Rumors about the abolition of military pensions began from the moment when the Ministry of Finance was instructed to analyze the procedure for the formation and calculation of pension payments.

Military experience for pension is the most significant indicator. It is this that is taken as the basis for calculating the size of the pension. Thus, the length of service directly affects the size of the pension.

In the terminology of the Government and the Ministry of Finance, the words “Social package” have recently appeared, which they very actively use.

In the Republic of Belarus you can retire by:

  • Old age. According to the law of the country, women have the right to end their working career and receive monthly financial compensation at the age of 55, men at 60. In some areas the age threshold is lower (agriculture, textile industry, transport sector, etc.).
  • Loss of a breadwinner. Only those who are disabled or minor can count on this payment.
  • Disability. For those who have not been disabled since childhood, it is important to have at least a short work history.
  • Length of service. Representatives of some professions become pensioners not upon reaching a certain age, but according to the number of years worked in the field. The list of professions has been approved by the government of the country.
  • Merit to the country. This preference is given to holders of titles, medals and orders.

Should I be afraid of pension cancellation?

The possible abolition of military pensions threatens to reduce the motivation of young people to serve in the army. It’s already difficult to interest them; the military has to provide social support.

It turns out that when a military man retires young, he receives transfers - weekend benefits.

At the moment, a military pension will be granted only when the length of service has exceeded 20 years. Or 25 years (if the military man is over 45 years old).

This means that a military man must live most of his life in the army.

Thus, in the case of replacing a military pension with a social package, if a military man ended his career ahead of schedule (perhaps his health or family circumstances failed him, etc.), he will still be entitled to cash payments.

Methods for making pension payments to military personnel

Citizens who have been assigned a military pension can receive payment in the following ways:

  • payment occurs through the Russian Post at the pensioner’s place of residence (in this situation, the postman can bring it to the house, or the citizen will independently receive it at the post office);
  • by transferring funds to an account in Sberbank (a person can issue a card and withdraw a pension from it at a time convenient for him);
  • if a pensioner is not able to receive a pension himself (due to poor health, hospitalization, etc.), he has the right to give a power of attorney to a third party . The authorized representative comes to receive the payment with his passport, a photocopy of the pensioner’s passport and a power of attorney.

When a pension is delivered to a person’s home, a specific date for issuing the pension is set in accordance with the existing delivery schedule. The issuance of a pension at a bank or post office is carried out within the established delivery period .

Will there be a complete abolition of military pensions?

Even today, the economic situation in the country is unstable. In this regard, some benefits are eliminated or frozen. This makes us think that the military pension may also be eliminated.

If this does happen, the military will not be able to choose between civilian work and living on pension payments.

The money will be transferred to the military one-time, so the person will still have to find something. This is the only way he can survive.

In case of cancellation of the pension, the military man will be given the opportunity to retrain and acquire another specialty for free.

Many military personnel choose the path of teaching after finishing their career. They pass on their experience and knowledge to the younger generation. But we should not forget that it is very difficult to adapt to civilian life when so many years have been devoted to defending the Motherland.

Size

The calculation of a social pension for former military personnel who have reached the age of 60 is simple and clear, so that any person applying for benefits can cope with it.

All the nuances of the calculation are indicated in Federal Law No. 400. It is this law that specifies the formula used to calculate the pension: Amount of benefit = Number of individual points * Cost of 1 point

Thanks to this formula, each citizen can independently calculate the amount of payment. Looking at the formula, it becomes clear that the amount of additional benefits is determined taking into account the number of points accumulated for previously completed work.

The number of points depends on several factors:

  • length of work experience;
  • the amount of wages that should be official.

The presented formula for calculating pensions can be used by military personnel who began working in 2020. For those citizens who started working earlier, pension rights are converted into corresponding points.

When calculating, there is no minimum fixed payment, so it is calculated based on the person’s length of service and salary. When calculating, certain periods are excluded from the length of service:

  • the duration of service that was carried out before the disability benefit was awarded;
  • service or work for the time that was taken into account when calculating long-service benefits.

The size of the pension payment will not be too large, since the calculation takes into account a short period of service, and therefore the number of points is low.

Let's take a closer look at the process of calculating pensions for military pensioners using the following example:

The man served in the Ministry of Internal Affairs, graduated from work in 2007, and then found employment in a commercial company on the basis of a standard agreement. In 2020, he turned 60 years old, and he can qualify for a standard pension assigned upon reaching this age. Since 2007, he has worked for 9 years, and for 2016 the minimum figure remains 7 years.

The average salary during this time was 28,000 rubles, and in 9 years transfers were made to the Pension Fund, the amount of which was 483,840 rubles. To calculate the average annual contributions to the Pension Fund, 483,840/9 = 53,760 rubles are required. in 2020, the maximum base on which contributions are calculated is 796,000 rubles.

Of this amount, contributions will amount to 127,360 rubles, so the total number of points for the year is: (53,760/127,360) * 10 = 4.22. For 9 years worked, the number of points is equal to: 4.22*9=37.98. One point costs 74.71 rubles, so the amount of the benefit is calculated as follows: 74.72 * 37.98 = 2838 rubles.

What's in the latest news about military pensions?

Increasingly, information appears in the news not about the abolition of military pensions, but, on the contrary, about their indexation. Thus, the value of a military pension should only increase depending on the increase in inflation.

The state is guided by the principle that the increase in expenses should not exceed the amount of the pension. In addition, do not forget that there is also a second pension for military pensioners .

Some sources also contained information about the expected increase in length of service to 25 years (versus the current 20).

This is due to the fact that with increasing length of service, the need for new personnel will become less. Thus, the size of payments will increase, and the number of such transfers will decrease.

In 2020, from October 1, military salaries will increase by 3%, and in October 2021 - by another 4%.

Today, October 1, Russian Ground Forces Day, military personnel of the Ministry of Defense became 3% richer. Accordingly, military pensioners will receive an increase of this same 3%. After all, pensions of retirees are tied to the salaries of active military personnel. Based on official data on the average military pension of 26,200 rubles, the average military pensioner will receive an additional amount of 786 rubles.

I did the math and “teared up,” and I remembered the interview almost a year ago (December 26, 2020) of Deputy Minister of Defense of the Russian Federation Tatyana Shevtsova to the Izvestia newspaper, in which she is very clear and, without embarrassment, is disingenuous, to say the least… According to her, in 2019, military pensions INCREASED by 6.3%, of which 4.3% was due to increased pay for military personnel, plus an additional 2% above the inflation rate, as the Russian President indicated in his decree in May 2012, which ordered an increase military pensions at 2% above inflation.

However, they (the powers that be) did not forget to add this 2% to the ill-fated reduction factor of 0.54 (54%), which reached the level of 0.7368 (73.68%). A year earlier it was 72.23% (0.7223). And in numbers, the addition is below 1.45% (0.145).

For those who don't know.

For military pensioners, their well-deserved pension is multiplied by this figure and, accordingly, more than 26% of military pensions now end up in the pockets of the state (previously there was more). It turns out that military pensioners and persons equivalent to them have paid a tax of 46% since 2012 and at a decreasing rate. Nowadays it is twice the personal income tax of other citizens of the Russian Federation.

Well, this category gets too much and the progressive tax is in action. However, according to the law on military pensions, this reduction coefficient must increase annually by 2% (0.02) from January 1. What the authorities have not done since January 1, 2020.

And from October of the same year they increased it, but counted one mathematical operation as two. Watch your fingers.

2% according to the presidential decree above inflation. Moreover, this 2% was legally included in the reduction factor for military pensions. And instead of 4% it turned out to be 2%.

This year, the reduction coefficient at 73.68% (0.7368) was frozen, but from October 1, 2020, the monetary allowance will be increased by 3%. At the same time, they no longer remember the May presidential decree on 2% for military pensions above the inflation rate.

What happens? But it turns out that military pensioners will not see the 4% they are entitled to this year.

And for military personnel with a new addition of 3%. If we count, again according to Shevtsova from 2014, the average salary (DS) of military personnel then reached 62,000 rubles. In 2020 by 4% and in 2019 by 4.3% DD increased in monetary terms. Taking into account the current addition of 3%, it reached 69,270 rubles. What are cash payments to participants and veterans of military operations on the territory of the former Soviet Union, the Russian Federation and other states, and how are they carried out? Payment comes from the state treasury and is regulated by law.

The calculation of pensions for each group of military personnel is regulated by various laws:

  1. For DB veterans who served under contract or as officers, a pension is calculated in accordance with Law No. 4468-1.
