Long service pension for doctors from 2019

To receive a preferential pension, health workers from 2020 must meet two conditions:

  1. Sufficient work experience in a medical institution. Grounds – clause 20, part 1, art. 30 Federal Law No. 400 (2013).
  2. The required number of IPC (the sum of all pension points) on the date of assignment of pensioner status. Grounds – Part 3 of Art. 8 Federal Law No. 400.

Since 1992, the demographic situation in the country began to change for the worse, which led to a real decrease in the number of working-age population. Under these conditions, the state had to make additional contributions to the Pension Fund at the expense of the budget to fully satisfy the needs for covering pension payments. To solve the problem of lack of funds, the state planned a long-term pension reform.

The main innovation was the emergence of an insurance pension and insurance experience, allowing citizens to count on minimum mandatory payments when they reach retirement age. However, at the same time, in order to receive their well-deserved pension, citizens had to work for a certain period of time, which began to be established by the state.

Another innovation for 2020 was pension points, which a citizen must accumulate during his or her working life. The number of points began to directly depend on the amount of contributions to the pension fund made by the employer.

  • a gradual increase in the mandatory insurance period - if before 2015 it was at least 5 years, then by 2024 the length of service should reach at least 15 years;
  • a systematic increase in the number of pension points that guarantee the assignment of a pension in the future - in 2020 this figure was within 6.6, but by 2025 it should be 30 points.

Such changes were supposed to encourage citizens to take a more responsible approach to choosing a job, since only through official employment can they earn the necessary experience and points.

Length of service for retirement

The determining factor for medical workers in the Russian Federation is their accumulated experience in a medical organization. This is 25-30 years, taking into account the location of the settlement where the citizen worked. The recent pension law does not change these conditions. He did not touch upon the rules for calculating special experience, the list of medical specialists for whom preferential conditions apply.

The rules regarding preferential length of service for retirement for medical personnel are regulated by acts (for work during a certain period, the law in force at that time is relevant):

  1. Since 2002 Government Decree No. 781 (2002).
  2. 11.1999-31.12. 2001 Decree of the Government of the Russian Federation No. 1066 (1999).
  3. 01.1992-31.10.1999 Order of the Council of Ministers of the RSFSR No. 464 (1991).
  4. Until 1992. Resolution of the USSR Council of Ministers No. 1397 (1959).

As for long-service pensions for medical workers, employment in those medical organizations, in those positions that are attached to the lists of these acts, is taken into account. If any period of experience does not meet the conditions introduced by the Resolutions, it is not taken into account by the Pension Fund.

But the recently adopted Federal Law No. 350 (2018) still contains innovations regarding a preferential pension for health workers. There is a “waiting period” before the assignment of pension benefits based on length of service. Its length in 2019-2023 will grow evenly until it reaches the 5 year mark. So, if a doctor has accumulated sufficient experience in 2023, then retirement is possible after 5 years (not in 2023, according to the previous legislation, but only in 2028).

The deferment increases in stages - by one position annually. In 2019-2020 preferential conditions for calculating security for former medical workers are relevant: they are entitled to issue it six months earlier than required under the new procedures.

Features of pension reform in 2020

At the end of 2020 - beginning of 2020. Initiatives have been repeatedly put forward to raise the retirement age for Russian citizens, some of which were adopted by the Federal Law “On Amendments to Certain Legislative Acts” dated May 23, 2016 No. 143-FZ.   • private paramedic;

  • head of the FAP, health center;
  • physician assistant.

What are the conditions for receiving a “northern” pension?

In other situations, the same rules apply as for any Russian. In the Russian Federation, insurance or social benefits are relied upon, so any person who worked in the required territory has the right to claim them. The only difference is that some benefits are possible for both the social and insurance components of the benefit.

Preferential retirement experience for doctors

For a long-service pension, a physician must have the following experience:

  2. Mobile teams, groups, departments of emergency and emergency medical care, intensive care, anesthesiology-resuscitation, intensive care. Positions: resuscitators and anesthesiologists (including heads of departments), ward nurses (private and senior), nurse anesthesiologists.

Additional increases to insurance pensions

If a pensioner has disabled relatives as dependents, the amount of the fixed payment due to him will be increased by 1/3 for each dependent.

Upon reaching the age of eighty, pensioners will be paid an increase in the amount of 5,334 rubles 19 kopecks.

For 30 years of rural experience, non-working residents of rural areas will receive an increase in the amount of 1,333 rubles 55 kopecks.

The size of the increase for pensioners who have worked for 15 years in the regions of the Far North will be 2,667 rubles 10 kopecks, and for those who have worked for 20 years in areas equated to the Far North - 1,778 rubles 06 kopecks.

What do businesses think would be an attractive incentive? “Most often there is a proposal to lower the rate of insurance contributions that the employer will pay to the Pension Fund for workers at pre-retirement age,” says Alexander Kalinin, president of Opora Russia . — Today, the standard rate of 22% is reduced to 10% when the salary paid to an employee during the year exceeds RUB 1,021,000. It would be logical to reduce the rate for “pre-retirees” to this level. Over several decades of work, an impressive amount of contributions has already been paid from their salaries.
