Beneficiaries at the federal level

  • persons holding the title of Hero of the Russian Federation or the Soviet Union;

At the same time, the level of assistance to disabled people directly depends on how many people live with them. Thus, single citizens classified in this category will be fully compensated by the state for both rent and utility costs. In a situation where a disabled person lives with his relatives, the amount of contributions is divided among all members of his family, and compensation is issued only in the form of one share, specifically attributable to the beneficiary.

In general, citizens of the categories listed in the federal list, without exception, can count on receiving compensation in the amount of at least 50 percent of total utility costs. However, such assistance is provided only for one apartment. In particular, persons with the second disability group are given the opportunity to receive a discount on housing and communal services for only one residential premises.

If you have rights to a benefit on several grounds at once, it will be provided only on one of them. These are the requirements of Russian legislation.

What is the difference between a regional beneficiary and a federal one?

The right to benefits for certain categories of citizens, i.e. receipt of social assistance from the state is determined by Federal Law of the Russian Federation No. 178-FZ of July 17, 1999 “On State Social Assistance”.

According to this law, beneficiaries are divided into two types:

  • federal;
  • regional.

Payments of a social nature to federal beneficiaries are carried out by the Pension Fund of Russia, in contrast to regional ones, to whom social assistance is provided by the authorities of the constituent entities of the Russian Federation (social protection authorities).

Who are federal beneficiaries?

Federal benefits are paid from funds of the corresponding level of the Russian budget. They operate throughout our country. Currently in the Russian Federation federal benefits are established for :

  • veterans of all wars;
  • family members of war veterans who have passed away;
  • liquidators of the consequences of the Chernobyl accident and citizens who suffered from this disaster;

Veterans and participants of wars and residents of besieged Leningrad

The people who defended our country during the most difficult periods earned their right to help from the state through blood and years of hardship. Such citizens are veterans, participants and disabled people of the Second World War, citizens awarded the honorary title “Resident of besieged Leningrad”. Currently, these individuals are entitled to:

Federal benefit for medicines (medicine provision)

About 100 million rubles are spent annually from the state treasury of the Russian Federation on drug provision for preferential categories of citizens. This measure allows poor people to have access to necessary medicines.

But not everyone is aware of their right to a list of medications under federal or local law.

According to the latter, the conditions for issuing drugs, their quantity, names and persons claiming preference, vary at the discretion of regional authorities.

Federal laws are common to all citizens of the Russian Federation, regardless of financial status and other requirements.

Federal and regional benefits for necessary medications are provided on different grounds and in unequal amounts. Thus, the local benefit depends entirely on the regional budget.

The algorithm for filling out a prescription also differs: it is usually much faster and easier for a doctor to fill out a regional-level document.

But in both cases, a prescription from the attending doctor is required, as well as a package of documents confirming the right to it.

The procedure for obtaining federal/regional preferences

  • A visit to the clinic and consultation with the attending physician about the possibility of receiving state or regional social assistance, in accordance with Federal Law No. 178.

Federal and regional beneficiaries: medication provision

Not everyone can count on medicines free of charge under the state program. At the federal level, the following can receive guaranteed assistance in the first place:

  • Chernobyl survivors (liquidators, victims);
  • WWII veterans, disabled people, home front workers, prisoners of fascism;
  • participants in databases, wars;
  • members of their families, if the serviceman has died;
  • disabled people, children with disabilities;
  • conscripts in service;
  • military personnel, awarded with decorations, heroes of the USSR, Russian Federation, holders of the Order of Glory;
  • heroes of social labor;
  • blockade survivors and relatives of those killed in Leningrad;
  • children under 3 years old;
  • offspring of parents with many children under 6 years of age;
  • low-income people, for example, pensioners.

Another criterion for obtaining the right to this preference is the presence of a certain pathology in a person. It is not necessary to be on the list of the above mentioned persons.

The doctor must write a prescription for free medications under federal preference in the presence of the following diseases:

  • tuberculosis;
  • cystic fibrosis;
  • hemophilia;
  • multiple sclerosis;
  • cancer;
  • myeloid leukemia.

After transplantation, subsidized medications are also provided.

How does a federal benefit differ from a regional one?

The first difference is the laws that establish and regulate social assistance. These are Federal Laws and regional legislative acts.

The second difference is the level of the budget financing the receipt of medicines.

Another nuance is the body involved in processing and issuing compensation: the Russian Pension Fund or local social security departments.

The names and quantities of federal drugs are actually closed. Any changes can be made to them only at the highest level. Regional lists of both medicines themselves and people. Those who can receive them are constantly changing, expanding or contracting.

The main difference between a regional benefit recipient and a federal one is the level of the budget at the expense of which people receive appropriate assistance from the state.

What federal benefits are there?

Does a pensioner pay property taxes?

In 2014, changes were made to the Tax Code regarding property tax. The main innovation is that it is now calculated not from the inventory value, but from the cadastral value. Therefore, many pensioners are concerned about paying this fee.

Previously, they were completely exempt from paying property taxes, regardless of the number of properties they owned. Although changes to the law were adopted, the tax benefits provided to pensioners remained. Therefore, they will still not pay property taxes.

Other types of real estate are subject to a property tax in accordance with the general procedure. Also, this benefit does not apply to expensive real estate, the cadastral value of which is above 300 million rubles. In order for an object to be exempt from taxation, two conditions must be met:

  • it must be owned by the pensioner;
  • it cannot be used in business activities.

You need to know that thanks to a change in the Tax Code, the benefit can be provided only for one real estate object of each type of property. For example, if a pensioner has several apartments, he will be able to take advantage of the benefit only for one apartment. He also has the right to independently choose a specific object. For all other real estate of the same type, pensioners pay property tax. For example, an apartment and a room belong to one type of property, and a residential building belongs to another.

But, in addition to tax benefits, the Tax Code also provides for tax deductions. They can be applied independently in relation to objects and do not depend on the benefits provided. Just like for all citizens, the tax on a room for a pensioner is reduced by the cadastral value of 10 square meters, on an apartment - 20 square meters, and on a residential building - 50 square meters. Consequently, a pensioner can receive not only a benefit, but also a deduction of the cadastral value for a certain area.

Under what conditions is a property tax benefit granted?

In order for a pensioner to receive a benefit, it is necessary to contact the tax service and write an application for its provision. You will also need: a pension certificate (it confirms the citizen’s right to benefits), a passport and an INN.

The application is drawn up in free form and written by hand or printed on a computer. In it, to fill out the header (in the upper right corner), you must indicate the name of the tax service, its address, as well as the last name, first name and patronymic of the head. Next, write your details (full name, address and telephone number). In the application itself, you must make a request for benefits on property and list copies of the documents that are attached to it.

The application can be submitted in person by visiting the tax office at the location of the property, and you can also provide the necessary documents. If a pensioner has several real estate properties of the same type, then he must, before November 1 of the current year, provide a notification to the tax office indicating the selected real estate to which the benefit should be applied. Federal beneficiaries (residents of besieged Leningrad, war veterans)
