sent back to the multifunctional center. There the applicant receives an answer about his pension.

Advantages of registering a pension at the MFC

Director of the State Budgetary Institution “Multifunctional Centers for the Provision of Public Services” Elena Gromova notes that the system of operation of the centers is quite effective. More than 75,000 citizens visit the MFC every day; this figure reaches 2,000,000 people per month.

We have two formulas for dealing with queues. Firstly, this is the universalization of specialists, when one specialist knows all the services or services in his area. Secondly, the windows open exactly when people need them, when there is a large flow of visitors.

The advantages of registering a pension at the MFC include:

  • waiting time - on average 3 minutes;
  • lack of connection to place of residence;
  • SMS notification about document readiness;
  • schedule;
  • the opportunity to complete all documents in one place and close to home.

Useful maps

When a person has successfully been assigned payments, then, if he wants to receive them through a bank, he needs a pension card for enrollment; MIR is usually used. In order for money to be transferred to it, the owner notes this in the application for choosing the option of delivering the pension, also through the MFC or directly to the Pension Fund. Sometimes it is allowed to issue a social card with information about the holder, confirming the right to benefits.

List of documents and state duty

What documents will be required to apply for a pension at the MFC:

  • statement. You can download it from our website, print it out and fill it out in advance, or ask a consultant for help;
  • passport (for stateless persons - residence permit, temporary residence permit);
  • SNILS;
  • application for choosing a pension delivery method;
  • documents confirming length of service - time of work, service, caring for a child or the elderly, being abroad on diplomatic, trade or cultural missions, etc.;
  • documents indicating income for 2001–2002. or for any 60 consecutive months before 2001 to calculate the IPC (individual pension coefficient). Certificates from the employer or from the archive are suitable;
  • documents evidencing the right to early retirement;
  • power of attorney for the representative and his passport, if the applicant does not apply in person;
  • other documents confirming special circumstances.

The application form was approved by Order (Administrative Regulations) of the Ministry of Labor No. 14N dated January 19, 2016. The pension recipient fills out:

  • name of the territorial administration of the Pension Fund;
  • your full name, SNILS number, citizenship;
  • addresses by permanent and temporary registration, actual location;
  • telephone for sending notifications and prompt communication;
  • passport and biographical information;
  • information about the representative;
  • type of payments (survivor's pension, disability, old-age, insurance, state, funded);
  • information about other biographical, family facts, attitudes towards military and civil service, employment, the presence and number of dependents, etc.;
  • a control question and a secret word that will be used by the applicant in telephone communication with a Pension Fund employee (necessary for prompt resolution of issues regarding the assignment and amount of a pension);
  • list of documents (their names and details);

  • signature, transcript and date of submission.

There is no state fee for reviewing an application for a pension.

Deadlines

The Pension Fund makes a decision within 10 working days from the date of receipt of all required documents. Registration of a pension at the MFC can take up to 16 working days: 3 days are given to the Center’s employees to transfer the application to the Fund and to issue the result to the citizen.

The period may be increased if the citizen has submitted documents on work experience or income before 2002. Their verification suspends the issuance of old-age pensions and other payments for a maximum of 3 months. The applicant receives an SMS or email notification about this.

The pension is assigned from the moment the application and documents are received, but not before the right to it arises.

Waiting for the result

Having accepted the application for an old-age pension and other payments, the MFC employee issues a receipt to the citizen. This document contains:

  • application number by which you can track the status of the application on the MFC website;
  • date of admission;
  • list of documents;
  • Full name of the employee, his signature, seal.

An MFC employee makes copies of documents, certifies their authenticity and sends them to the Pension Fund.

The Pension Fund creates a model of the pension file: checks all submitted documents, calculates the amount, and, if necessary, makes changes to the individual personal account. The citizen receives notifications about the successful receipt of an application for a pension through the MFC and the results.

What services can pensioners receive at the MFC?

Legal consultation is free.
This is a social card, a regional supplement to pension payments, and compensation for housing and communal services expenses. All this can now be arranged in a multifunctional center in a single window format.

In order not to think and search for information about what is right for you, the MFC will advise you on all issues, what services can be obtained, what documents to collect for this.

Once you have arrived at the MFC that is convenient for you, you should join the electronic queue. You will be given a ticket with an individual number, wait for a call through the window on the display, and they will also call you over the speakerphone.

Well, of course, in order to receive all the services in one visit, you need to properly prepare a package of documents, and you can fill out the application right in the window with the help of the operator.

For example, to obtain a social card you need: a passport, a pension certificate, a certificate of benefits and SNILS.

The social card entitles you to free travel on buses, trams, trolleybuses, and commuter trains.

In addition, discounts are provided at major retail chains and pharmacies. If you are missing any SNILS document or even a passport, you can also restore it at the MFC.

If the assigned pension is below the subsistence level, you are entitled to monetary compensation. To complete it you will need the originals:

  • passports,
  • SNILS,
  • pension certificate,
  • income certificates,
  • work book,
  • agreements with the bank to open an account.

Choosing a suitable pension delivery method

When drawing up an application for cash payments, a pensioner at the MFC indicates the method of delivery of funds. While receiving monthly benefits, you can change this method by writing a corresponding application. You can receive money:

  • To a bank account and card;
  • Through the cash desks of the Russian Post;
  • Through third-party organizations that offer, among other things, home delivery of pensions.

Receipt of money in the last two cases occurs upon presentation of a passport and power of attorney, if the money is taken by another person.

Submit documents for a pension

  • -Information that the disabled relative (family member) was dependent on the breadwinner.
  • -Certificate of full-time education of dependents at universities, schools, colleges, etc.
  • -Periods when a dependent (including stepson, stepdaughter) is dependent on the breadwinner.
  • -Information about the absence of able-bodied parents.
  • -Work record book of a disabled family member. It is necessary to verify the fact that the disabled dependent does not have a regular income.
  • -Data about the people the dependent is caring for (their birth certificates, passports).
  • -Information confirming that the dependent has no other means of subsistence.

The pension is assigned not from the date of the decision on the application, but from the moment the documents are received for consideration. If the application for payments occurred before the right to them arose, then accrual will begin only after reaching the required age.

Pension calculation

It is impossible to independently calculate the amount of future benefits. To obtain approximate information, on the website of the Pension Fund in the section “Personal Account of a Citizen” -> “Pension Calculator” there is a form for calculating payments. However, registration on the site itself is not required to access your account.

The calculation will require data on length of service, amount of income, as well as additional factors that may affect the size of the final amount, for example, the number of children or military service.

When calculating yourself, you can get an approximate amount by multiplying the coefficient (points) by its cost. The value of points changes annually. For example, in 2020, 1 point is valued at 81.5 rubles. To the amount received, you can add payments to the old-age insurance pension, which is about 5,000 rubles. The final result should approximately coincide with what the system calculates on the Pension Fund website. However, final payments are made directly to the Pension Fund after submitting the application.

Registration of an old-age pension in 2020: necessary documents

If you are not sure that you have collected a complete list of documents, then it does not matter. The Pension Fund employee will tell you what papers you will need to submit next time. Before the day when the applicant reaches retirement age, he must have some time left, at least 20 days. This guarantees that all necessary documentation will be completed on time.

We recommend reading: Electricity Consumption Standards in 2020

It is possible to contact the Pension Fund in advance so that payments begin immediately upon reaching a certain age. However, registration cannot begin earlier than one month before the 55th or 60th anniversary. If the date of birth is February 29, then in non-leap years it is transferred to March 1.

Reasons for refusal

After the 2020 reform, the requirements for pensioners began to become stricter. Applicants for the insurance part of the old-age benefit in 2018 must have 13.8 points and 9 years of work experience. Every year these numbers are growing.

The reasons for refusal to issue a monthly pension payment are:

  • insufficient insurance experience;
  • lack of pension points.

The first means that the person worked unofficially or was simply not employed. And the second indicator may be associated with low official wages.

These two indicators must be officially confirmed, and this may also be associated with a refusal to issue a pension. Disadvantages that do not allow a correct assessment of work experience:

  • errors in work book entries, lack of signatures and seals;
  • incorrect reporting by the enterprise for a specific person;
  • when recording in the work book, the employer did not pay insurance premiums for his employee;
  • lack of data in the city archive of the liquidated enterprise.

Another reason for refusal to apply for a pension through the MFC may be imperfect legislation. For example, teachers can retire early after working long enough to do so. A nanny who worked in a kindergarten for 25 years was denied this right. Because the list of positions that fall under this benefit includes only a junior teacher. Although the nature of the activity is identical, due to a different job title in the work book, the nanny cannot begin receiving pension payments ahead of schedule.

Each case of refusal is individual and is subject to discussion or requesting additional documents from the archives. But sometimes the only option may be litigation. The claim, along with copies of documents, is filed with the district court. Along with this, you will need to pay a state fee of 300 rubles.

Required documents

In connection with the updated rules for calculating labor pensions, the employer is obliged to transfer documents on the insurance experience of his employee when he reaches retirement age.

The basic package of documents for applying for a pension benefit through the MFC is as follows:

  • passport;
  • employment history;
  • SNILS;
  • military ID (for citizens liable for military service).

If, according to the Pension Fund of Russia, until 2002, the applicant’s individual account showed an average monthly salary lower than its national value, then MFC specialists will offer to bring a salary certificate for that period. To receive it, you must make a request to the organization where the future pensioner worked in those years. This is done to assign the maximum possible monthly payment.

Before registering an employee in the OPS system, the main document confirming his work experience is the work book. To be able to process information from it, this document must be properly executed: each entry is accompanied by the number and date of the order of admission or dismissal, as well as the signature of the responsible person. In addition, all transfers of an employee within the organization must be indicated there, indicating positions, including when renaming the enterprise itself.

When registering an employee in the OPS system, all information about his work activity will be stored on an individual personal account.

Appealing the result

A future pensioner has the right to file a complaint against the action/inaction of the Pension Fund of the Russian Federation, its division or a specific employee in any form.

But at the same time it must indicate:

  • The name of the organization or its employee whose actions are subject to appeal.
  • Full name, address and other contact details of the author of the appeal.
  • A list of actions to apply for a pension that the applicant is protesting.
  • Arguments and arguments in favor of reconsidering the outcome.

The complaint is submitted to the MFC, Pension Fund or its representative office in person, through an authorized representative or by e-mail and is subject to mandatory registration.

If there is no opportunity and competence to resolve the complaint, it is forwarded to the authorized body for its further consideration no later than 3 days after its receipt with mandatory notification to the author of the appeal.

For consideration of the application, from 5 to 15 days are provided, depending on the circumstances specified in it, as a result of which a verdict is made to satisfy the complaint regarding the assignment of a pension or to refuse it. The response is sent to the author no later than the day following the day the decision was made.

Submit documents for a pension

The list of shortcomings includes a limited range of services in a particular center. When applying for a pension through the MFC, you may receive a refusal due to the non-provision of the service at the moment. In this case, contact the Pension Fund branch at your place of registration with the previously completed application.

The Pension Fund sends information letters to future pensioners in advance and recommends that they begin registering a pension and collecting the necessary documents at least 6 months before the entitlement to a pension. To do this, a citizen must contact the territorial body of the Pension Fund at his place of residence and submit the following documents:

Design nuances

If a citizen has not worked, he is entitled to a social pension, which can be issued 5 years after reaching 65 years for men, 60 years for women. If an individual is registered at the unemployment center, monetary compensation is paid up to the age limit. The last type of security is assigned by the Pension Fund. If there are minor citizens at the time of retirement, a dependency allowance is due.

If a citizen began to apply for a pension at the MFC 30 days after dismissal due to the maximum age, it is possible to recalculate the monetary support from the period of termination of employment.

Where to begin

Pension for disabled people Russia

The whole procedure begins with passing the examination. A referral for a commission is received from your attending physician or through social services (for a bedridden patient). The further procedure takes place in several stages:

  • submitting documents to the commission;
  • undergoing examination;
  • obtaining an expert opinion (issued immediately);
  • submitting documents to receive a pension.

Consideration times and costs

Typically, a request for a pension is considered no longer than 10 days. The deadlines may be extended if it is necessary to send requests for confirmation of experience if the information is not included in the petition. In such cases, the registration procedure may increase to 60–90 days.

Reference! Regardless of the time frame for consideration of the application, the pension is assigned from the date of filing the application.

The service of registering pensions at the MFC, like other municipal and government services, is provided free of charge.
