The Ministry of Finance proposed to stop paying pensions to working pensioners.
The initiative provides for the abolition of pensions for those whose income exceeds 500 thousand rubles per year (that is, a little more than 40 thousand per month) and the abolition of the fixed payment for those whose income is above two and a half subsistence minimums (the subsistence minimum for pensioners in Moscow is 10,883 rubles) . Thus, it is proposed to balance the federal budget in 2017-2019 at the expense of pensioners.
According to Rosstat, 35.7% of pensioners officially work in Russia. This is 15,259,000 people, of which 759,000 are disabled. The average old-age pension in 2020, as reported by the head of the Pension Fund Anton Drozdov, is 13,123 rubles.
Law on recalculation of pensions for non-working pensioners in 2019
On March 4, 2020, a bill was introduced to the State Duma providing for the recalculation of pensions for those pensioners who receive social supplements up to the subsistence level. On the same day, the draft law was approved by the State Duma Council and included in the State Duma consideration program. State Duma deputies approved this bill in the first reading on March 12. The next reading took place on March 19, 2019 , and the final third reading took place on March 21. On March 27, the bill was approved by the Federation Council. On April 1, the law was signed by President V. Putin.

How is work experience taken into account?
The length of service of a working pensioner is taken into account in the general manner, provided that he is officially employed and the employer pays mandatory insurance contributions for him.
The Pension Fund annually receives from the employer information regarding the person insured in the compulsory pension insurance system about:
- places and working conditions;
- periods of labor and other activities for which pension points are awarded;
- the amount of transferred insurance premiums;
- duration of insurance period;
- the number of accumulated pension points.
Based on this information, the pensioner is awarded additional individual points and the amount of the assigned pension is recalculated.
Note!
If a pensioner works unofficially, then such length of service is not taken into account by the Pension Fund for the purpose and recalculation of pensions.
New indexing rules in 2020
On V. Putin’s instructions, in 2020 the indexation scheme for minimum pensions and the procedure for calculating social supplements . Now pensions will be increased above the subsistence level. In order to understand the difference between the indexing order according to the old and new rules, let’s consider the indexing scheme using specific examples.
For example, a pensioner in 2020 was assigned an insurance pension in the amount of 7,500 rubles, but in fact he received the amount of the regional PMP - 8,500 rubles.
- Indexing according to the old rules. As a result of indexation, his pension provision was increased to 8,028.75 rubles. (that is, at 528.75), while social. the surcharge decreased from 1000 to 471.25 rubles. But in fact, the size of the payment to the pensioner has not changed - he still receives 8,500.
- Indexation according to new rules (in connection with V. Putin’s message). The pension will be indexed to 8028.75 rubles, and the amount of social benefits. surcharges will not be changed. That is, the amount of the pension according to the new rules will be 8028.75 + 1000 = 9028.75 rubles. Since the underpaid amounts will also be compensated, the pensioner will be paid an additional 2,115 rubles. (what he did not receive in January-April). The pensioner will receive the newly calculated payment and compensation for the first months in May 2020.
In the same way, each pensioner will be able to calculate what the new amount of his pension payment will be and what additional payment he will receive for the first months of the year. In addition, the recalculation concerns the unified social pension, which was indexed by 4.3% in February, and social pensions, which were increased by 2% in April.
It is worth noting that the recalculation of pensions in connection with Putin’s message applies only to those pensioners who were assigned social supplements up to the pensioner’s subsistence level. For those whose pension provision was greater than the PMP, nothing will be recalculated, since their payments were indexed correctly.
How legal is it to deprive working pensioners of pensions?
Depriving the pensions of those who, working all their lives, paid for them, is robbery: “All pensioners are insured under pension insurance. And they all paid contributions with the expectation that when they reached retirement age - this is an insurance event - they would receive a pension. And this proposal violates a basic principle of law. This also applies to indexation of pensions. We have been paying contributions for decades in order to have not just a pension, but an indexed pension. The law on indexation of social payments was adopted in the early 90s. And now we discover that our pensions were taken and unilaterally cut. And since this violates all legal norms, it was simply stolen.”

Vladimir Putin, addressing the Federal Assembly, said that pensioners receiving minimum pensions were treated unfairly. When indexing was carried out in January 2020, it turned out that “there was either no increase in pensions at all, or it turned out to be much less than the person expected.” The President instructed to immediately eliminate this error, recalculate payments above the subsistence level and return the lost money to citizens.

Cancellation of coronavirus payments and benefits
As of October 1, the payment of benefits introduced temporarily due to COVID-19 pandemic and a number of coronavirus benefits will cease.
In particular, from October the payment of one-time benefits for children in the amount of ten thousand rubles, introduced during the coronavirus pandemic, will cease. Such benefits were paid twice: in June for children from three to 16 years of age and in July for all children under 16 years of age. Also, as of October 1, applications for one-time coronavirus payments for children under three years of age (15 thousand rubles, five thousand each for three months) are no longer accepted.
In addition, from October 1, a number of coronavirus reliefs and benefits will cease. The non-application procedure for paying benefits for children from three to seven years of age for low-income families will be abolished: now they will again have to write an application and provide a package of documents, including confirming the family income. These payments are intended for families where the average monthly income for each member does not exceed the sum of two regional subsistence minimums.
Also, starting in October, Russia will no longer automatically extend unemployment benefits, as was the case at the height of the pandemic. In addition, the program for a three-month payment of increased unemployment benefits of 12,130 rubles, which was paid to individual entrepreneurs forced to close their business after March 1, 2020, is being closed.
In October, the face-to-face procedure for confirming disability, which was canceled during the pandemic, returns, but the automatic extension of subsidies for housing and communal services, on the contrary, is cancelled.
